3/12/19/1: Litter on Lay-Bye, Ireleth Brow. Complaints received about the amount of litter being left on this lay-bye. The parish council have asked Borough Councillor Daniel Edwards to highlight this problem to the Barrow Borough Council. The parish council have offered to purchase and re-instate a litter bin on this lay-bye (which was removed by the Borough Council) if the Borough Council will agree to empty the bin. 3/12/19/2: Parking in the village. Email received from a resident regarding parking in Askam, particularly near the Co-Op area. This was discussed at length with County Councillor Ben Shirley. Both Cllr Shirley and members of the parish council have attended meetings with agencies regarding this problem. They will continue to highly the problems we have both in Askam and Ireleth and feel that we now have a voice with these agencies i.e.. 5/12/19/1: Moor Road. It was with great pleasure that the parish council can report that Moor Road is now open to traffic and all diversion signs have been removed. The parish council asked the Clerk to send thanks to Cumbria Highways and the IRP team. Closed
5/12/19/2: Withdrawal of College Bus Service. There had been no further communications from residents regarding this service. Cllr Shirley had met with Stagecoach and said that it was highly unlikely that this service would be re-instated in the near future. Closed
5/12/19/3: Drop Kerb. Cllr Shirley had brought this to the attention of Cumbria Highways and work would be undertaken before end of March 2020. Closed
5/12/19/4: Saturday Openings, Askam Library. Cllr Shirley reported that a check-in machine would be installed as soon as possible. Once the machine has been installed then training of Volunteers can take place.
5/12/19/5: Christmas Story Time in Askam Library. Cllr Smalley reported that all was arrange for the Christmas Story time which will take place at 6.30pm on Friday 20th December.
5/12/19/6: Children’s Home, Ireleth Road. The Clerk would contact North West Leaving Care in the New Year to arrange a meeting in the village with the Parish Council.

8/12/19: RESIGNATION LETTER FROM PARISH COUNCILLOR DAVID KNIGHT
Parish Councillor David Knight read out his letter of resignation. The parish council are sad to lose Councillor Knight who had proved to be a great asset to the parish council over the 9 years he had been a member of the parish council. The parish council gave a vote of thanks to Councillor Knight and wished him all the very best for the future.
9/12/19: BUDGET & PRECEPT FOR YEAR 2020/21
Cllr Mike Cumming reported that following on from the excellent meeting held after the last parish council and the ideas put forward both from the parish council and from items within the parish plan a budget was agreed and the precept set at £24,000. Cllr Cumming thanked the Councillors who had put forward proposals and costings for the Projects. The Clerk was asked to contact Barrow Borough Council to confirm the precept.

10/12/19: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Daniel Edwards reported that the steps at Duddon Road park car had been repaired by the Borough Council. The street signs at Alexander Place and Ireleth Brow are still to be fixed in place. Cllr Edwards will continue to press Streetscene to install at litter bin on the lay-bye at Ireleth Brow.
County Councillor Ben Shirley reported on County Council matters and asked that both parish councillors and residents report any highway issues such as blocked drains, streetlight faults via the County Council website. Cllr Shirley spoke about the accident which occur on the Lots Road near the pensioners bungalows. Cllr Shirley said that the lady involved in the accident was still in hospital and both the parish council and Cllr Shirley expressed concerns for the lady and her family and hope that she makes a full and speedy recovery. Cllr Shirley praised the efforts of the emergency services, Cumbria Highways and Askam Village School. Cllr Shirley is in close contact with the school and Paul Milburn of the Fire Service regarding the accident. The parish council said that they were keen to help in any way they could.

12/12/19/2: The Clerk reported that our Parish Lengthsman Archie Workman has again won ‘Anorak of the Year’ Award and appeared on BBC North West News. The parish council asked the Clerk to send congratulations to Archie.

5/10/19/3: Recycle Leaflets. Councillor Mike Cumming reported that as part of the parish plan the parish
council asked Barrow Borough Council for a handout which can be given to residents regarding what and what
cannot be put into the red recycle bins. This handout has now been received and the parish council would
endeavour to distribute these to every household in the parish over the next two weeks.
5/10/19/4: Bench for lay-bye. This bench had now been delivered and Trevor Hughes offered to fit the bench.
5/10/19/5: Drop Kerb. The issue regarding drop kerbs on Duddon Road has been passed to County Councillor
Ben Shirley, as this is a County Council responsibility.
5/10/19/6: Silver Sunday. It was reported that the event organised by Askam and Ireleth Community Events
Committee had been a huge success and was enjoyed by many people. Askam Town Silver Band had provided
the entertainment.
6/10/19: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS
PCSO Louise Johns reported on the crime figures for September. 1 anti-social behaviour, batteries on the beach,
1 burglary on Saves Lane (domestic related) 3 assaults, 2 domestic related unable to provide further details and a
historic neighbourly common assault, 3 criminal damage; Parklands Terrace vehicle damage, Hawthwaite House
damage to windows, 1 arrested, Damage to vehicle Saves Lane (domestic related).
Cllr Susan Orrell was concerned about speeding traffic in the village, but particularly on Ireleth Road. There had
been a number of complaints via the Askam and Ireleth Information page, there had been a response from the
police sergeant that action would be taken.
7/10/19: TO REPORT AND DISCUSS PLANNING APPLICATIONS

