5/12/21/1: Seats at Marsh Street. Cllr Trevor Hughes and his son fitted the seats at the weekend, and they look very smart. The Chairman and members of the parish council thanked Cllr Hughes for carrying out this work in his own time and at no cost to the parish council. Closed
5/12/21/2: Speed Gun Training. Cllr Steve Smalley has been in touch with PC Howard who will come to the village on 31 January 2022 to carry out training. The training will be held in the Methodist Hall, Duddon Road. Questions raised at the parish council meetings regarding health & safety, risk assessment and protective clothing can be addressed by PC Howard. It would be advisable for those who raised these questions to attend the training.
5/12/21/3: Trees in Steel Street Park. Cllr Mike Cumming was looking into this and had approached a tree specialist to visit the area and assess the trees.
6/12/21: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS
2 Anti-social behaviour youths causing nuisance on Steel Street and youths messing with spray can on Askam Railway Station. 4 Assaults 2 x domestic related common assault, 1 assault involving neighbours and 1 assault on a care worker in residential home. 1 burglary garage broken into and theft of alloy wheels, 0 criminal damage, 0 drugs, 2 harassment 1 domestic related report of harassment and 1 relating to calls/texts at Hawthwaite House, 0 hate incident, 2 public order youths kicking door on Sharp Street and threats made on Ireleth Road, 1 theft of fuel worth £60.00 at Ireleth Road garage.
Cllr Mike Cumming and the Clerk met with our new Community Officer for Dalton North PC Matthew Noden. They gave PC Noden a quick tour of Askam and Ireleth and pointed out some of the areas where crimes were more prevalent. PC Noden reiterated how important it is for residents to report any crime and incidents to the police so there was an official record for the statistics. This would help towards getting more police officers to attend the village. PC Noden has a large area to cover from Roa Island to Kirkby and villages in between, so he really needs the help and co-operation of residents. If there are no reports made to the police, then the police think there are no problems in Askam and Ireleth. Reports can be made in an emergency by calling 999, non-emergency 101 or email 101emails@cumbria.police.uk or by visiting www.cumbria.police.uk. The Clerk had reported an incident to 101 emails and was very pleased with the response time from the police.
7/12/21 TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR SUSAN ORRELL
Reference Number: B18/2021/0935 Location: Land at Sharp Street Askam-in-Furness Proposal: Demolition of existing garage (retrospective) and construction of new detached garage with pitched roof (Re-Submission of Planning Application B18/2021/0114 with reduced roof height and pitch).
Concerns were raised regarding this development and the parish council would be objecting to the application. The Clerk will formulate based on these comments. Cllr Ben Shirley has raised concerns with the Planning Officer and asked for an extension to respond.
8/12/21: BUDGET AND PRECEPT 2022/23
Cllr Mike Cumming had circulated the proposed budget and breakdown for 2022/23 to all councillors and the proposals to keep the precept the same as 2021/22. This precept being £17,500. This was agreed by all councillors. The Clerk was asked to inform Barrow Borough Council.

9/12/21: UNITARY GOVEMENT UPDATE – CLLR MIKE CUMMING
Cllr Cumming advised that there had been a briefing to CALC from the CEOs of Barrow and South Lakes as to where we are in the process. Elections for the new Authority would take place in May 2022 and it would run in parallel with the existing authorities until the 1st of May 2023 when the new Authority would take over. Presently the new authorities would be called Cumberland in the West and Westmoreland and Furness in the East, Cumbria as an entity would still exist for Fire, Police Ambulance etc. Details of the processes was described to the councillors present. Further information would be imparted when available.

Councillor Edwards mentioned that the road signage and lighting column had been replaced on Alexander Place. Cllr Shirley expressed the importance of reporting any highways related issues to Cumbria County Council via their website. Unless they are reported nothing will be done. PCSO Perry informed the parish council that this would be the last time she would be representing the police at the parish council meeting. The parish council thanked PCSO Perry for her 13 years of service to our community and wished her every success in her new post.

