A resident of Dalton Road raised concerns regarding a road being constructed onto the A595, Dalton Road giving access to land near the railway line. This newly constructed road gives access to a large piece of ‘allotment land’ which is being cleared. The parish council have not received any applications from W&F Planning regarding this development or construction of a road onto the A595, which the parish council believe is dangerous and inappropriate. Previous applications have been made to give vehicle access to these ‘allotments’ and have always been refused. The parish council shared the resident’s concerns. Cllr Daniel Edwards said he would raise this issue with Cllr Ben Shirley, who may already be dealing with this. The parish council will also contact Cllr Shirley.

Cllr Shirley informed the parish council that progress is being made with regards to this issue which was highlighted by Furness Cars & Commercials. Peter Thornton Westmorland and Furness Member of Cabinet for Highways has now picked this up and is dealing with it. Cllr Shirley will keep the parish council informed.
Cllr Edwards believes that some plates have been replaced, the parish council informed him that the plate has not been replaced. Cllr Edwards will speak to the Officer dealing with this.
Grass cutting has taken place by W&F contractors. W&F have had meetings with their contractor and hopefully more staff have been sent to Furness to carry out grass cutting and regular meetings will be held with the contractor to make sure their contractual duties are being carried out. Complaints have been made regarding the footpath/cycle path on the A595. Highways visited the area and it seems they do not believe there is a problem, which is not what the people using it believe.
Cllr Edwards contacted W&F Highways regarding extra double yellow lines across the road from the surgery. The response was that there were no plans to instal further double yellow lines. If this becomes a problem with increased use of the surgery, it will be something we will need to raise with W&F.
The Enforcement Officers have been visiting the area and have seen an improvement, but there is still a dog owner allowing their dog to foul and not picking up.
PC Chloe Dixon reported on the Askam Stats June – July. 22 incidents were logged during the period, including concerns for welfare – no issues found, missing child – again no issues, neighbour dispute, 2 verbal domestic abuse, problems with children fighting, 1 hate related incident involving children, 1 RTC, 1 sudden death, GBH recorded arrests made, released on bail, one person injured and air lifted to hospital. Again, e.bikes are an issue, PC Dixon asked for information regarding ownership of these vehicles.
Update from Speed Indicator on Duke Street 12.6 to 21.6 85 percential 20 mph 6,456 vehicles counted in the period. Busiest times 8am to 9am and 3pm to 4pm. 26.6 to 3.8 85 percential 21 mph 7,648 vehicles counted.
PC Dixon said that there will be an extra police officer for Dalton North PC Henry Wray would be joining the team and was in the process of getting to know the area and PC Dixon would be introducing him to the village and it was hoped he would attend a parish council meeting.

Proposal Application for the approval of details reserved by Condition No. 3 (Badger Survey and BNG Deemed condition) of planning permission B18/2026/0146 (Installation of 20m bridge to cross the valley at Sowerby Wood to establish the approved route of the King Charles III England Coast Path). No objections or comments.
Reference Number : B18/2026/0241 Location : Robbs Water Farm Park Road Barrow-In-Furness. Proposal : Erection of building to house vending machines for the sale of milk produced on the farm and associated car park. Concerns raised regarding access to development from A590.
Reference Number : B18/2026/0240 Location : 252 Ireleth Road Askam-In-Furness Proposal : Continued use of the property as a children’s home (Use Class C2), increase the number of children accommodated from three to four and associated staffing and care arrangements. No objections, supported by the parish council.
The Chair had responded on behalf of the parish council; he urged members of the parish council and the public to respond.
The Chair had received a quote from our landscape contractor for extra work in the village – to clear overgrown shrubs and ivy at the jubilee fountain area, cut back dogwoods to clear pathways at Stafford Street/New Road, reduce height of shrubs on Wakefield Street at a cost of £1,540.00. This was agreed by the parish council. Work could not commence until the end of September.

The wooden fence where the vehicles park is in a poor condition and needs replacing. The Chair asked that the parish council agree to get quotations for this work.

