3/12/24/1 Public Footpath, Greenscoe. A resident of Greenscoe contacted the parish council regarding a mattress being dumped on the footpath at Greenscoe. This has been reported to Cllr Ben Shirley who will contact W&F to ask for this to be removed. The Resident also mentioned the shocking state of the footpath both from Askam and the footpath passed Greenscoe Quarry to the A595. Cllr Harry Barker requested permission to be involved in this discussion as owner of Greenscoe Quarry, this was accepted. Cllr Barker agreed that the road was in a poor condition near the quarry, this he believed needed to be investigated as there were blocked drains and the road was sinking in places causing large pools of water which were unable to drain away. Cllr Daniel Edwards agreed to make representation to Highways and Cllr Barker said he would be keen to meet with Highways to discuss this matter as soon as possible. Cllr Edwards would endeavour to facilitate this.
3/12/24/2 Dog Fouling. Concerns were raised regarding dog fouling in the village, particularly mentioned were Duddon Road, Avocet Crescent, the beach footpaths and Victoria Street. It seemed there had been a marked increase in this very unpleasant and unacceptable practise of a minority of dog owners not picking up after their dog. The parish council asked that dog owners take responsibility of their dog and pick up and dispose of their dog waste in any of the bins around the village and beach area. The Clerk was asked to contact W&F team who deal with dog fouling.

5/12/24/1 Flooding at the rear of Ireleth Road/Askam View. Cllr Shirley has been in contact with the relevant agencies and is setup up a site meeting with council officials and the Environment Agency in Quarter 1 of 2025 to understand accountability and responsibility for the water course and how to mitigate against this problem in the future. Cllr Shirley has organised with the local flood group to have sandbags delivered to Askam View so that the flow of water can be diverted.
6/12/24: REPORT FROM BARROW NEIGHBOURHOOD POLICE TEAM
PCSO Michelle Jones was hoping to attend the meeting, but had been called away on operational duties. There had been 7 crimes reported and 1 criminal damage. There had been reports of off-roading on the beach and in other areas of the village. The police are taking this seriously and a team have been put together to try to prevent this unlawful activity. Training for officers to use drones had been carried out. PCSO Jones asked that any incidents be reported to the police, particularly if residents can give specific times that these offences are taking place.

9/12/24: FEEDBACK FROM CHRISTMAS TREE LIGHT SWITCH-ON EVENT
Everyone agreed that the event had been very enjoyable and a success and very well attended. The Christmas fayre at the community had been very good with some lovely craft stalls. Platform 1 had been very good with mulled wine and mince pies with Askam Band performing Christmas carols which added to the occasion. And mostly importantly Santa managed to visit both events and switched the Christmas tree lights. Thanks go to all involved, a special mention to Cllr Mike Cumming for organising the delivery of the Christmas tree and liaising with Optech for the switch on and to Cllr Harry Barker for putting up the tree. Duddon Inshore Rescue for their support and the neighbourhood police team.
10/12/24: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Daniel Edwards gave a very thorough and interesting update on the meeting at Barrow Town Hall of the Health and Adult Scrutiny Committee to discuss proposed changes to bed configuration at UHMBT and in particularly Furness General hospital. The proposals had caused community concerns and the committee had called this meeting to discuss this with UHMBT. The minutes of this meeting can be viewed on the W&F website - health and adult scrutiny committee meeting 27 November 2024.

4/11/24: PUBLIC QUESTION TIME
4/11/24/1: Flooding at the rear of Ireleth Road. An email had been received on 28 October from a resident regarding flooding in his garden from Askam View. This flooding was coming from a field on Askam View and the gulley/drain on the road was unable to cope with the amount of flood water, the water was flooding the rear back street of Ireleth Road. The resident had contacted the owner of the field, who had visited the area and stated that the drain was not his responsibility. The Clerk visited the area and met with the resident, she reported the incident to W&F council Highways via the HIAMS system and Cllr Ben Shirley. Response from Highways was that the drain/gulley was not their responsibility as Askam View was an unadopted road and the suggestion was that Land Registry was consulted to ascertain the owner of the drain. This information was passed on to the resident, who the parish council believe is waiting for documentation from land registry. The parish council have also advised the resident to contact Cllr Ben Shirley, as he is concerned about the water coming from the field.
4/11/24/2: Duddon Road Car Park. It was reported to the Clerk that the steps down to the beach need repair due to wear and tear. The Clerk has reported to W&F Council, and it is hoped that repairs are carried out by their contractor urgently.