Cumbria Proposal : Barn Conversion to a residential dwelling. Cllr Mike Cumming presented this application as
Cllr David Knight disclosed an interest. There were no comments of objections to this application.
Reference Number: B13/2019/0611 Location : Land to the rear of Duddon Road, Askam-in-Furness, Cumbria
Proposal : Application for Outline Planning Permission with appearance and landscaping reserved for the
erection of 2 detached dwellings with detached garages. Discussion took place regarding this application and
concerns were raised regarding access to this site.
Reference Number : B21/2019/0540 Location : 11 Sun Street Ireleth Askam-in-Furness Cumbria. Proposal :
Installation of a raised patio to adjacent opening lounge. Concerns have been raised by a resident of Sun Street
and these concerns were taken into consideration by the parish council.
Reference Number: B18/2019/0663 Location: Cardross, Harris Street, Askam-in-Furness, Cumbria. Proposal :
Application for removal or variation of condition no. 3 of planning permission 2016/0139) Change of use from
brownfield (ex-industrial land) to residential garden to be incorporated within the curtilage of Cardross and
including 1.2m high post and rail stock proof timber/wire mesh fence and extension of existing hedgerow) to
allow the erection of an outbuilding. Questions were raised regarding this application. Cllr Knight would
formulate a response and send it to the Clerk.
The Clerk was asked to respond to Planning regarding the applications. Action Clerk
8/10/19: UPDATE FROM PARKING STUDY STAKEHOLDER WORKSHOP
The parish council have sent representatives to two of these workshops regarding parking in villages along the
train route to Sellafield. Firstly, Cllr Alan Mason attended the workshop in Workington with Cllr Ben Shirley.
At this meeting it was clear that Askam was not receiving the profile it should with regarding to the Sellafield
parking situation. Cllr Shirley and Cllr Mason expressed their concerns about parking in Askam and following
this a designated parking study for Askam and Ireleth was held at the Nan Tait Centre today attended by Cllr
Mason and Cllr Cumming. A number of issues were discussed, and various proposals investigated however the
representatives from the Parish Council made clear what the preferred solution was i.e. land opposite the Coop
being made into a car park. Next round will be in January.
9/10/19: REQUEST FOR FUNDING FROM ASKAM AND IRELETY COMMUNITY EVENTS
A request was made for support of the Village Christmas Event. It was agreed to support this event with a grant
donation of £250.00.
10/10/19: WITHDRAWAL OF FURNESS COLLEGE BUS
Cllr Steven Smalley reported that he had received correspondence from a resident regarding the bus service
through Askam to Furness College being withdrawn. Cllr Smalley was very concerned that this service had been
withdrawn and he would be discussing with Cllr Ben Shirley. Action Cllr Smalley
11/10/19: SERVICE OF REMEMBRANCE – SUNDAY 10 NOVEMBER 2019
The Clerk reported that arrangements were now in place for the service which will commence from the Rankin
hall at 2 pm on Sunday 10 November 2019. After the service there will be refreshments in the Rankin hall, to
which everyone is invited.
12/10/19: JOINT RURAL COMMITTEE
The next meeting of the Joint Rural committee will be held at Dalton Town Hall on 30 October 2019 at 6pm.
The time of the meetings has been changed to accommodate councillors who work during the day. Cllr Mike
Cumming hoped that other members of the parish council would attend this meeting which he felt was an
important meeting for the parish council as it was the only opportunity to meet with the Executive Officer of
Barrow Borough Council, Borough and County Councillors, Officers from Cumbria County Council and CALC
as well as parish councillors from Lindal & Marton and Dalton & Newton councils.
13/10/19: UPDATE FROM BOROUGH COUNCILLOR
Cllr Daniel Edwards gave a report of actions he is undertaking as our Borough Councillor. Cllr Edwards is
working with Streetcare to make sure the litter bins are emptied on a regular basis. Cllr Edwards is taking up a
complaint from residents in Marsh Street regarding the bin wagons causing damage to the road. Cllr Edwards is
meeting with Council Officers and FCC.