The parish council have received a complaint from a resident of shrubs and trees from the garden over-growing onto their property. The whole garden area needs work, after the nesting season, and the Chair asked that the parish council ask our Landscape contractor to provide advice and a quotation.

Cllr Edwards said that W&F had received a substantial number of complaints with regards to grass cutting and general maintenance of many areas in Furness. The contractors had brought in extra staff to deal with these complaints, and their progress will be closely monitored by W&F.
Meetings of W&F will take place over the next few months regarding budget cuts and savings; it was hoped that frontline services would not be affected. There are plans to sell/re-purpose council owned buildings – The Nan Tait Centre in Barrow is part of this plan.

Member of the public raised concerns about speeding traffic on Duke Street around school times. He witnessed a blue SUV driving over the 20-mph speed limit, which he felt was a danger to the children walking across the road to Askam Village School. Measures have been put in place with flashing lights. Cllr Donachie would raise this issue with the Head at Askam School. Cllr Edwards would contact the neighbourhood police to ask if they could carry out speed watch sessions in the area. The parish council would like to remind people that the whole of Askam is 20 mph, they asked that particular care is taken by drivers around the school.

Cllr Edwards has received no updates from the officer in charge of replacing street plate names. He has raised this with Tracy Ingham at the Annual Westmorland and Furness Council meeting.
There have been further concerns raised about the quality and frequency of grass cutting in the village by Westmorland and Furness. Areas of concern in particularly are Ireleth Cemetery and churchyard, play areas and the Memorial. Cllr Edwards would contact W&F to raise questions regarding the contract W&F have with their contractor.
PCSO Charlie Tomlinson sent in the report -1 Public order – male arrested, 1 Domestic abuse – verbal disagreement, 1 criminal damage – currently being investigated, 1 concern for welfare – safe and well, 1 fires on the beach – currently investigating, 1 stolen motor vehicle - uplifted by police.
CA 13/46 Application to register waste land of the manor as common land CL77 Common Hest, Saves Lane, Ireleth. Cllr Mason explained the background to this application. It is to formally register this area as common land as a requirement by the Open Space Society. The land will be owned by Westmorland and Furness Council; this will protect the land from Development. The parish council had no objections to this application.
The parish council were asked to review and approve this document, which had been sent to each Councillor prior to the meeting. This was agreed unanimously and would be signed by the Chair and RFO.

Cllr Susan Orrell stated that there was a vacancy for a Foundation Governor at Ireleth St Peters School, anyone interested could contact the school on 01229 462753. Cllr Elisabeth mentioned that there was also a vacancy for a Governor at Askam Village School contact the school for details on 01229 462814.
The parish council have received a complaint regarding a large amount of dog mess in the hedge near the car parking area at the park. It would appear that this is probably being caused by someone letting their dog(s) out without supervision, allowing them to clean themselves and not picking up. It is disappointing as the parish council have purchased bins for the area and are working with our landscape contractor to enhance the area for residents. This is not only illegal act it is anti-social and a health hazard. The parish council will seek advice from Enforcement Officers but ask in the meantime if anyone has information to contact the parish council and to whoever is doing this to think about their actions and our community who use this area and PLEASE BE A RESPONSIBLE DOG OWNER.
This year’s planting will be carried out by Charnley’s Garden Centre, the parish council is pleased to be working with Marc Charnley and Sam Procter. Planting will commence in early June.
The Clerk met with SprayAway Cumbria regarding cleaning the area around the jubilee fountain and bus shelter area. A quote for the work to power wash, chemical treat, cleaning bus shelter, litter bins, benches and fountain, disposal of waste £459.00. It was agreed to carry out this work. Askam Bowling club have kindly agreed that SprayAway can fill their water containers at the club, which is very much appreciated.