6/11/24: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETING
6/11/24/1: Memorial Garden Statue. A signed copy of the lease has been received. BAE are asking for an end of project report for the grant given to the parish council to pay for this statue. Cllr Bill Wilson will be completing this form. Cllr Elisabeth Donachie said there had been some nice comments from members of the public we were present at the service of remembrance. It was the first time some of the community had seen the statue.
6/11/24/2: Steel Street/Sharp Street Park. It was agreed by the parish council that work to the trees and hedges in the park would continue to be managed and maintained each year and money had been set aside in the budget. A quotation had been received reduce and pollard 14 trees, reduce the privet hedges and remove all arising at a cost of £2,800 plus VAT. This was agreed. Cllr Cumming would contact South Lakes Tree Surgeons.

7/11/24: REPORT FROM BARROW NEIGHBOURHOOD POLICE TEAM
PC Dixon gave the report – There had been reports of criminal damage to vehicles which was being investigated, report regarding youths on mopeds riding dangerously around the village, which was being monitored. The parish council thanked the neighbourhood police team for attending the meeting and for the work they did in our village.

Cllr Mike Cumming and the Clerk are working on preparation of the budget and setting a precept for 2025/26. Guidelines received from Sue Roberts Assistant Director of Finance W&F Council. The Clerk will send the recommendations which will need to be discussed, and a precept agreed at the meeting in December.

10/11/24: SERVICE OF REMEMBRANCE
As usual the community came together to remember those named on the memorial in Askam. It was an honour for the parish council to organise this service and to see so many people attend. It is also heartening to see so many families and young people, who are the future of our community and it is hope that they will continue this tradition. Thanks were given to all the groups who attended and for the very moving poem our cubs wrote. Thanks to Askam Town Silver Band and Max and Terry who carried the RBL standard. The parish council thanked the Clerk. It was agreed that donations of £50 each would be sent to Askam Town Silver Band for their support and a veteran’s charity, which this year will be Walking with the Wounded.

11/11/24: CHRISTMAS TREE LIGHT SWITCH ON EVENT – SATURDAY 30 NOVEMBER 2024
Preparations are underway for events to support the Christmas Tree Light Switch. The parish council are working with Platform 1, Duddon Inshore Rescue and Cllr Ben Shirley for an event at Platform 1 which will take place from 4.30 until 6.00pm when there will be a parade to the memorial garden for the light switch on. There will be carols from Askam Town Silver Band, a visit from Santa and refreshments available. PC Dixon said she would arrange to support the event, which is very much appreciated. There will be a Christmas Fayre at Askam Community Centre from 3 until 6pm with craft stalls, refreshments, tombola and raffle and Santa.
12/11/24: DUDDON VALLEY MEDICAL PRACTICE – PATIENT PARTICIPATION GROUP
A letter and poster have been received asking if the parish council can highlight this group for DVMP. The parish council agreed to display the poster in their notice boards. 2 Parish Councillors expressed an interest in joining the group.
13/11/24: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Edwards reported that the work to remove undergrowth from the park area at Saves Lane had been carried out by W&F. He is still progressing the Keep Clear signs which need refreshing near Askam Railway Crossing with Highways. Cllr Edwards has asked that the Lots Road and Duke Street can be added to the winter gritting programme by W&F. There was then a discussion regarding proposed reduction of services at Furness General Hospital, which was very concerning for everyone present. Cllr Edwards had met with Mr Aaron Cummins, Chief Executive Officer of UHMBT to discuss issues at FGH. There will be a meeting at Barrow Town Hall on Wednesday 27 November at 1.30 pm of the Health and Adult Scrutiny Committee to discuss issues at FGH. Members of the public can attend but are not allowed to speak at this meeting.