3/10/21/1: Vehicles Parking on Pavements. A resident contacted the parish council
regarding vehicles parking
on pavements in the village and leaving little room for pedestrians to walk on the
pavement, particularly
wheelchairs and pushchairs. In some cases, pedestrians are having to walk on the road
to get passed. This is a
police matter as it is obstruction, and any incidents should be reported to 101 or
101emails@cumbria.police.uk.
The parish council ask that people are aware of this situation and park safely without
causing an obstruction.
3/10/21/2: Over-hanging trees and hedges. An older resident contacted the parish
council with concerns when
she is walking in the village, but particularly on Saves Lane. The parish council will
speak to our County
Councillor regarding this, as the County Council can enforce people to cut back their
hedges and trees if they are
over-hanging pavements or the highways. The parish council ask residents to check
their properties to see if their
hedges or trees are causing a problem to pedestrians etc.

5/10/21: PROGRESS AND UPDATES FROM PREVIOUS MINUTES
5/10/21/1: Wrecked Boats on Askam Beach. Cllr Trevor Hughes and his son had
removed these boats from the beach, and they are now near Duddon Road Car Park
awaiting collection by the Borough Council. The parish council thanked Cllr Hughes and
his son for their help and expertise in what was not an easy job. They also thanked Cllr
Ben Shirley for arranging them to removed by the Borough Council. This work had been
done at no cost to the parish council.
5/10/21/2: Public Toilets. Cllr Mike Cumming had met with Mr Gavin Southward of
Southward’s Farm Foods, Station Yard, Askam regarding residents using the toilet being
build by Southward’s Farm Foods for their customers. An agreement had been reached
that resident of Askam and Ireleth could use the toilet, during opening hours, when
completed. The parish council agreed to help with funding for this toilet. The parish
council expressed their sincere thanks to Southward’s farm shop for providing this much
needed facility in the village.
5/10/21/3: Weekly Market in Askam. A full planning application is required for this,
Councillor Mike Cumming will look at what is needed to complete this form.
5/10/21/4: Memorial Plaque. The Clerk contacted the Barnes family, and they will be
arranging for a plaque to be fitted on the bench.
5/10/21/5: Service of Remembrance. Arrangements have been made for the service,
meet at the Rankin Hall at 2pm on Sunday 14 November 2021.
5/10/21/5: Open Evening Ireleth House. The Clerk and Cllr Cumming attending the
open evening and were very impressed with the work that had been carried out. hey are
still awaiting written confirmation from Ofsted before they can welcome their first
children to the home.

8/10/21 PARKING ON DOUBLE YELLOW LINES
Cllr Trevor Hughes expressed concerns regarding vehicles parking on the double yellow
lines and blocking people’s driveways on Duke Street opposite the take-away outlets.
Cllr Susan Orrell said it was also a problem on the junction of Duke Street and Duddon,
where parking on the double yellow lines caused visibility issues for drivers. Cllr Ben
Shirley said he would ask the Parking Enforcement Officers to attend. This was
appreciated, but the incidents at the take-away outlets were mostly in the evenings and
the parish council were not sure if Parking Enforcement Officers worked into the
evenings. It was suggested that a meeting with Cllr Shirley would be advantageous. The

9/10/21: UNITARY GOVERNMENT
Cllr Cumming reported on the changes that will happen in 2022/23 describing potential
scenarios that may happen during the transfer to a new unitary authority e.g., transfer of
Barrow Borough Council assets to the Parish Council. Cumbria County Council has
started a legal challenge to the proposed changes.
10/10/21: UNSOLITICED LETTERS FROM NEXTDOOR.COM
Cllr Alan Mason brought to the attention of the parish council letters which had been
delivered to homes in Estuary Park. The Clerk contact Trading Statements and the
following response was that this is an American app that you can download onto your
phone. The reviews show that you can be plagued by constant e mails every time that
somebody posts something on the app. It could also be another way of getting personal
details. Although it is up to the individual, it is not something the parish council would
recommend.