3/09/19/1: Correspondence received from a resident was read out at to the meeting. This letter raised concerns
regarding drop kerbs around the village, particularly on Duddon Road and Duke Street. These drop kerbs are not
easily accessible for people with disabilities because of people parking over the drop kerb. The parish council
felt that this was a matter that should be dealt with by Cumbria Highways and the Clerk was asked to forward the

5/09/19/1: Nook Lane/ Low Lane, Ireleth. The Clerk and Cllr Hadwick had visited the area with the residents
who had brought this to the attention of the parish council. The residents and the footpath group who are
working on this footpath were advised to contact Cumbria CC Countryside Access team before they carried out
any more work. The Clerk emailed the Countryside Access Team, no response received. Closed
5/09/19/2: Resurfacing Work to Lots Road and A595. This work has been completed except for the cat’s eyes
needing to be replaced on the A595. Closed
5/09/19/3: Motorcycles using the footpath on the Headlands. No further reports. Closed
5/09/19/4: Speeding in Village. Complaints received about speeding on Duke Street. The Clerk has spoken to
Travellers Choice regarding the school buses which seem to be exceeding the speed limit on Duke Street and
Lots Road.
5/09/19/5: Sun Street/Hollowgate Road. An email from Neil Tyson says that a way forward has been reached
with Cumbria Highways regarding resurfacing work. The downside being that the work will not commence until
April 2020. Closed
5/09/19/6: Moor Road. Report from Keiron Tetchner – “I have chatted with the site engineer; United Utilities
have completed their diversion work. This has taken longer than anticipated due to a change in design.
Although there is no completion date, we are expecting the end of November for completion. But I will update
you as I am more certain”.
5/09/19/7: Illegal use of motorcycles on the beach and wood areas. This continues to be a problem.
5/09/19/8: Give Way Priority – Lots Road. Cllr Bill Wilson met with Martyn Taylor of Cumbria Highways to
discuss the suggestion by a resident to have a firm Give Way Priority on the corner near the Old Lots bridge. Cllr
Wilson said it was a productive meeting and Martyn Taylor was able to witness the problems at first hand.
Martyn said that a feasibility study was being carried out by Highways in response to the proposed housing
development on Lots Road. This study had now been completed and their findings would be discussed as part of
the planning application B07/2019/0576, an item on this agenda.
5/09/19/9: Parish Plan. Copies of the plan had been circulated around the village and details of where to collect
them would be displayed. An action item on the plan was to obtain details of what can and what cannot be
recycled in your household bins. Cllr Mike Cumming reported that these had now need received and a copy
would be delivered to each household as soon as this could be arranged.
5/09/19/10: Environmental Signs. Cllr Bill Wilson said that this item would be put on hold for the present time

7/09/19: TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR MIKE CUMMING
Reference No: B07/2019/0576 Location Housing Development Site, Lots Road, Askam in Furness Proposal
Residential Development of 29 dwellings, comprising mix of 2- and 3-bedroom dwellings (bungalow and 2
storey) with associated roadways, parking and amenity space. There was a lot of controversary regarding this
development particular concerns were the Lots Road which everyone believes is not fit for purpose and the report
my Cumbria Highways did not alleviate these concerns. Parking within the development, proximity to school,
risk of flooding and what impact this would have on Duke Street/Sharp Street. The Clerk was asked to send a
response to Barrow Borough Council Planning. Action Clerk
8/09/19: UPDATE FROM MEETING WITH MODLAR HOMES – CLLR BILL WILSON
Cllr Wilson gave comprehensive update from this meeting which had been instigated by Modlar to discuss their
proposed plans to develop the land in-between Sharp Street and Beach. Cllr Ben Shirley also attending the
meeting. Modlar own part of this land and have been approached by Barrow Borough to purchase the adjacent
land which they own. A frank discussion took place with Modlar. The parish council do not agree that this is
appropriate for the development of houses and present many worrying issues including extra traffic, access to the
site, the land, which is being offered to the resident, which will include an unadopted road. The parish council
agreed to support the residents and agreed that this area should be kept as a public greenspace. The parish council
advised Modlar to make contact with the residents committee and meet with them. A full copy of Cllr Wilson’s
will be sent to the residents committee for distribution. If any residents want to see this report, they can contact
Nicola Lacey or the Clerk to the parish council.
09/09/19: REQUEST FOR FUNDING FROM ASKAM COMMUNITY EVENTS
A request for funding had been received to support the Silver Sunday event on Sunday 6 October being organised
by the Askam Community Events Committee. The parish council were asked to pay for the entertainment, which
this year will be Askam Town Silver Band. This was agreed by the parish council and £50.00 will be given to the
committee.