The Parish council remains stable this year with no changes in councillors.
One of the most important issues for the parish council last year was that the planning application for lodges at Roanhead Farm was refused by Westmorland and Furness Planning. No appeal was lodged by the applicant. This application took up an unprecedented amount of the time for the parish council sub-committee – 3 years in all responding to planning, attending meetings and meeting with other groups. I would like to thank all of those who spent so much of their time, energy and experience in responding to the applications. I would also like to thank the Save Roanhead Group, National Trust, Friends of the Lake District, Cumbria Wildlife Trust and many individuals and other Nature and Wildlife groups who like the parish council felt Sandscale Haws, Roanhead and Askam Beach were worth saving from this Development for future generations.
The Service of Remembrance in November was again well attended with support from the Clergy, British Legion, Askam Town Silver Band and local organisations, Scouts, Cubs, Beavers, Brownies and Rainbows and of course Duddon Inshore Rescue who support as well as providing first Aid cover. Thanks also to the veterans and members of the Public who year upon year turn out in large numbers. As usual the Neighbourhood Policing Team were in attendance and aided with the road closure, we are very grateful for their continued support of the Parish Council. And to the team who provide refreshments in the community centre.
The Christmas event was a success with thanks to Platform 1 and the Community centre for their support, Askam Silver Band were again involved and added greatly to the festive spirit with their repertoire of music. A special thanks to the K2B event Marshalls who provided us with the Road closure management without which we could not have had the event, hopefully this will be the start of a partnership with them. We again had an excellent Xmas Tree from Stribers with HBP assisting Optech to erect and dress the tree. Again, thanks to all.
During the year Westmorland and Furness changed their contractor for gardening services in the area, unfortunately so far in the village this would seem a retrospective step.
In stark contrast to the PC’s new provider Mike Hool, who has replaced Wayne Smith of Aqua Projet who decided to concentrate on his main business. Mike is proving to be a worthwhile asset as he also does tree works. The PC is responsible for landscaping in many areas within the village and we continue to strive to make them attractive.
We have repaired or replaced many of the benches within the Parish and hopefully these efforts can be seen.
Partial works to the Gazebo during the winter were complete to the roof canopy and painting is scheduled for June.
The PC continues to support youth groups in the village Scouts, Cubs, Beavers, Brownies and Rainbows, Drop Zone and Askam Youth Action, we especially supported Askam Youth Action because of funding difficulties caused by changes by many organisations’ requirements from small volunteer youth groups. This year the parish council also supported Sisterhood and the Hive group who meet at the rugby club on a Monday morning.
The parish council also supported Askam Bowling Club by helping them to purchase a watering system for the bowling green.
Finally, I would like to thank our W&F councillors for their continued support, Cllr Dan Edwards and Ben Shirley and to the Parish Councillors with a special thanks to our Clerk who holds everything together and puts a lot of work into the events and the monthly running of the Parish Council.

5/04/26/4: Sellafield Parking. Cllr Daniel Edwards has been in discussions with Highways regarding issues with parking in and around Askam Station which involves the Sellafield parking. Mo Dooz from Highways is working with other communities in the Furness area who are experiencing issues with parking, Mo will come to Askam to assess our parking problems and hopefully come up with suggestions to help with this problem in our village. PC Chloe Dixon gave the statistic from 17 March to 21 April. 2 RTC both with no injuries, Cows on road, 2 concerns for welfare, public order offence, 1 domestic, 1 999 call aborted. 2 vehicles illegally parked with no tax, insurance have both been removed. Report of E-bike in Askam the police will be monitoring and asked for information from the public regarding times and ownership of the bike(s). The police now have special measure to deal with these bikes. A speed watch was carried out by PC Dixon on Ireleth Road, these will continue. The Chairman thanked both PC Dixon and PCSO Jones for updating the parish council and for the work the Neighbourhood police do in Askam and Ireleth. There will be a police desk at Askam Library on Friday 24th April 2026 at 14.30pm. Please do come along and meet our local community police team.

Proposal: Demolition of 3 bed bungalow to be replaced by erection of 2 x. semi-detached 4 bed homes, with off road parking for 4 cars. Concerns raised regarding taking away parking spaces on Duke Street and the proximity to the junction of Lots Road and Duke Street, particularly during school drop off and pick up times. Should the development be approved the parish council would like conditions put in place during construction to protect the neighbouring properties during the build with working hours adhered to, and conditions put in place for deliveries and construction vehicles at peak times for Askam Village School, as was part of the developments on Lots Road. Comment from parish council was that they would have preferred the development being a bungalow rather than 2 x 3 storey houses which have the potential of over-shadowing, loss of light and privacy of the neighbouring properties.