5/10/24/2: Drop Kerbs in the village. Cllr Ben Shirley will be having a walk around the village with a resident to look at drop kerbs and will be meeting to Highways to discuss.
5/10/24/3: Path at Sandy Lane. Cllr Edwards is looking into this, but the main issue is ownership of the path.
Update received for period 18/9 to 14/10. 1 assault police assault following finding a drunk male on Steel Street, 17 calls for service with police log 1 x alarm, 11 road related incidents, 3 concern for welfare and 2 crime/miscellaneous. There will be an opportunity to meet Community Police Beat Officer Chloe Dixon in Askam Library at 1500 hours. It was with regret that the parish council accepted the resignation of parish councillor Rebecca Knagg. Becky explained that her workload has increased, and she felt she was unable to give the commitment needed to be a parish councillor. The parish council thanked Becky for her involved and support and wished her well.
Cllr Alan Mason had represented the parish council at this event at Carlisle Cathedral. He said it had been a wonderful which he had enjoyed and gave the parish council a full update. Unfortunately, due to his train times he missed out on the champagne and canapes!
The Chairman and Councillor Mike Cumming had interviewed two very good candidates for the co-opted position of Parish Councillor.
This years’ service of remembrance will take place on Sunday 10 November. With the closure of the Rankin Hall we will meet at the Community Centre, Duke Street at 2pm and walk over to the memorial garden for the service which will commence at 2.15pm. A road closure will be in place from Park Avenue to School Street will be in place during from 2.15 pm until 2.45 pm.
Sadly, the Askam and Ireleth Events Committee will not be organising a Christmas Tree Light Switch on this year. Working with Councillor Ben Shirley and our very own Platform One Café we will be working on an event around the Christmas Tree Light Switch. In the early stages at the moment. The plan is to have an event at Platform One at 4.30 pm with food, drinks, Askam Town Silver Band, the Clerk will write to Father Christmas to see if he can attend. The Christmas Tree lights will be switched on at 6pm in the Memorial Garden. The parish council spoke of the work and commitment given over the years by the Events Committee and thanked them for all their hard work in the village. It was agreed that a Christmas type banner would be purchased.
Cllr Edwards gave an update from the locality board meeting, which Councillor Cumming also attended. Cllr Edwards had asked questions regarding the litter on the A590. One of the main topics was the bin collections which was being reviewed by Westmorland and Furness. A motion had been proposed and agreed by W&F to write to the government regarding the removal the winter fuel allowance for pensioners. Councillor Edwards and Councillor Shirley had met with our MP Michelle Scrogham in Askam and Ireleth, they had discussed issues which affected our community and asked for her support. Councillor Edwards said it had been a useful meeting. Councillor Edwards has contacted Highways regarding refreshing of road markings at Askam railway crossing.

5/09/24/3: Grass Cutting in the village. Since the last meeting W&F have carried out grass cutting in the village. A programme of weed spraying is being carried out, Councillor Edwards has asked if Askam and Ireleth are included in this programme. As yet he has not received a response.

PCSO Kirkham gave an update. Since the last meeting there has been 1 report of shoplifting at Askam co-op, 1 theft, 4 criminal damage, 2 assault without injury and 1 malicious communication.

The parish council will respond.