10/09/19: SELLAFIELD PARKING STUDY
There will be a Stakeholder workshop (first phase study) on Thursday 19 September in Whitehaven regarding
parking along the Railway route to Sellafield. Cllr Mike Cumming who has been extensively involved in
this over the past few years is unable to attend, and Cllr Alan Mason will represent the parish council at this
meeting, together with our County Councillor Ben Shirley. This study is critical for our village.
11/09/19: SERVICE OF REMEMBRANCE – SUNDAY 10 NOVEMBER 2019
The parish council agreed that the Clerk should organise this event as in previous years. Action Clerk
12/09/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLORS
Cllr Daniel Edwards reported that he had today attended a meeting of the planning committee, where the
application for extending the life of the Farm Old Park Farm windfarm had been on the agenda. The application
had been deferred until further information had been received. Cllr Edwards has been monitoring emptying of
litter bins within the parish. He has met with the Officers from Streetcare and explained that the bins are getting
being emptied regularly. Cllr Edwards will continue monitoring this and he asked members of the public
to report any bins which are not being emptied, with a photograph if possible.
Cllr Ben Shirley reported on County matters which included yellow line marking within the village which would
hopefully happen soon. Residents are concerned that vehicles are parking on double yellow lines throughout the
village and Cllr Shirley said the parking officers would be visiting the village. Cllr Shirley mentioned the sink
hole which had appeared and near the Rankin Hall. The road had been closed, but he was impressed with the
speed in which this was dealt with by Highways and United Utilities.

The Chairman and Vice Chairman had carried out interviews last week for the vacancy. Cllr Wilson said they were both very impressed with the candidates. The co-opted position was offered to Mrs Susan Orrell and Susan would make her declaration this evening. 4/07/19/1: Concerns were raised from the floor regarding problems with anti-social behaviour, criminal damage to others property and driving around the village dangerously on motorbikes from an address on Parklands Terrace. This has been reported to the police, but the residents asked if the parish council could escalate this matter to a senior police officer. The parish council would speak to the police regarding these complaints.
4/07/19/2: Nook Lane/Low Lane. A group of Ireleth residents would like to do some repair works and fix a seat along Nook Lane. The Clerk explained that this is a public footpath and before any work is carried out, they should speak to Cumbria County Council Countryside Access Officer. The Clerk and Cllr Hadwick will meet the residents tomorrow at Nook Lane to discuss the work and the Clerk will then contact CCC.
4/07/19/3: Re-surfacing Lots Road and A595. Residents made complaints about the amount of dust and loose chippings after the recent resurfacing. They asked if the roads could be water sprayed. The Clerk will contact Cumbria Highways. The Clerk has spoken to Highways and they no longer water spray roads, but they will do another sweep.
4/07/19/4: Motorcycles. A complaint had been received regarding motorcycles using the public footpath from Sandy Lane to the Headlands. This is a footpath and not open to any motorised vehicles. The police have been informed.

6/07/19/2: Land between Sharp Street and Beach Street. Peter Burton reported that residents had delivered 90 letters to Modlar home opposing their plans to build houses in this area. As yet there has been no response from Modlar Homes. Cllr Mike Cumming has put this issue as an agenda item for the next Joint Rural Committee with Barrow BC to bring it to attention of the new Executive
6/07/19/3: Speeding in the Village and Parking in the Village. As Cllr Steven Smalley was not at the meeting there was no update.
6/07/19/4: Moor Road. Keiron Tetchner, Highways Engineer confirmed a start date for repair work to Moor Road. United Utilities need to divert a service before works can start, they will do this w/c 29 July. Highways contractor A E Yates will take possession of the site before w/c 22 July and will re-establish the road closure, place site cabins. A letter will be drafted and dropped into the adjacent residents.
6/07/19/5: Sun Street/Hollowgate Road. Work has been carried out, but not to the complete satisfaction of the resident who brought this complaint to the parish council. A site visit has been organised for next week by Highways to discuss the matter with the resident.
6/07/19/6: Illegal use of motorcycles on the beach and wood areas. This continues to be a problem with education being a major factor with people not always knowing that it is not permitted to drive a motorised vehicle in the woods or within the dunes or SSSI areas. Whilst there is a right of way between Roanhead and Askam this is an established 'greenway' and as such all vehicles must be road legal. The Sandscale reserve is also a site of special scientific interest (SSSI) and as a result any individual off roading would be committing a more serious offence. As a result the police would encourage individuals not to use these area. If you witness illegal vehicles on around our beaches, you can report them to our police by calling 101 or email 101emails@police.cumbria.uk.