Cllr Smalley to contact the Police Officer responsible for training seeking his advice on
some further training.
13/10/21: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Ben Shirley sent in a written report. Patching work has been completed on
Alexander Place, a section of Duke Street, and on James Street. Further works are
planned throughout the year to improve the state of the roads in Askam and Ireleth, with
further focus on High Duddon Close, Beach Street, and Duke Street. I am urging
people to use the online reporting system wherever possible (HIAMS), and I will
happily chase anything up as always. Ireleth St Peters / Ireleth Road: Simon Fell MP
has sent out letters to residents of Ireleth Road and the surrounding area. I am working
together with Simon on this campaign. We are joining forces with the school to have the
warning signs repositioned, and I understand from Karl Melville at CCC that this will
done soon.

A request had been received for help in removing the wreckage of 2 boats left on Askam beach. The first being the boat near the flood defences at Marsh Street which is causing a nuisance as it is being used to dump litter and dog waste. The second being the rib which is below the boat house. The Clerk was asked to place notices of intention to remove the boat at Marsh Street.

5/07/21/1: Residential Caravans, John Street. Cllr Daniel Edwards has been in contact with the Planning Officer and the Enforcement Officer regarding the issues at the site. Barrow Borough Council Officers have visited the site and spoken to the occupants. It is hoped that a solution will be reached. In the meantime, Cllr Edwards has contacted the Fire Officer regarding concerns about fire safety coming from the proximity of flammable liquids and gas cylinders both to the residents of the caravans and the residents of John Street and Crossley Street. It was stated that the pony is being well cared for, but that it was not ideal for it to be tethered all day and kept in a small horsebox. It is hoped that the Enforcement Officer will be looking into this matter too.
5/07/21/2: Dynamic Dunescapes. Cllr Cumming gave an update from the presentation given this evening by Natural England and Cumbria Wildlife Trust this evening via Zoom. 16 people attended the zoom presentation and Cllr Cumming believed it was well received and went someway in allying people’s concerns about the scope of the work. There will be a public consultation on Friday 30th July from 10 am until 4 pm on the beach between the Pier and Blacks Pond. It is hoped that anyone with concerns will attend and ask any questions and view the area where the project is taking place.

An order has been received from Cumbria County Council Countryside Access team regarding a proposed creation, extinguishment, and diversion of public footpaths at Dunnerholme. Cllr Mike Cumming met with representatives from Dunnerholme Golf and viewed the area and went through the proposals with them. In Cllr Cumming’s opinion the reasons are sound, and he saw no reason why the parish council should object to these proposals. The Clerk was asked to respond.

5/05/21/1: Coastal Erosion. Cllr Shirley had met with Mrs Johnson of Marsh Farm regarding her concerns
about Coastal erosion at their farm. Cllr Shirley will be taking forward all the concerns raised regarding this
issue in Askam.
5/05/21/2: Parking Issues at Ireleth School. Further complaints have been received regarding parking at
Ireleth School from residents of Ireleth Brow. Cllr Shirley has been working with Victoria Upton of Cumbria
Highways. She says that the area outside the properties on Ireleth Brow is not an adopted Highway and it is
likely that as the residents have maintained it as it’s in the deeds to each property. In terms of cars parking on
there – as such it is their own land to manage, and they can put planters or similar on the area in question to put
drivers off from parking there. Of course, they would need to ensure nothing strayed onto the highway and
became a hazard. Highways are also looking to implement a keep clear on the corner where parking causes
visibility issues around the bend.

will be seen around the ward in the near future. Dalton North Councillors have set up a Facebook page and
people are encouraged to join to catch up on what is happening in the ward.

