5/12/20/1: Coastal Erosion, Marsh Street. Cllr Susan Orrell reported that Barrow
Borough Council had visited the area of the sea defence, but had stated that this was not
a priority, which was not acceptable to residents living near this area. United Utilities
had also visited the area to look at the sewer pipe, no update from them. The Clerk
would contact Cllr Ben Shirley to ask if there had been any update.

5/12/20/2: Parking Issues at Ireleth St Peter’s School. Since the last meeting there
had been a near miss at the school involving a vehicle running the red light. The
Community Speed Watch Team had been in the area on Friday 11 December and had a
chance to the view the area. The Clerk who is also a Governor at Ireleth School would
make a report of the observations and send to the School and the Governors for their
comments before sending to the relevant authorities.
5/12/20/3: Land at the rear of Sharp Street. This will be covered under item 11.
5/12/20/4: Community Speed Watch. The group had carried out a speed watch on
Friday 11 December with the new speed gun. The Chairman and Vice Chairman were
concerned that these activities were not being carried out in a proper manner, no Risk
Assessment and not using the correct PPE. Cllr Smalley said that he was using the
guidance from the Police, Cllr Smalley would make further enquiries with his contact
within Cumbria Police. Because of the concerns Cllr Smalley would halt any further
sessions, which was disappointing to the Speed Watch Team.

speed 50 mph at 820 hours 14/12/2020; total vehicle count 21,364.

A separate meeting had taken place on 23 November 2020 to discuss the budget for
2021/22 and set the precept. The precept was to be set at £17,500 for the year. This
was unanimously agreed and the Clerk was asked to respond, when contacted by the

It was hoped that the sale of the surgery would be completed on Thursday 17 December
and Duddon Valley Medical Practice will be able to access the surgery and make the
changes necessary to commence business by early January 2021. Cllr Ben Shirley said
that without the Buyer coming forward and purchasing the surgery Askam and Ireleth
would have lost this vital service in the village and together with the parish council he
expressed grateful thanks to the Buyer. He also thanked the parish council for their
support and the members of the Save the Surgery Group who had worked tirelessly to
bring this project to a successful conclusion.
Cllr Bill Wilson spoke of the work Jane and Tom Graham do in the village to provide a
wonderful Christmas display at their home for everyone to enjoy. Their chosen charity
for donations is the very worthy North West Air Ambulance who provide emergency
services in this area. It was agreed that the parish council would donate £100.00 to the
charity and thank Jane and Tom for their efforts, which are very much appreciated.

An email had been received from Modlar Limited regarding illegal structures being built
on their land at the rear of Sharp Street. Modlar asked if the parish council might feel
able to offer them some support by way of a formal letter/notice regarding these illegal
activities. The parish council did sympathise with Modlar, but felt they were not able to
write such a document as this was private land. The Clerk would respond to Modlar.
Cllr Ben Shirley had received correspondence regarding concerns from residents
regarding the new structure which had appeared at the rear of Sharp Street, Cllr Shirley
has contacted the Borough Council Enforcement Officer and Modlar Limited.
Cllr Ben Shirley gave an update on the problems with flooding on the A595 near Moor
Road. Highways Officers have been investigating the problems and will be carrying out
further investigations. Some of the issues involve the BT underground junction box near
the junction of Moor Road and Tippins Lane which has become blocked and is causing
flooding and also a spring of water coming up through the pavement near the traffic
lights. This will be cleaned as a priority. The build up from the road surfacing work has
also caused problems with flooding and raising of the kerbs is being looked into by the
County Council.
Cllr Daniel Edwards gave an update on the planning committee meeting held this
afternoon.