Cllr Mike Cumming read out the report sent in by PCSO Louise Johns. Figures for June 2019 – anti-social behaviour 3 youths at Roanhead end of term, 2 neighbour issues on Parklands Terrace; 4 assault 3 x domestic and 1 Hawthwaite House; burglary 1 empty house on Steel Street and Saves Lane; criminal damage 3 fencing at Paradise and 2 damage to Co-Op ATM; 1 possession of controlled drugs; 2 theft 1 at Co-op and 2 theft from dwellings (domestic related).
The Speed Indicator Device had been deployed on Beach Street facing towards the Headlands (15 June to 11 July) 85th percentile recorded at 23.8 mph, max speed 45 mph at 1430 hours on 25 June 2019. Total vehicles 5892. The SID will now be left to record vehicles going down Beach Street towards Duke Street. A resident asked if the SID could be deployed on Duddon Road. The Clerk will contact PCSO Louise Johns.
St Peter’s School, Ireleth asked for help to prevent people parking outside the school on double yellow lines. PCSO Louise Johns is working with the school.

The parish council expressed their concerns regarding access to the proposed site, which was not clear on the application with no design access statement. Members of the public raised their concerns regarding access, construction traffic, green areas, removal of the old factory which has large amounts of asbestos, contamination of the ground and protection of trees. The parish council will formulate a response to Planning, advised residents to also make as many responses as possible to Barrow Borough council.
Reference Number : B18/2019/0483 Location : Askam Wind cluster Far Old Park Farm, Broughton Road Dalton-in-Furness Cumbria. Proposal : Application to modify the Unilateral Undertaking dated 13th January 2003 (Section 106) to permit the continued operation of the wind farm for a further 10 years expiring August 2029. The parish council had met with residents prior to this meeting to be briefed on the history of this development. Cllr Mike Cumming and Cllr David Knight had some research on section 106 and felt it was being used inappropriately to gain an extra 10 years life span for this out of date windfarm. There are many facets to this issue and Cllr Mike Cumming has formulated a response from the parish council. The residents are distraught that this application has been lodged on a section 106 and are taking advice and will be responding to this application. Some interesting facts and figures regarding the amount of energy this windfarm produces were provided from a member of the public.
9/07/19: PARISH PLAN – CLLR BILL WILSON
Cllr Wilson was able to present the new completed copies of the parish plan to the parish council and residents present. He was extremely pleased with the result and thank the parish council and members of the public who had help to produce the plan. They would be available to various locations around the village. 11/07/19: ENVIRONMENTAL SIGNS FOR BEACH ACCESS AREAS – CLLR BILL WILSON
Cllr Bill Wilson had seen some signs at Seascale entitled ‘Blight on our Beaches’. These signs tell of the slow
rate of degradation of marine litter. They also give details of the flora and fauna in the area. He felt that
these could be a good idea for our beaches. Cllr Wilson was asked to look into and get some costs to bring to the
parish council. Peter Burton said he would be willing to help with the flora and fauna of the area.
12/07/19: EMPTYING OF LITTER BINS AROUND THE VILLAGE – CLLR MIKE CUMMING
It would seem there was some problem with the Borough Council’s contractor FCC as the bins in Askam and Ireleth were not emptied for over a week and then some emptied and some not. The Clerk had sent photographs and contacted Borough council officers. Cllr Cumming has added this item to the agenda for the JRC meeting
next week.
13/07/19: NO 7 FURNESS COLLEGE BUS SERVICE
The parish council have been informed by Cumbria CC that this service daily service from Broughton through Askam to Furness for the new college year starting 2 September. This is due to students not using the service, Stagecoach have deemed the service no longer viable. County Council Ben Shirley is aware of the situation.
14/07/19: REPORT FROM COUNTY AND BOROUGH COUNCILLOR
Borough Councillor Daniel Edwards reported on the full council meeting he had attended at Barrow Town Hall
prior to the parish council meeting. The council voted to put through a motion to bring in a new policy towards
reducing carbon emissions and produce a Climate Change Policy and Action Plan for Autumn 2019. A
motion to support various issues surrounding SEND a provision recognising families who need support was
passed unanimously. Cllr Edwards also gave an update on his role on the Wildlife and Heritage Advisory
committee. He also reported that a new street sign for Dale Street had been fitted by the Borough Council.

He said that Archie had made a very professional job and that the seats looked much better. Another member of the public thanked the parish council for the grass cutting on Fallowfield Road. It was also mentioned that Clayton Noble of FCC is coming to Askam and Ireleth every Wednesday to street clean and is doing a fantastic job and making such a difference. Everyone agreed that the bedding plants are looking splendid and brightening up the village.

5/06/19/4: Moor Road. Cllr Ben Shirley reported that Cumbria Highways had awarded the contract for work to be carried out on Moor Road. It was hoped that work would have been started, but there were problems in getting 3rd party organisations to come together and agree on a strategy. It was hoped these problems would be overcome soon.
5/06/19/5: Sun Street/Hollowgate Road. No work has been carried out to this area by Highways, which is disappointing. This will continue to be progress with Highways by the Clerk and Cllr Ben Shirley.
5/06/19/6: Illegal use of motorcycles on the beach and wood areas. There are still issues with motorcycles using the beach and now it seems cars are using the track to access the wood area on the Lots. This is a private road and is not open to vehicles, unless they have permission from the farmer. An incident this evening was reported of 3 youths on motorcycles riding around the village with no helmets. This was of great concern to the parish council and would be reported to the police. Residents were also asked to report this kind of dangerous activity to the police.
5/06/19/7: Radio Cumbria in Askam. The interviews by Belinda Artingsoll have now been downloaded and will be played at the history group meeting in August and kept in the history group archives.