I think we can all agree that 2020/21 was a challenging year for everyone, including the parish council. But with the help of Zoom technology the parish council were able to meet remotely every month and carrying on with business to the best of our ability. We were joined by members of the public, and guests who came along to talk about projects which will be taking place in the parish. I would like to thank you all for your contribution and to our Borough and County Councillors and our Community Police.
Life for all of us was restricted during this time, but I believe the people of Askam and Ireleth pulled together and helped each during this pandemic. At the very beginning of the emergency the parish council purchased banners with emergency contact numbers and Duddon Inshore drove around every street with these banners, there were then placed in prominent areas of the village. Members of the public set up Facebook pages to highlight issues and provide information for residents which was crucial during this time. Regular collections for the foodbank were made and emergency provisions for anyone who needed them in Askam and Ireleth. Councillor Mike Cumming did regular collection and deliveries of medication and shopping for people who were shielding. The parish council purchased activity packs and along with those supplied by the Drop Zone and BaE Systems Councillor Cumming delivered these to the homes of children in the village.
A real success for the village was the re-opening of the Doctor’s surgery on Parklands Drive. Duddon Valley Medical Practice took over the premises and the surgery becoming operational on 15 February 2021. Thanks, must be given to the ‘Safe the Surgery’ Group which included Parish Councillor Mike Cumming and Harry Barker chaired by our Borough and County Councillor Ben Shirley with support from MP Simon Fell and Stephen Toulmin from the Local Medical Council. The pandemic did not stop the work of this dedicated team. The parish council also wish to thank the Doctors and staff at DVMP, in particular Katherine Wilson, Practice Manager.
Sadly, many events had to be cancelled during the year, but the VE celebrations was a high point of the year, which almost all the village participated in. Lucy Casson and Gemma Frazer were the prime movers in this wonderful event which really cheered everyone up. They did an amazing job with competitions and photographs. The village looked fantastic with whole streets being decorated.
A full service of Remembrance could not take place, but the village were able to place their wreaths to remember the fallen at the Memorial and a special video was made by Askam Town Silver Band which was very poignant.
The parish council continued with maintenance of the village whenever we were allowed and would like to thank Archie Workman and Wayne Smith of Aqua ProJet, as well as the Borough Council and Cumbria County Council.
I am sure we are all hoping for a better year, where we will see restrictions lifted and life getting back to normal. Thank you all for your support of Askam and Ireleth Parish Council. It is very much appreciated.

3/04/21: NORTHWEST CHILD CARE, IRELETH HOUSE CHILDREN’S HOME
Simon Derbyshire, Manager of Ireleth House Children’s home gave an update on the home which is to open on Ireleth Road. At the present time there is no set date for welcoming children to the home as they are awaiting visits from Ofsted. The home has been extensively renovated and is the process of being furnished. The home will be able to provide what is hoped to be a homely environment for up to 3 children aged between 10 and 17. It is not possible to say what type of children they will be living at the home, but NWChild Care endeavour to match children within their age group and the local environment. Children will be mainly from the local area – Cumbria, Lancashire and North Yorkshire, but they could be from other areas of the country. Simon was keen to have the support of the local community and hoped that the children would be welcomed and be able to integrate into village life and take advantage of local facilities and activities. Questions were asked of Simon regarding the education of the children, and we were informed that, if possible, they would attend local schools, but if this was not possible because of any special educational needs the children would attend other educational establishments. It was asked what provision would be made for the children’s leisure; Simon was keen for the children to join in with village activities if it was felt that the children were trustworthy enough to do this. Staffing at the home would be one to one and staff would be there 24/7. Ireleth House would be a long-term home for these children until they were 17 years old. Simon gave an open invitation to anyone who wanted to knock on the door at Ireleth House as he is there most days and have a look around and a chat with Simon, obviously before the home is officially open. He hopes that they will be able to have an open day too. The Chairman thanked Simon for attending the meeting and answering questions from the public and the parish councillors.