5/11/20: PROGRESS AND UPDATES FROM PREVIOUS MINUTES
5/11/20/1: Parking Issues at Ireleth St Peter’s School. Cllr Ben Shirley report on
his visit to the school with Victoria Upton of Cumbria Highways and 2 members of the
Barrow Local Committee. A number of issues had been discussed, including refreshing
of the zig-zag lines outside the school, white line painting, cutting back of hedges, new
signage and cones to be purchased for the school. Some longer term plans were being
considered, but these needed to be investigated more fully.
5/11/20/2: Land at the rear of Sharp Street. The Clerk had contacted the residents
who had sent in complaints about the allotment at the rear of Sharp Street. She had
explained that this was private land and that any complaints should be sent to the owner
of the land. Closed
5/11/20/3: Seat on Duddon Road. Sadly since the last meeting this seat had been
vandalised. The seat, which is the property of Barrow BC has been removed by Barrow
BC and taken away for repair.
5/11/20/4: Community Speed Watch. A number of volunteers had come forward to
join the Community Speed Watch Team. These names had been passed on to Cllr Steve
Smally, who unfortunately was not present at this meeting. Cllr Bill Wilson asked if signs
were to be erected to say that Askam and Ireleth was a community speed watch area.
The Clerk was asked to check with other areas to see what the protocol was for signage.

5/11/20/5: Annual Service of Remembrance. The Service had been carried out
following Covid 19 guidelines, which was a vastly different experience from previous
years. A wreath had been laid by the Chairman on behalf of the community. Many other
community groups and individuals laid wreaths throughout the day, even with the
restrictions Askam and Ireleth remembered all those who made the ultimate sacrifice.
Cllr Mike Cumming had taken a video of the event and Askam Town Band had produced
a wonderful and poignant virtual Remembrance Concert. The Clerk put wooden poppy
crosses on the war graves in Ireleth St Peter’s Churchyard with messages from the
community. It was agreed to send donations to Askam Band and the Royal British Legion
for their continued support.

Cumbria Proposal: Erection of 23 residential dwellings and creation of an access (re-
submission of 2020/0003). Comments were made by the parish council concerning
safety issues during construction and the proximity to Askam Village School. They were
also concerned about extra traffic using Lots Road.
Cllr Ben Shirley, as a Governor of Askam Village School was working closely with the
Headteacher at the school and of course safety of the pupils, staff, parents, and carers
was the main priority. Cllr Shirley had been in contact with Planning regarding this
development and the one further along the Lots Road.

There were no further updates at the moment, a conference call was being held on
Wednesday 18 November and it was hoped that there would be some progress.

and Cllr Shirley is trying to get the Borough Council to reconsider this decision. The
parish council fully support Cllr Shirley in his efforts.

3/10/20/1: Parking at Ireleth St Peter’s School. Headteacher Rachael McFarlane of
St Peter’s school, Ireleth and Rebecca Knagg of the Friends of Ireleth School addressed
the parish council regarding their concerns about parking at ISP. This is an ongoing
issue, and Mrs McFarlane was keen to update the parish council on actions that are
being taken by the school to try and alleviate the situation. County Councillor Ben
Shirley is visiting the area with Highways and Cumbria Local Committee members on
Thursday. The parish council assured Mrs McFarlane that they would do anything that
was within their power to help the school and Councillor Shirley to ensure the safety and
well being of the children, staff and parents.
3/10/20/2: Land at Rear of Sharp Street. An email has been received regarding
concerns about an allotment being extended on land at the rear of Sharp Street. This
land is privately owned, and the parish council did not feel it was appropriate for them to
get involved in this matter. The Borough Council are aware of the situation, as are the
landowners.
3/10/20/3: Bench on Duddon Road. The parish council have been contacted about a
broken bench on Duddon Road. The bench is the property of Barrow Borough Council
and the Clerk has contacted them and they are looking into replacing the it.

5/10/20/1: Speeding in the Village. Cllr Steve Smalley has received the Prolaser
Speed gun purchased by the parish council. Cllr Smalley will look at getting the team
together. If anyone would like to volunteer to join the team we would like to hear
from you. Following complaints regarding speeding vehicles, the SID has been
deployed on Ireleth Road and Dalton Road. Results will be sent to the Parish Council
when data available.
5/10/20/2: Service of Remembrance 8th November 2020. After looking at
guidelines and advice from Barrow Borough Council it was decided, with deep regret
that the parade, service, and wreath laying will not go ahead in the Memorial Garden.
The Chairman of the Parish Council will lay a wreath privately on behalf of the
community. Other organisations who normally lay a wreath can send one representative
do so privately from 11 am. On this occasion we would ask the community to observe
the silence at 11am on their own doorstep. Both churches within the parish are holding
services of remembrance.