12/06/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Sam Ronson reported that a resident had asked about repairs to pot-holes in Dale Street. He had contacted Cumbria Highways who had visited the area, but did not feel they was a need to carry out any work to the area. Borough Councillor Daniel Edwards reported that the street sign for Dale Street was being repaired and would be in place soon. Councillor Ben Shirley reported that Cumbria CC had made repairs an improvements to the exterior of Askam library, which had made a vast improvement. Working with Darren the Manager of Askam Co-op, Cllr Shirley helped organise the ‘Every Life Matters’ sessions at Askam Rugby Club. This was an incentive to help people who suffer from depression. Approximately 20 people attended this session and it is hoped that more will be organised. A litter bin had been installed at Greenhaume on a trail basis, if it is well used it will remain in place. It costs the Borough Council £300.00 per year to have one bin emptied, this does not include the cost of purchasing the bin. Cllr Shirley had asked the Borough Council to cut back the hedges at High Duddon Close/Abbey Heights area, which had been done, but not very successfully. Cllr Shirley will speak to the Borough.

A Governor of Ireleth St Peter’s school raised concerns about this planning application and asked if the parish council had an update on the application. The parish council confirmed that had no further information, the parish council had raised objections and comments to Barrow Borough Council. Concerns were also raised that Ireleth St Peter’s school had not been consulted on this application. Councillor David Knight suggested that they raise this matter with the Planning Office at the Town Hall. Councillor Knight suggested that the Governor complete the comments section on the Planning website for this application. It is important that all comments and objections on planning issues are directed to Barrow Borough Council who are the body who make the final decision on any planning applications within the Borough of Barrow in Furness, which includes Askam and Ireleth.

Peter Burton, the Chairman of the group representing the residents of Sharp Street and Beach Street gave an update. Two meetings of the group have taken place and letters have been prepared to send to Modlar Limited. On Saturday there was a litter pick and general tidy of this land which was extremely successful with some 50 people over the course of the day coming along to help and lend their support. The parish council have written to Modlar and copied in Barrow Borough Council to express their support of retaining this land for the village and not developed it into housing. As yet the parish council have not received a response. Ongoing
This continues to be a problem, issues with young people racing up and down Duke Street and Duddon Road are causing concern. Councillor Steven Smalley and his Community Speed Watch team will be looking at these areas.
Keiron Tetchner is waiting for further information from the Infrastructure Recovery Programme Team. The parish council are hoping for some good news within the next few days.
Information sent to the parish council by Mr Neil Tyson resident of Sun Street tells us from his correspondence with Cumbria Highways that they will endeavour to complete works as soon as possible. There have been ongoing discussions around how they protect the site and these have caused delays, but will hopefully be resolved as quickly as possible.
There is still an issue of quads and motorcycles using the beach, but not so much a problem in the wood areas. The parish council ask if any resident knows who is responsible for illegal riding on the beach that they report them to either the police or the parish council. The parish council feel it is extremely important that we protect our beach, sand dunes and SSSI areas.
Belinda Artingsoll has been carrying out interviews in Askam and Ireleth which have been aired on Radio Cumbria. So far, Dave Keenan who lives on the boat on Askam beach, Ian Gilchrist our resident violist and fisherman, Askam Band. The Clerk is hoping that Brenda will present her with a copy of the interviews once the project is completed.