6/04/21/1: Coastal Erosion. Cllr Shirley reported that he and Simon Fell MP and working with different agencies to try and get support to deal with the whole issue of coastal erosion, particularly at Marsh Street. It seems that United Utilities do not have immediate concerns, which no-one at the meeting was in agreement with. Defra are making money available for coastal erosion issues and it was hoped that Askam would benefit from this. Action Cllr Shirley
6/04/21/2: Parking Issues at Ireleth School. Headteacher Rachael MacFarlane confirmed that the yellow parking bollards and the banner had been delivered to school by Cumbria County Council but was disappointed that the yellow zig zag lines had not been refreshed as promised. Cllr Ben Shirley would contact Cumbria Highways to ask them to do this work as soon as possible. Cllr Steven Smalley said that now lockdown restrictions were easing he would contact the police officer to come to Askam and Ireleth and carrying out speed gun training which would then be utilised at Ireleth School and other areas of concern in the village.

Crime figures for March 2021. 7/3 1 anti-social behaviour, motorcycle of pavement, 19/3 1 burglary garage on Hawthwaite Lane ransacked and damage to door, 1/3 fraud, 8/3 and 19/3 harassment, domestic related, 30/3 making off without payment, 1 arrest.
Both the Chairman and Cllr Ben Shirley expressed concerns regarding the amount of domestic related incidents over the past months in Askam and Ireleth. PCSO Perry said that all these incidents were investigated by the police and if it was felt intervention was required then help would be sort from various agencies.

Reference B21/2021/0310 Location 53 Beach Street, Askam Proposal Conversion of garage to a store with abutting Ground Floor Front Extension for use as Cloakroom and WC. This application was viewed and discussed. A concern was raised regarding the issue with parking. Extending onto the driveway takes away at least one parking place, which then means no off-road parking. The Clerk was asked to respond with this concern. Action Clerk
9/04/21: PEDESTRIAN ACCESS DOWN THE SIDE OF ASKAM PIER
Cllr Bill Wilson has been approached by members of the public regarding access to the beach from the pier. It was agreed that the area people access down the pier has deteriorated over the past year and it is not an easy route to the beach. The pier belongs to Neil Price Properties and does not come under the remit of the parish council. The path is not a public footpath and is an access that people have used for many years. It was the suggestion that if people are finding this access difficult and dangerous, they should use other more safer ways to access the beach.

11/04/21: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Ben Shirley reported some of the main issues he receives is regards to Highways. Cllr Shirley now has regular meetings with Highways Managers to discuss the challenges. He said that local committee have purchased a machine to fix potholes. This machine will be in Askam and Ireleth within the next 2 weeks and areas including Alexander Place, Duddon Road, Beach Street, Furnace Place and Duke Street will be among the areas for repair. If anyone had any other areas, they felt needed repair they should contact Cllr Shirley and report via the website.
Cllr Harry Barker asked when the area on A595 near Ireleth School was to be repaired by Highways. Highways had agreed to make repairs to the pavement and the area which runs to Saves Lane via Public Footpath 602054. Cllr Barker stated that a main sewer is situated underneath the footpath and the poor condition and erosion of the footpath could cause problems with the sewer and he felt it was something that needs investigating. 12/04/21: INTRODUCTION BY POLICE OFFICERS
The parish council were pleased to have 3 members of the Cumbria Police at the meeting. Police Officer Hannah While was first to introduce herself, her new role is as a designated Officer for Dalton North and although the post was for a 3-month period, it was hoped it would be made permanent. PO While would be seen around the village working with our PCSO Louise Perry.
Police Sergeant Joanne Smith who is part of the Child Centre Policing Team for South Cumbria, based at Barrow Police Station. Her team will be in regular contact with Ireleth House and making sure the children are in a safe environment and will be able to advise the parish council and community regarding any issues or concerns regarding Ireleth House.