8/09/20: SPEEDING IN THE VILLAGE
Reports had been sent into the parish council and to Cllr Ben Shirley regarding speeding within the village. Speeding seemed to be an issue in many areas. Duke Street especially in the evenings when it seemed to be used as a race-track according to residents. Dalton Road had reports of speeding traffic and concerns had been raised regarding Ireleth Road by parents taking their children to school. Cllr Steven Smalley reported that he was in communications with Police Officer Kevin Jackson regarding speed watch for the village. The Prolaser III speed gun had been ordered and should be delivered this week. 5/07/20/1: Paving in Memorial Garden. Cllr Bill Wilson reported that Colin Roberts Landscapes had completed the work in the memorial garden, and everyone agreed it looked very good. Cllr Wilson reported that the gate at the Headlands Garden was broken. He had asked Colin Roberts to look at this and Colin advised that the wooden slates needed replacing, a new post was needed as well as new fittings. The cost of this work would be £200.00. The parish council agreed to fund this work. Cllr Wilson will contact Colin Roberts.

5/07/20/2: Police Pod. Cllr Trevor Hughes had again looked at the Pod roof and it looks like someone has been on the roof and caused more damage. It was suggested that the roof could be painted in vandal proof paint. Cllr Hughes said the Pod is in a pretty poor state inside and would need quite an amount of money spending on it to make it waterproof and damp free. Cllr Barker asked if the parish council could look at how much a new Pod would cost. The Clerk asked if it was worth such an expense when the community police could possibly use the library. Cllr Ben Shirley said this is something
he thought Cumbria County Council library services would agree to and he would
support this action if it was something the parish council and the police agreed too. The
parish council will speak to the Community Police and ask their views and
recommendations.
5/07/20/3: Doctors Surgery in Askam. A report from the Save our Surgery Group indicated that Duddon Valley Medical Practice has achieved agreement to provide services in Askam & Ireleth and are now fully resourced to meet the requirement. The purchase of the surgery is currently subject to agreements with the vendors solicitors. It is hoped that by the end of August medical services will resume in Askam & Ireleth.
5/07/20/4: Beach Safety. Cllr Trevor Hughes had been in contact with Duddon Inshore Rescue who are in the process of putting together a video on beach safety. Cllr Hughes was impressed with the work DIR are producing to get the message out regarding safety on Askam beach.

Crime figures for June 2020 – 10 anti-social behaviour includes 5 x breach of Covid 19 all attended by patrols and advice given. Youths on Duke Street, Youths in Lots Woods, Group of 15 people at Duddon Road car park and 10 on the beach at Dunnerholme, group of youths on beach. 2 incidents of youths at Burlington ponds, 1 ongoing neighbourhood dispute, 1 footballer on Duddon Sports Club field. 0 assaults, 0 burglary, 3 criminal damage includes 2 damage to a gate on Saves Lane, reparation has been made by the offending youths, 1 damage inside a residential property on Parklands Drive domestic related. 0 drugs, 0 theft.

8/07/20: INCREASED ILLEGAL USE OF MOTOR VEHICLES ON ASKAM BEACH
Cllr Susan Orrell expressed concerns about the increased number of motorised vehicles using Askam beach. The parish council advised that these incidents should be reported to 101 or email by email to 101emails@cumbria.police.uk. This issue had been reported to the Police & Crime Commissioner.
9/07/20: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Daniel Edwards is in communications with Peter Buckley of Barrow BC Streetcare regarding bin collections, fly tipping and public bin emptying. Cllr Edwards reported that the outlying planning permission for the Urofoam site had been granted with a number of conditions. Cllr Edwards had raised concerns with the planning committee about access to the site and safety of residents when/if the factory is taken down.
Cllr Ben Shirley had spoken to David Joyce, Estates Manager for Barrow BC regarding the land between Sharp Street and Beach Street. It would seem that Modlar Homes has pulled out of the purchase of this land from Barrow BC and hence their plans to build houses on this land has been cancelled. A meeting would be held with the residents to produce a way forward, the suggestion was to have a G14 agreement on the land which would hand the land over to the residents. There is a Central Government incentive called ‘Pocket Parks’ and this could be something the residents could consider applying for the ‘spruce up’ the area.
The report regarding the Sellafield commuters parking in Askam has been released and Cllr Shirley expressed his disappointment with the report. He will forward the report to the parish council, who may wish to respond.
Cllr Shirley is setting up a working group to look at Highways and cycle paths in Dalton North. Cllr Bill Wilson, Vice Chairman will represent the parish council on this group.
Cllr Shirley was pleased to announce that safety priorities had been agreed by Cumbria Highways for Askam Village following the RTC. These included a pedestrian guard rail to protect the entrance/exit points to stop children spilling out onto the road, undertaking traffic monitoring to inform other measures, renewing some signage including the School Keep Clear and school flashing lights raising an unrequired drop kerb.