Reference Number: B13/2019/0206 Location: Land adjacent to 10 Marsh Street Askam-in-Furness Proposal: Erection of a single storey 2 bedroom detached bungalow. There were no objections or comments.
Reference Number : B13/2019/0362 Location: 32 Sandy Lane Askam-in-Furness Proposal: Outline application with all matters reserved for a purpose built dwelling house for a disabled individual.
Correspondence from ABEI Energy and Infrastructure regarding a proposed development of a solar farm, an extension to the Roanhead development. They would like to know what the council thinks of their proposals and how they feel about renewal energy. The Clerk was asked to contact ABEI to ask them to meet with the parish council to discuss their proposals, as it was difficult from the photograph to see how large the solar farm would be and how it would affect the local environment.
B18/209/0188 Field at Nook Lane. Email of complaint received regarding the handling of this application by the parish council. A letter of complaint had also been received, but it was received too late to be included in this meeting, although the contents were read by the Chairman and members of the parish council. The complaint suggested that the parish council failed to object and ignored the existing un-approved development that has already occurred i.e. that change from agricultural use to recreational (horses are recreational), stable and other paraphernalia; was nodded through as a further development of the ‘protected’ band; ignored concerns raised by local resident; ignored a previous precedent set, when a former development for horse use was refused and back up by the Planning Inspectorate. Councillor David Knight responded by saying as the parish council’s planning adviser he did his very best to view and advise the parish council on all planning applications to the best of his ability. He had looked at this application and visited the area and did not believe it would cause an issue to residents of Saves Lane and the surrounding area. He explained that at the meeting when this application was discussed, there were over 40 people present and not one person raised an objection to this application. Apart from the email sent by the resident no other official objections had been sent to the parish council. Councillor Knight said that the parish council are ONLY a consultee and as such respond as a consultee and are not a decision making body. The residents who objected had, Councillor Knight believed, made their objections to Barrow Borough Council and these would be taken into consideration by the Borough Council, who ultimately made all decision on planning applications.
Cllr Cumming had met with Cllr Bill Wilson and they believe that the parish plan should be ready for printing by the middle of June. He thanked Cllr Alan Mason for the work he had done.
The speed watch team had been out on 4 occasions and caught 4 vehicles exceeding the speed limit and details have been sent to police co-ordinator. More checks will be carried out in the future.

Our recently elected Borough Councillors Daniel Edwards and Sam Ronson were welcomed to the meeting.
Cllr Ronson gave an update on County Council matters submitted by County Councillor Ben Shirley (Cllr Shirley was also elected the Borough Council). Cllr Daniel Edwards gave a report of activities within the Borough and said it was early days as they had only been elected on 2 May, but they all intended to do their very best for Dalton North, of which Askam and Ireleth are part of. Already they seemed to be making headways. The parish council look forward to working with our new Borough Councillors.
The Clerk reported that this year’s precept of £24,000 had been received from Barrow Borough Council.

3/04/19/1: Lots Road. A member of the public expressed his concerns regarding the Lots Road the slope between the bend and New Rd. Most regular, local, users of the Road tend to stop at the top to allow priority to oncoming vehicles coming up the hill. Unfortunately, there are a small number of individuals who still come around the bend too quickly and proceed into the oncoming traffic. Recently we have seen another accident where a vehicle has gone through the fence and landed in the field. I would like to propose that this section of the land is appropriately marked and signed such that vehicles at the top of the hill gives way to prioritised traffic coming up. The parish council agreed that this was something that needed addressing and the Clerk would contact Highways. Action Clerk
3/04/19/2: Land between Sharp Street and Beach Street. The parish council welcomed many residents who were extremely concerned and upset about a letter received from Modlar Limited in which they stated their intentions to apply for planning permission for houses on this land. The parish council listened carefully to the concerns of the residents and agreed that they would support them in any way they could to prevent this land being developed and keep it as a green space for the community to enjoy, as they have for generations. 3/04/19/3: Speeding in the Village and Parking in the Village. Two members of the public expressed their concerns. They mentioned that vehicles are speeding along Fallowfield Lane and Sandy Lane. Hollowgate Road area of Ireleth Road was also a concerned. Cllr Steve Smalley said that he would add these areas to his list of ‘speeding hot spots’ to carrying out a community speed watch campaign. Parking in the village as we all know is an issue. Cllr Ben Shirley told the meeting of a Study being carried out by Sellafield regarding their workers parking in certain areas in Cumbria, Askam being one that has been highlighted. The study group will come to Askam and Cllr Shirley asked that as many people as possible attend this meeting and expressed their views. Cllr Shirley said that double yellow lines were being installed at the junction of School Street and Duke Street to aid with access from School Street.

5/04/1 Moor Road – Update from Keiron Tetchner. The road is still closed I think it is users of the road who are removing the closure signs and barriers. I will ask our lads to look up and reinstate. Unfortunately, everything we do up there has been removed pushed aside or smashed down which is a problem. Regarding the work currently I am aware a price is back and is being checked internally. We have asked our flood team if we can work in or close to water before the in water working window opens and they have in principle agreed. I am hopeful we will undertake this work spring into summer this year but cannot confirm yet as soon as I know I will let you know.
5/04/2 Sun Street/Hollowgate Road – road markings have been completed. Closed
5/04/3 Motorcycles using the beach and SSSI area. Police have been informed regarding on a couple of occasions regarding illegal use of motorcycles in both these areas. Cllr Cumming gave an update on a meeting held with Natural England and Lakes Estates A member of the public reported that the farmer had withdrawn permission to use the track which belongs to Lake District Estates.