4/03/21: DYNAMIC DUNESCAPES PROJECT – EVE MULHOLLAND
The Clerk introduced Eve Mulholland, the Engagement Officer for the Cumbria Dynamic Dunescapes Project. Eve gave a presentation to the parish council on the details of the project which is being conducted by Natural England and involves 11 different sites along the Cumbrian Coast. This project’s goal is to protect and
rejuvenate the sand dunes. These sand dunes are home to rare species such as toads, birds, lizards, bees and
orchids. Over time many of the dunes have become covered by grass, scrub and invasive species which.
have over-taken the native ones. It is hope that work will commence in the area from Askam pier South to
and include Roanhead. Eve showed a slide of Roanhead in 1946 and the same area in 2014, it was
astounding the difference in the dunes area. There will be opportunities for volunteers to help with this work and
it is hoped to involve schools and children in an education programme about the importance of protecting these
areas. If anyone wants any further information you can go to the website www.dynamicdunescapes.co.uk. Work
in Askam and Roanhead should begin in October 2021. The parish council thanked Eve for sharing this
information.

9/02/21: VISIT TO THE CHILDREN’S HOME, IRELETH ROAD
Cllr Orrell gave a report on the visit to the Children’s home at 252 Ireleth Road. She said it had been a very
informative visit and had been welcomed by the Manager and had been shown around the property. The plan for
the home was that they would initially have 2 children with staff who would be at the home 24/7. The aim was to
provide a home environment to these children. It was difficult to say the type of children who would be living at
the home until it was fully open and had received an Ofsted inspection. A matched profile would be carried out
to ensure the children were able to live together in the home. NWChildrenCare hoped that the children would
integrate into the community and hoped to alleviate any fears the community had about this home. To this end
they would attend the Zoom parish council meeting on Tuesday 20 March 2021 to which any interested members
of the community could attend and ask questions.
9/03/21: ACCESS THROUGH ASKAM PIER
Cllr Trevor Hughes is concerned about the access through Askam pier, especially potential problems for Duddon
Inshore Rescue which use this point to access the beach area to Roanhead and beyond. This is the responsibility
of Cumbria Highways as this is part of the ByWay 602031. It was suggested that DIR contact Highways. The
Clerk will contact DIR with this information. Concerns were also raised regarding the coastal erosion in the area
South of Askam pier underneath Avocet Crescent. The Clerk will contact Cllr Ben Shirley to ask this area can be

Cllr Susan Orrell said that the road surface in a few areas on Duddon Road near the London House are in a poor

11/03/21: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Daniel Edwards reported that a new Police Officer has been allocated to Dalton North Ward and will be
based at Dalton Drill Hall. The parish council hoped that this Officer would have a physical presence in Askam
and Ireleth.

groups who work with young people in Askam and Ireleth. It was hoped that these groups would be able to open

Brownies.

8/01/21: GRIT BINS, PARISH OF ASKAM AND IRELTH
Cllr Alan Mason reported that during the recent cold spell he had received complaints from residents regarding the lack of grit bins around Ireleth. The Clerk had also received complaints from a resident of Steel Street. A resident from Greenscoe reported that the grit bin at the top of the lane had not been re-filled. Cllr Mason has checked the grit bins, most have been re-filled, but the one at Common Hest, Saves Lane is still empty. The Clerk will report this via the County Council website. Cllr Ben Shirley has raised the issue of extra grit bins with Cumbria Highways.

9/01/21: UPDATE ON DOCTORS SURGERY
Cllr Harry Barker gave an update on work at the surgery. Work to the building is going ahead, a new rear access/emergency door is being fitted, some replacement windows and internal plastering. Duddon Valley Medical Practice are also carrying out alterations to the inside of the surgery. Cllr Mike Cumming reported that phonelines have been installed and broadband due Friday 22 January. It was hoped that the surgery would be operational by mid to late February. There would be a press release when an opening date is confirmed. The parish council again thanked the Save the Surgery Team, particularly Cllr Harry Barker.
10/01/21: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Susan Orrell contacted Cllr Ben Shirley regarding the ‘Keep Clear’ box markings at Askam railway crossing. Cllr Shirley has spoken to Cumbria Highways who are liaising with Network Rail regarding this work. It is hoped that a date will be confirmed within a month.
Cllr Shirley has received a complaint about the poor condition of the toilets at Ireleth Cemetery. Cllr Shirley has been in contact with Rev’d Ruth Crossley regarding this.