8/09/24: REPORT FROM WESTMORLAND AND FURNESS CABINET MEETING
Cllr Alan Mason attended the cabinet meeting which had been held in Dalton on 10th September. Cllr Mason gave a full report on the meeting which included decisions on the future of Ulverston Kings Road Library and the Coronation Hall. There were complaints about the poor state of street cleaning and overflowing bins, there were promises of improvement from Councillor Giles Archibald, Chairman.
9/09/24: REPORT FROM ELECTORAL REVIEW
Cllr Rebecca Knagg gave a report on the electoral review meeting she attended. The review will look at number of councillors, ward boundaries, names of the ward and number of councillors in each ward.
The first consultation runs from 27/8-4/11 they will then come back with a draft proposal for us to comment on. When deciding the wards, they are looking at electoral equality, approx. 2845 population per ward, community identity and local amenities. When considering future housing developments and population increases in an area they will project estimated figure for the next 5 years. What they really want to know from the consultation is our identity and where we feel we fit as a ward:
Such as, which other towns and villages do we naturally align ourselves with, where do we go shopping, where do we tend to travel, which other parishes link well etc and they are grateful for our local knowledge.
10/09/24: GRIZEBECK A595 SOD CUTTING AND SITE VISIT
Cllr Elisabeth Donachie represented the parish council at this event today at Grizebeck. She said that one of the most important statements, for her, was that the finance was in place for the whole scheme. Cllr Alan Mason said that he had read through the documentation for this work, and he was impressed with the detail and professional approach within the documentation.
11/09/24: BLEA BECK SOLAR FARM PUBLIC CONSULTATION
Cllr Mike Cumming, Cllr Alan Mason and the Clerk attended the presentation held at Dalton Community Hall. They were asked to send in feedback from the consultation, a response was being formulated, which would including comments from residents.
12/09/24: COMPLETION OF ANNUAL AUDIT
Cllr Cumming reported that the parish council annual audit had been completed by the external auditor.

Cllr Mike Cumming had been carrying out this role and was prepared to continue in the role, if the parish council agreed. This was agreed.

14/09/24: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Edwards reported that the vegetation had been removed from the bus shelter at Greenhaume, still waiting repairs. He had responded to the planning for Askam station and asked if the clock could be repaired and that CCTV was fitted. He had asked that white lines were refreshed at the railway crossing. Cllr Shirley reported that he had received a response from the Assistant Director for Waste Services & Environment at W&F regarding disruption of waste service in Askam and Ireleth. Failures were due to staff shortages and vehicles faults. Recruitment of staff was in progress and after training the new staff would join the waste teams. There would be a review of waste services imminently. There will be a motion to W&F cabinet regarding the removal of the winter fuel bill by the government, which will impact on older members of our communities. Cllr Shirley said that there was a motion within W&F to scrap the red tape around the organising of Service of Remembrance and any financial implications for the parish council. Cllr Shirley and Cllr Edwards would be meeting our MP Michelle Scrogham for a walk around the village. Cllr Wilson asked about the recent email regarding a TEAMS meeting with Highways regarding parish council’s taking on duties currently carried out by Highways. The parish council were deeply concerned about this and felt that these were not duties of a parish councillor, who had no training or expertise in Highways roles and responsibilities.

4/07/4/1: Drop Kerbs in Askam and Ireleth. A member of the public explained how difficult to was for wheelchair users to access areas in the village while using a wheelchair. There is a lack of drop kerbs in key areas. It also does not help when cars park over the drop kerb, particularly on Duddon Road. Cllr Mason said that he had also received comments regarding drop kerbs. The Clerk would contact Councillor Ben Shirley.

4/07/24/2: Grass Cutting in the village. Complaints were raised regarding the grass cutting by Westmorland and Furness Council in the village. The grass had been left for so long before cutting that when it was cut it left heaps of cut grass, which were not collected. The memorial garden was left in a terrible state. Cllr Mike Cumming spent 8 hours collecting the grass and taking to the recycle centre. The area of grass on Caspian Road is another issue with grass cuttings being left to rot. This is an area where children play and is not acceptable. Councillor Edwards was asked to raise this with Westmorland & Furness Council.

10/07/24: WESTMORLAND AND FURNESS LOCAL PLAN CONSULTATION EVENTS
The Barrow local plan is being replaced by a new Westmorland and Furness Local plan which will cover the next 20 years. Residents are being asked to come to drop-in sessions to have their say on how they can shape this local plan for the area. The drop-in for Askam and Ireleth is on Wednesday 24th July between 3pm and 7pm. The parish council urge people to attend this event and give their views on how Askam and Ireleth should be represented in the local plan, what is important to them for our village and our community. If you cannot attend a meeting, you can do this on-line at www.westmorlandandfurness.gov.uk/localplan.