5/06/20/1: Benches on Duddon Road. These had been given a ‘spruce up’ by the
Clerk.
5/06/20/2: Paving in Memorial Garden. Cllr Bill Wilson reported that Colin Roberts
Landscapes had commenced the work in the memorial garden and should be completed
by Friday 19 June 2020. The next step would be to purchased planters and working with
the history group put together information boards about the soldiers named on the
memorial.
5/06/20/3: GP Surgery in Askam. The purchase of the surgery is ongoing and
currently lies with the solicitors.
It is expected that the service will be up and running by 1st August or earlier. Patients
have transferred to the new service with Duddon Valley Medical Services as of the 19th
June and are now being supported by them. The hours of service are planned to be
Monday to Thursday with one evening open to 8pm closed on Friday. The new practice is
also a dispensing service.
5/06/20/4: Update on Emergency Hub in Askam and Ireleth. There has not been
much call for the volunteers’ services from the Helpline Hub in the villages 2 requests
for food supplies, 3- NHS prescription deliveries and one disabled scooter repair.

Cllr Trevor Hughes has made further repairs to the roof of the police pod and he hopes
this will stop the water ingress.
9/06/20: BEACH SAFETY
Cllr Trevor Hughes is concerned about safety on Askam beach, particularly as more
people seemed to be using the beach for exercise. A lot of the people using the beach
were not from Askam and Ireleth and the worry is that they were not aware of the tide
times and the dangers out in the estuary. The parish council asked Cllr Hughes if he
would like to speak to Duddon Inshore and see if there was any way they could get the
message out to visitors. The parish council had purchased signs for the beach accesses
explaining the dangers on the beach and giving details of how to call for help.

Purchase of the surgery on Parklands Drive from Dr Jain is ongoing. Duddon Valley Medical Practice have been accepted by the CCG to run a satellite surgery in Askam and Ireleth and will be using the surgery on Parklands Drive. A lot of work and negotiations have been carried out by the ‘Save Our Surgery’ team and the parish council thanked Councillor Ben Shirley, Parish Councillor Mike Cumming and Harry Barker, the Clerk and our MP Simon Fell for their hard work and commitment for our village.
8/05/20: CHILDREN’S ACTIVITY PACKS
Cllr Trevor Hughes said that the activity packs that had been provided by the Parish Council, Drop Zone and BAE had been excellent and he had received very good feed back from those who had received these packs. Cllr Mike Cumming said that in all about 92 packs had been distributed to the community.

8/02/20: PROVISION OF GP IN ASKAM
A meeting was held this morning in the Band Hall with committee members of the Morecambe Bay CCG. This meeting was very well attended by members of the community, 3 members of the parish council and the Clerk attended the meeting, as well as our County Councillor Ben Shirley. The parish council wrote to the CCG in January stressing that a GP service in Askam and Ireleth is vital to this community. There were two options which the CCG were to vote on 1) Find a new doctor(s) to take over the practice: This was ruled out as there had not been anyone who had come forward with a workable agreement; or 2) Dispersal of patients to another practice, then at the last minute the Local Medical Council Representative came up with a 3rd option which was to try to get a satellite surgery run by another practice to come to Askam and Ireleth. The only issue with this is that the current surgery is up for sale. The CCG voted for Dispersal of the patient, but gave the LMC extra time to try to find a Doctor’s practice willing to set up a satellite surgery in Askam, timescale end of June . The parish council, together with Councillor Ben Shirley, our Borough Councillors and Simon Fell MP have agreed to work with the LMC and CCG to try and find a way of getting a satellite surgery in Askam. The passion shown at this meeting by residents was very humbling and the parish council stressed that they will do their very best for the community, although it will not be easy. The CCG said that they would write to every patient to inform them of the outcome of this meeting. The LMC did say to people