PCSO McVea gave the results of the SID which had been located on Saves Lane. From 3/3 – 18/3 location High Duddon Close/Saves Lane 10,045 vehicles recorded; 85 percentile 15.5 pm; 1 vehicle recorded at 3.30 pm travelling at 35mph. Location upper end of Saves Lane 18/3 – 10/4 1,642 vehicles recorded 85 percentile 20.4 mph and again 1 vehicle recorded at 3.30pm travelling at 20.4 mph.

3/02/19/1: Speeding Traffic on Saves Lane and High Duddon Close. Members of the public expressed their concerns on this matter. The problem was not only with delivery drivers, but some residents are also driving at excessive speeds on these roads. It is a very real concern that a serious accident will happen, especially as children use these roads to access play areas and to get to school. Several suggestions were made by the parish council. Firstly, the speed indicated would be deployed in various locations, County Councillor would seek advice from Highways and Cllr Steven Smalley would look at adding Saves Lane and High Duddon Close to his list for Community Speed Watch. 3/02/19/2: Motorised Vehicles on the Beach areas and on the grass land, Lots area. It was reported that motor cycles are using the beach from Duddon Road to Dunnerholme which is not a permitted area as this is a designated Bridleway no 602032. Also, they are using the beach area to Roanhead and the grassed area towards Black’s pond, which is a protected area. The police asked if anyone witnesses these activities, they should report to the police by calling 101 or emailing the police on 101emails@cumbria.police.uk
3/02/19/3: Damage to bird feeders near Black’s Pond. It was reported to the Clerk that the bird feeders which are put there to feed birds which migrate to Duddon Estuary during the Winter have been destroyed. These birds are counted and ringed so that they can be monitored. The police will be investigating this damage.

Cllr Cumming reported that a very positive meeting had taken place with Barrow Borough Council and it is expected that a meeting with Cumbria County Council will take place in the next few weeks Cllr Cumming noted that excellent work had been done by Cllr Mason on updating the “front end” of the plan `and everyone was given an opportunity at the end of the meeting to review his work.
09/02/19: COMMUNITY SPEED AWARENESS
Cllr Smalley gave an update on the training in use of the speed gun. He reported that the gun was currently being calibrated and expects to be put into use early in March. More volunteers are required and areas for use are requested. If successful there may be a possibility of purchasing a Speed Gun in conjunction with Dalton Town Council.

Following a visit from Amberol and discussions with Barrow Borough Council it is proposed to replace the current cobble stoned planted areas with new replica stone troughs in Guernsey Granite colouring at a cost of £205.00 each. 5/01/19/1: Road markings at Askam station. Cllr Ben Shirley contacted Highways regarding this issue. This work has been added to the list for the next batch of in-house lining by Cumbria Highways for Askam and Ireleth.
5/01/19/2: Footpaths, Ireleth. Works is continuing along the footpaths from Marsh Grange to Saves Lane. Cumbria County Council Countryside Access’ Contractor has fitted some of the new bridges. He has been hampered by the wet weather. This work will continue until all five bridges are renewed.
5/01/19/3: Moor Road. Cllr Shirley affirmed that monies had been allocated under the damage done by Storm Desmond, and that design work was progressing, and a contractor was expected on site in April 2019.
5/01/19/4: Children’s Christmas Story Time, Askam Library. Cllr Steven Smalley reported that the event had been a huge success with some 20 children and their parents and grandparents, as well as members of the parish council attending the story time. It was a joy to see the children taking over the story telling and reading stories to the other children.

5/01/19/5: Community Speed Watch. Cllr Steven Smalley reported that he was in contact with PCSO John McVea with regards to setting up a speed watch team in Askam and Ireleth. Currently the speed gun was away being calibrated, but once it was available Cllr Smalley was hopeful that it would be deployed in the village. A member of the public at the meeting volunteered his services.

Cllr Wilson reported that the next stage of the plan was to meet with Barrow Borough Council and Cumbria County Council separately to bring forward the updates to the previous plan and to get their input to what could be likely outcomes. Cllr Mike Cumming would set up these meetings and attend with Cllr Wilson.
09/01/19: UPDATE FROM JRC MEETING
Cllr Mike Cumming and Cllr Sandra attending the meeting held in Dalton Town Hall. Cllr Cumming gave a report from this meeting. The National Trust are to take over the lease of the toilets at Sandscale from Barrow Borough Council. It is hoped that once the legal aspects have been dealt with the toilets will be re-opened by the National Trust. The Barrow Borough Local Plan is awaiting approval by the inspectors. It is disappointing that some comments made by the parish council and residents have not been considered within the new Borough Local Plan. This is something Cllr Wilson and Cllr Cumming will discuss when they meet with Barrow Borough Council regarding our parish plan. The meeting was informed that Phil Huck CEO of Barrow Borough Council was retiring mid-March