Councillor Daniel Edwards reported that as well as the work he has done with regards to contacting the Coastal Erosion Team, he is still progressing clearing the vegetation on Ireleth Road, cleaning and repairing the bus shelter at Greenhaume. He reported that he had been contacted by Duddon Inshore Rescue about a bench near the rescue station.

5/06/24/1: Coastal Erosion. Councillor Edwards reported that received contact from Nick Ray of the Flood and Risk Management Group. Members of the group had visited the area in question, and it will be discussed at their meeting in June. The parish council would ask that they are made aware of the next steps.
5/06/24/2: Land at Marsh Street. The Environmental Health Officer has visited the area and spoken to the owner of the vehicles and given him some advice.
PCSO Kirkham gave an update. Since the last meeting there had been 2 assaults, 1 with a minor injury, public order, one vehicle lifted. Speed checks carried out by officers on Ireleth Road, warnings given, and tickets will be issued in future. The parish council reported that they have been contacted by a resident regarding youths racing around Askam on a motor scooter. This has already been reported to the police via 101. The parish council will give the details of the information given to them to the police.

Proposal : Change of use of land (currently used for agricultural grazing/woodland/redundant spoil heap purposes) to tourism use, comprising 23 holiday lodges (plus one warden’s lodge), 10 glamping pods, 24 touring caravan/motorhome pitches and erection of 3 ancillary buildings, which comprise a facilities building, an amenity block and a booking-in office. Members of public voiced their concerns regarding this proposal. Mentioned was the fact that there did not see any benefit for the local economy. But mainly the damage which this would cause to the environment of this special area, particularly Sandscale Haws, Roanhead and the Duddon Estuary. The land itself is littered with mining pits dating back over 150 years. The parish council will be formulating an objection to this application. The Chairman stressed that everyone should send a personal objection to directly to Westmorland and Furness Planning if they were against this proposal.

The Clerk reported that the Memorial has been cleaned by Westmorland and Furness Council and it looks much better. The garden was decorated to commemorate 80 years since the D.Day landings, the parish council thanked Councillor Sandra Hadwick and her daughter Natalie for doing this. There were some very nice comments and lots of people visiting the garden during this period.
The statue sponsored by BAE is the final stages of completion by Furness Fluid Power and it looks fantastic. Councillor Bill Wilson and the Clerk will be meeting with FFP in the morning to finalise the installation, which will hopefully be in about 2 weeks’ time.

ITEM 3: CHAIRMAN’S REPORT FOR YEAR 2023/2024
This year the parish council said goodbye to Councillor Trevor Hughes, who stood down due to work
commitments having played an active role in the parish council. We welcomed Elisabeth Donachie to the
parish council and hope Elisabeth will get involved and enjoy her role as a parish councillor.
It has been the second year of Askam and Ireleth being part of Westmorland and Furness, which has had its
ups and downs. One of the downs is that Westmorland and Furness will no longer be funding the Christmas
tree and Lights for the village and the parish council will fund this in future years. There were also issues with
organising the Service of Remembrance with the new council which was frustrating including having to
produce a risk assessment for the public attending as we were deemed to be the organisers of the event.
The parish council have again been supported by our Westmorland and Furness Councillors Daniel Edwards
and Ben Shirley. Askam and Ireleth still have a dedicated street cleaner provided by Westmorland and
Furness Council who comes once a fortnight and this does help keep the village tidy.
The parish council have been awarded a grant from BAE systems to fund a statue for the memorial garden.
This statue is being manufactured by Furness Fluid Power and it is hoped to have the statue in place in the
near future. Councillor Hughes mentioned earlier played a massive role in this project liaising with both BAE
and Furness Fluid Power.

