3/02/22/1: An email had been received from a resident of Steel Street regarding Steel
Street/Sharp Street park
area. This will be discussed in item.
3/02/22/2: A resident has made a complaint regarding the remains of the Christmas
tree being left in the
Memorial. Cllr Daniel Edwards will report this to Barrow Borough Council and ask for it
to be removed.
3/02/22/3: 3 members of the public had carried out a litter pick in the village, one of
them being a younger
member of community. They asked if the parish council could provide some equipment
for them to carry out
future litter picks. This was unanimously agreed. The parish council thanked these
residents for their community
spirit and particularly thanked the young man involved, as it was his idea!

Askam-in-Furness Cumbria Proposal : Application for variation of Condition No.6
(provision of footway pre-occupation) of planning permission 2019/0576 (Residential
Development of 29 dwellings) to allow occupation of phase 1 prior to provision of
footway link.
This application was viewed and discussed. The Parish Council object to this variation and
feel that the Conditions need to be enforced. This developer has previous history of not
completing footpaths and access requirements from earlier development in Askam. viz z viz
Duke Street.
Concerns have been raised regarding the condition of the trees and hedging around the
park area. Councillor Mike Cumming arranged for an Arborist to visit the park today.
Josh Ledbury of Evolve Tree Services will provide the parish council will a full report,
including recommendations for works that maybe required. This will then need to be
discussed by the parish council.
Cllr Steve Smalley reported that speed watch training had been carried out on 31
January. From this Cllr Smalley together with Cllr Bill Wilson and PC Greg Howard will
be organising Risk Assessments in the areas where the speed watches will be carried
out. These areas have been highlighted to the parish council.
Correspondence have been received from the Friends of the X112 bus who also helps
fund the X7 service through Askam and Ireleth. The Friends have helped to provide this
service for a number of years and are now looking for support and funding. The parish
council agreed this was a very useful service to the people of Askam and Ireleth, in some
ways a life-line to some. It was agreed that a donation of £500.00 should be given to the
bus service.

Although at the present time the library is open on reduced hours, it is hoped with
recruitment of new staff at Barrow library services the library will be opening on further
days during the week.

2022, which re-start on 17 March 2022 with a talk by Michael McPherson on the history
of Dunnerholme Golf Club. Copies of their programme were available at the meeting.

3/01/22/1: Steps at Duddon Road Car Park. The steps down to the beach have rotten away in places making it
quite dangerous to access the beach via the steps. The Clerk has reported this to Barrow Borough Council.

5/01/22: PROGRESS AND UPDATES FROM PREVIOUS MINUTES
5/01/22/1: Speed Gun Training. Cllr Steve Smalley reported that the speed gun training would take place in the Methodist Hall, Duddon Road on Monday 31st January commencing at 6pm. Cllr Smalley will be sending invitation for those interesting to attend. He asked that as many parish councillors as possible attend, particularly those who have questions regarding PPE and Health & Safety questions for PC Howard.
5/01/22/2: Trees in Steel Street Park. Cllr Mike Cumming has contacted 3 companies regarding carrying out a survey and arborist report. Only one company has responded, Evolve Tree Service. The work would be carried out by Josh Ledbury who holds a certificate in Arboriculture. The quotation involves assessing the trees and submitted a written report. The cost for the survey and report is £230.00. Cllr Cumming asked the parish council to agree this.

5/02/22/3: Precept. The Clerk has responded to Barrow Borough Council giving them details of the precept required for Askam and Ireleth.

5/02/22/4: Planning Application B18/2021/0935 – Land at Sharp Street. The Clerk has sent a copy of the response to all the parish councillors and asked for their agreement that this is what was discussed at the last meeting by the parish councillors. There were further comments with concerns that if this application is approved there should be conditions saying that this garage cannot be used for running a business or as an industrial unit. The Clerk will add this to the response. It is hoped that the Planning Officer will visit the area this week with Cllr Ben Shirley.

Proposal: Proposed development of vacant land (Land Allocations Ref REC02 Duke Street, Askam) comprising 3-bedroom market housing - approx. 9 units (outline with all matters reserved).
This item was discussed in detail. The parish council would make objections to this application. It was disappointing to see that in this re-submission that parking for 6 cars has been removed making no provision for the removal of parking this development will cause on Duke Street. In the parish council’s opinion this housing should have been 1-to-2-bedroom single storey dwellings. There are several new developments and proposed developments in the village providing 3 & 4 bedroom homes. It was also noted that there was no mention of affordable homes which is needed in the village. Cllr Mason asked if we could ask for an electric car charging point to be incorporate into the development if it is approved.

Proposal: Erection of a two-storey side extension forming ground floor garage, utility with a first-floor bedroom and bathroom over and erection of a rear ground floor garden room extension.
The parish council expressed concerns regarding this development which would reduce parking at this development to 1 car only, which is not acceptable in this area which already has a problem with access and off-road parking. Provision for extra parking should be made as a condition of this application.
8/02/22: UPDATE FROM BOROUGH AND COUNTY COUNCILLORS
Cllr Daniel Edwards reported on the issue of litter picking on the A590, he will again bring this to the attention of Barrow Borough Council at the next council meeting. This is an ongoing issue between Barrow Borough Council and their contractor FCC. According to Highways England it is a District Council’s responsible to litter pick the highway. Jack Smith, Clerk of Lindal & Marton parish council has also been highlighted this issue for some time to Barrow Borough Council.
