3/09/23/1: Speeding in Askam. Email received from resident of Steel Street asking if it would be possible to make the fact that the whole of Askam is a 20-mph zone. Cllr Daniel Edwards said that he would take this up with W&F Highways. Cllr Bill Wilson has agreed to meet with Highways and Parking Officers and will also discuss this with them when they visit the village.

5/09/23: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETING
5/09/23/1: Bricks and Rubble on Askam beach. The Clerk and Cllr Susan Orrell met with Natural England and Mr Robinson to gain their advice on this. The concerns were that it was close to the SSSI, and applications would need to be to work in the SSSI area. Permission would also be needed from the golf club who own this stretch of land. The work could only be done at certain times of the year because of nesting birds. Permission would be needed from Boughton Estates to access the area over the sands. Any contractor would need a mineral and waste disposal license to be able to collect and dispose of the bricks and rubble. At the present time we do not have a contractor. Unfortunately, it would seem at the present time the parish council will be unable to carry out this work, which is very disappointing.
5/09/23/2: Parking in Askam. Complaints have been received regarding parking on double yellow lines, particularly on Duke Street. The parking officer has attended the area. Cllr Ben Shirley has asked that the parking officer and highways visit the village to look at parking issues. Cllr Bill Wilson has agreed to represent the parish council at this meeting.
5/09/23/3: Statue for Memorial Garden. The latest from W&F council is that an agreement to site the statue in the memorial needs an agreement from their solicitor. This is now waiting for an agreement from W&F solicitor.
6/09/23: REPORT FROM COMMUNITY POLICE TEAM
1 report of cows in the road on the A590, 1 report of misuse of 999,1 report of theft of fuel from the filling station, 1 report of a broken-down vehicle on the A590, 1 report of Road Traffic Collision – damage only, 1 report of domestic incident, 1 report of burglary at Urofoam, 1 report of criminal damage of a car window having been smashed, 1 report of a medical episode of a child, 1 report of a peaceful protest in regards to Save Roanhead, 1 report of a Common Assault whereby male was arrested, 1 report of a boat having been broken into with the windows having been smashed, 1 report of criminal damage to a vehicle whereby a female was arrested. 7/09/23: TO REPORT AND DISCUSS PLANNING APPLICATIONS
Cllr Bill Wilson gave an update on the Roanhead Development Planning Application.
Following the last Parish Council meeting on 18 July 2023, the Clerk submitted the agreed Parish Council response to the proposed Roanhead Farm development on Wednesday 19 July 2023 by both email and post. Electronic copies were also sent to Simon Fell (MP) and W&F Councillors Ben Shirley and Daniel Edwards.
To our knowledge, there have been more than 3700 written responses received with more than 90% objecting to the proposal. In light of the responses received to date from the public, statutory and non-statutory bodies and consultees, the applicant has decided to undertake a review of the proposal. We understand that it is not unusual for applicants to review their position in light of responses received and at this moment in time we are unaware of any material changes which may be made to the application. We have been notified by the planning officer that if amended information is received from the applicant, then the Council will decide whether further consultation either under the current application or a new application is warranted. It is now expected that a planning committee decision will not be made until Q1 (January/March) of 2024 at the earliest.
8/09/23: PARISH COUNCIL WEBSITE
Cllr Mike Cumming reported that he is having problems trying to contact our website provider. The website needs updating and needs to be managed in a more professional way. Cllr Cumming has contacted a company who do websites for other local councils, and he asked that the parish council consider his quotation to create a new website and do any of the updates and changes. The cost for the new website is £1000.00 and annual charge for updating and hosting the website will be £200.00 per year. This was agreed.

9/09/23: WORK AT STEEL STREET/SHARP STREET PARK AREA
Cllr Mike Cumming reported that South Lakes Tree Fellers will be at the park on 4th October to cut back the hedges and pollard some of the trees. A notice will be put up to inform residents.
10/09/23: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Daniel Edwards reported that he will be attending his first W&F meeting after the summer break. Cllr Edwards said that the proposed housing development at Pennington/Swarthmoor is being discussed and compulsory purchase of land for the A595 upgrade at Grizebeck.
Cllr Edwards said that Dalton Action Group have raised concerns regarding the crossing for pedestrians over the A590 at the Dalton/Greenhaume roundabout. He said that National Highways were being approached regarding this and there maybe a pedestrian traffic survey. The parish council agreed this was not an ideal place for a crossing on such a busy road. The Clerk said that the visibility when crossing from the Greenhaume side is very bad and you cannot see clearly when looking to the right before crossing.
11/09/23: REPORT FROM CLERK (INCLUDING FINANCES)
The monthly expenditure spread sheet was made available to the councillors. This was agreed and accepted.
The Clerk asked for 2 budget adjustments – one for the work which must be carried out to the Pod. This work is to remove the electricity supply by ENWL at a cost of £1,931.62. New website £1,000.00.

12/09/23: CORRESPONDENCE All correspondence sent to the parish councillors prior to the meeting.
Cllr Bill Wilson mentioned the correspondence received to mark 80 years since the D-Day landings.
6 June 2024 will mark the 80th anniversary of the D-Day landings along the Normandy coast during World War II. The parish council feel they should mark this event and will discuss at a later date.