This year the parish councillors, in particularly Councillor Bill Wilson spent a lot of time responding to the
Roanhead Farm Development on behalf of the parish council with a meaningful response to the proposed
development. In fact, we have submitted two responses, one in July 2023 to the original proposal and then a
second in February of this year to the amended proposals. We have also prepared a statement in readiness for
the planning committee.
The Service of Remembrance did go ahead, and as always it was well supported by the community, even
though the weather was not kind. The parade was led by Kirkby British Legion and Askam Town Silver Band
provided the music and band member Robert Tyson played the last post and reveille. Many local groups
supported the event. Thanks to Duddon Inshore Rescue for providing first aid cover and the Scouts and
Beavers for their help. Thanks also to the neighbourhood police team who supported the event.
This year saw the police pod being removed from the Community Field. Unfortunately, the pod was beyond
economical repair and no longer being used by the neighbourhood police team. The pod has served the
community well over the years.
The parish council continue to support youth groups in the village and donations were given to Scouts, Cubs
and Beavers, Brownies and Rainbows and Askam Youth Action. The parish council have also supported the
Friends of X112 Bus Service who run a bus service to Barrow on Fridays.
The parish council have continued to fund the landscaping maintenance contract in the village. Keeping areas
within the village looking tidy. Thanks to Wayne Smith and his team at Aqua ProJet. Further work was
carried out at Steel Street/Sharp Street Park area by South Lakes Tree Surgeons with trees being removed and
new trees planted. The fencing in the park was repaired and parts of the missing privet hedge planted with
saplings. More work will be done to the trees in the autumn.

Askam-in-Furness Cumbria Proposal : Application for a Certificate of Lawfulness for an
Existing Use or Development (CLEUD) to establish the defined plot of land has
historically been used as a private domestic garden.
The applicant was present at the meeting and explained the basis of this application.
The Chairman acknowledged his statement and said the parish council would defer the
decision to the planning officer.
Westmorland and Furness Council have been awarded a £1.7 million from the
government to improve and extend bus services across the County. On Monday
15 April Councillors Alan Mason, Elisabeth Donachie, Mike Cumming, and the
Clerk joined a TEAMS session with Mark Hodgkiss and Mike Miller from W&F
Sustainable Transport & Highways Team and Rachael Kelly from CALC. They
gave a presentation regarding Bus Service Improvement Plan plus funding. The
presentation included a list of potential improved bus routes, none of which
included bus routes through Askam and Ireleth. When asked about this Mark
Hodgkiss replied, ‘just because something is not on the list does not mean it cannot be
added, and just because something is there, does not mean it will be progressed’. The list
was always intended to get people thinking, rather than be a definitive list of options, as
if it had been there would have been little point in the extensive consultation currently
taking place. Most of the suggestions on the “Barrow” list were urban ones as most of
the current services are in the urban area – and many of the ideas were supported when
we ran a Locality Board briefing with Members few weeks ago. There was then a
discussion about a College / BAE bus which is certainly worth investigating, but peak
buses are expensive to provide, and it is the question of “what happens when the funding
runs out” or more likely “funding reduces”, when only the strongest services will survive
– which is why we were looking more at the more populated areas, but that does not
means the Council cannot support something for the Askam/Kirkby in Furness or any
rural area. The parish council asked about a feeder bus to Dalton. Mark’s response -
I have been about long enough to remember a previous campaign for a bus from Askam
to Dalton, and that when it was put on it was very poorly used and did not last long.
Blueworks also tried it and quickly abandoned. A direct bus to Barrow is much more
likely to be successful, although with Aldi / M&S and Booths in Ulverston, a service in
that direction may have appeal, especially as it is a more difficult rail link. There is also
the Ulverston Rural Mobility Digital Demand Responsive Transport scheme coming soon
to the area which will offer on demand travel seven days a week, which may fit local
needs better than a traditional bus service.
On Friday 26 April 2024 there will be a Drop-in session regarding the online
consultation between 10am and 2pm at the Forum and the parish council advise
anyone interesting in an improved bus service for our village to attend.
The workshop was to try and mobilise community strengths and enhancing community
collaboration. Representatives from all Town and Parish Councils attended the workshop
to discuss working alongside communities to address local priorities, and explore how
the Community Power Programme should evolve, and consider any steps and
opportunities which could be taken to advance community powered ways of working.
Councillor Alan Mason attended this workshop on behalf of the parish council.
Councillor Mason was the only representative from the Furness area. Councillor Mason
said that what came across from several parish and town councillors was a feeling that
the officers at W&F council regard them as a nuisance and something to be ignored if
possible. Many saying they do not get replies to emails and others saying they do not
have a clue who to contact. CALC said they would feed this back to W&F.
The annual renewal had been received with a breakdown of what benefits the parish
council receive from membership of CALC. A sum of £551.35 for this year was agreed.