The Clerk mentioned that there had been an issue with the grid at Blea Beck being blocked. Jon Lewney from Duddon Inshore Rescue had attended and cleared the blockage, thus preventing the potential of a flood risk to the houses at Waterside. This was carried out with the permission of the Environment Agency who were grateful to DIR for stepping in during what was a very busy time for them. The parish council asked the Clerk to thank Jon and Duddon Inshore Rescue.
13/02/20: CORRESPONDENCE – to check the appendix of items all of which will be made available at the meeting for inspection.
13/02/20/1: Road Closure at Tippins Lane, Ireleth. Highways had sent out a message that a section of road on Tippins Lane will be closed on 16 March for 15 days. The Clerk contacted Highways and it was confirmed that the road would be closed during working hours only. The road would be opened in the evenings and at the weekend. Highways will send out notices prior to the closure and liaise with residents in the area of the closure.
13/02/20/2: RJC Meeting. The next RJC meeting will take place on Wednesday 18 March at 5 pm at Dalton Town Hall. It was asked that representatives from the parish council attend. Keiron Tetchner of Cumbria Highways will present at the District Association meeting which will take place after the RJC meeting. The Clerk will send out a reminder nearer the time.

4/01/20/1: Community Speed Watch. A member of the public asked if there was an update on this. Cllr Steven Smalley was heading this initiative. Cllr Smalley is obtaining prices for a speed gun which he will present to the parish council. The member of the public said he was still interested in joining the community speed watch team. 6/01/20/3: Saturday Opening at Askam Library. The parish council are working with the library services to try to continue Saturday openings in Askam library. It would seem that a check in machine and volunteers will be the only way the library can be kept open on Saturday mornings. The parish council have been informed that the check in machine will be fitted as a priority and then we will need to recruit volunteers and these volunteers will receive training.

6/01/20/4: Children’s Home, Ireleth Road. The Clerk has spoken to North West Leaving Care who are still in negotiations regarding the opening of this home. They will contact the parish council to arrange a meeting, possibly at the end of February 2020.

9/01/20: X7 BUS SERVICE AND X112 CHARITY
Roger Harris of the X112 bus charity gave a presentation on the work of the X112 charity in their efforts to keep a bus service for rural communities who lost their bus service when Cumbria County Council cut the bus subsidies in 2014. The X112 bus service which runs from Rampside is now supplied by Blueworks, as is the X7 bus service which runs through Askam and Ireleth. Mr Harris said that the X112 now has charity status and can apply for grants to keep this service running and perhaps buy some of the routes. Mr Harris asked if someone from Askam and Ireleth would be willing to join the charity’s committee and attend their meetings. The parish council will post a message on their website asking for volunteers. Representatives from Blueworks Bus Company said that the X7 service through Askam and Ireleth ran on Wednesdays, but if they could get more interests and more passengers using the service they would consider increasing the service. But as with any service they cannot run the buses if people do not support the service. The parish council will help Blueworks to promote the service and inform people to USE IT OR LOSE IT!

10/01/20 GP PROVISON IN ASKAM AND IRELETH
Notice has been given by Morecambe Bay Health Authority that Dr Jain will be retiring as the village GP as of end of March 2020. The parish council discussed this and the depth of feeling was very high and it was felt that the provision of GP services and all that this provides is vital to the village. The Clerk has already written to the CCG on behalf of the parish council. The parish council are keen to work with all agencies involved and Cllr Ben Shirley said he had contacted the CCG and has made our MP Simon Fell aware of the situation.

11/01/20: COASTAL ACCESS PUBLIC FOOTPATHS
Correspondence have been received from Natural England regarding the proposed coastal footpaths which will eventually cover Great Britain. This will include the coastline in Askam in the section the Silecroft to Silverdale. Cllr Susan Orrell has looked at this and will be responding. She asked if the parish council could also response, particular with concerns about coastal erosion and usage of such a footpath. The Clerk was asked to respond.