council at a cost of £1547.05 due on 1 June 2024. This was agreed.

Councillor Daniel Edwards reported that he had contacted Chris Jones at W&F council
regarding the coastal erosion of the sand dunes to the east side of Askam pier during the
high tides. He has asked Chris to inspect the area. Councillor Edwards was still waiting
for W&F to give a timescale as to when the A590 and A595 will be cleared of litter. Cllr
Barker said he believed a lot of the litter was from skips which were not covered
properly and were being allowed to spill rubbish onto the roads. Councillor Edward has
been approached regarding the traffic lights on the A595, which is due to work being
carried out by Cadent. Councillor Edwards will contact Highways. Councillor Edwards
said he would contact Mark Hodgkiss of W&F Sustainable Transport Team regarding the
bus service improvements consultation on behalf of the parish council.
The monthly expenditure spread sheet was made available to the councillors. This was
agreed and accepted.

7/03/24: REPORT FROM BARROW NEIGHBOURHOOD POLICE TEAM
10 crimes reporting in period 20/02/24 – 19/03/24 of these 5 have investigations ongoing, however all parties known and no wider impact on the community; others have been finalised and there are no ongoing concerns for the wider public in Askam and Ireleth. 1 minor road traffic collision reported on Dalton Road bye-pass.
During the last meeting we gave an update on SID being placed on Dalton Road facing the Dalton roundabout direction at the 40mph sign, in the meantime we have turned it around to face the level-crossing, at the same location, and are pleased to report that of over 41,000 vehicles over a two-week period the average speed was 39.9mph; this was within the 40mph limit, and although this is pushing the higher limit it can be explained that within the range SID detects the vehicles they will have been about to enter a 60mph limit. So overall we are happy motorists are respecting the speed limits.
We are pleased to introduce your new Community Beat Officer and Police Community Support Officer, who took up their posts on 18th March 2024, for the Dalton & Askam ward. Unfortunately PC 2997 Chloe Dixon is on pre-arranged training this week and PCSO 5426 Talitha-May Hickey has existing commitments to finalise on her previous Barrow Town Centre ward so neither are able to attend this evening, however they have many plans in the coming days and weeks and have arranged a meet-and-greet session in Askam Library on Thursday 11th April 2024 between 1400 and 1600 hours, we will be sending out posters and social media details in due course, but any opportunity to share this with your residents would be appreciated.

9/03/24: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLOR
Cllr Edwards reported that he had attended the W&F locality board meeting prior to the parish council meeting. There had been discussions with the Rights of Way team regarding replacing footpath signs within W&F, this had been agreed. The 10p swim initiative had proved very successful earlier this year and would be rolled out again during the May school holidays, this would include Dalton Leisure centre. Cllr Edwards is still concerned about the amount of litter on the A590 and has highlighted this again to Officers. Cllr Harry Barker said he had noticed a large amount of insulation material had been spilled along the Dalton by-pass from Park Road, probably this evening. Cllr Susan Orrell asked Cllr Edwards about the bus shelter near Greenscoe, which is in a poor condition. Cllr Edwards said he was trying to get this bus shelter removed, but the issue was trying to ascertain who it belonged to.