Cllr Daniel Edwards had reported the street light which had been damaged on New Road. Highways had called out ENWL to isolate the electricity connection to light. Cllr Edwards had asked for an update regarding when the litter along the A595 from Elliscales roundabout to Askam would be dealt with. He also had contacted W&F regarding the litter accumulate again on the A590 from Elliscales roundabout to Park Road. This litter was mainly empty builder's rubble bags. It was extremely disappointing as so much work and cost had been expended only recently to clear this stretch of the A590. Cllr Edwards reported that there were plans for restructuring staff positions within W&F Council and this would be discussed at Council in the next few weeks.

5/03/26/3: Garden Waste Collection: The new charges the emptying of garden waste has been agreed by W&F. The charge will be £60 per year, no collections in December, January and February. This charge is for 1 bin, if householders require more than one bin there will be extra charges. The parish council raised concerns that these charges could see an increase in fly-tipping.
5/03/26/4: Bench for Duddon Road: The new bench is on order.
5/03/26/5: Royal Mail. Delivery of letter post to Askam and Ireleth remains poor with post sometimes taking up to 2 weeks to be delivered. Incident involved dispute between young children at school, 1 x civil dispute over contracting work which resulted in verbal argument and crime for public order, 1 x crime for criminal damage & assault following two youths fighting, 1 x Civil dispute resolved, 1 x blackmail over social media, under investigation, 1 x unexpected death, not treated as suspicious, referred to coroner, 1 x concern for mental health, treated in hospital, 1 x positive stop search for cannabis, 1 x immediate response for public order, not as initially reported. No crimes recorded, 1 x cows on the road, no cows hurt in the process.

8/03/26: SELLAFIELD PARKING IN ASKAM AND IRELETH
A resident had contacted the parish council regarding issues with vehicles parking in the village by Sellafield employees. This is an ongoing problem and has been for many years. Although both the parish council and our Dalton North Councillors have met with Sellafield Management, attended meetings with both Sellafield and Highways, there has been no solution found. At one stage there was talk of Sellafield purchasing land to provide a car park, but as Askam and Ireleth are not part of the 'Energy Coast' there were no funds available to do this. It is not illegal to park in the village if your vehicle is taxed, with an MOT what is illegal is parking on pavements and blocking an access or highway which can reported to the police and/or the parking enforcement officers. Cllr Daniel Edwards stated that he had received a complaint regarding this subject and had responded. The Clerk was asked to respond.
9/03/26: FLY-TIPPING, DUDDON ROAD
Cllr Bill Wilson reported that a significant amount of wood chippings had been dumped near Duddon Road Car Park. Cllr Wilson produced photographs, it was thought that a white van may have been the offender. Cllr Daniel Edwards would report to W&F Council. The parish council are concerned about the amount of fly-tipping which seems to be on the increase, they believe because of charges at the public tips and the increase in charges for disposing of garden waste. It is a worry that this will further increase with the new charges for emptying property garden waste.

10/3/26: ISSUES AROUND RECENT ROAD WORKS ON DUDDON ROAD
Cllr John McLean raised concerns regarding the recent road works on Duddon Road which had caused disruptions and anguish for residents in the area. Cllr McLean said that the traffic was accessing the private road/unadopted from Duddon Road and onto Lord Street and then Duke Street, this was not part of the official diversion, which was not enforced by Highways. 2 vehicles were damaged on Lord Street because of vehicles using this road. Cllr McLean contacted Cllr Ben Shirley to say that he felt the road closure and diversion was badly handled with poor signage and management, Cllr McLean hoped that there would be lessons learned when other works were carried out in the village.
11/03/26: UPDATE ON STREET CLEANING
The new litter barrow ordered by W&F for the Askam and Ireleth Street cleaner as been delivered and is already in use. The parish council would like to thank W&F and our Dalton North Councillors for arranging this. It is heartening to see our village receiving attention from the W&F team in keeping our village clean and clear of litter. It is hoped that as well as the regular street cleaner the village will have the mechanical sweeper to clear the debris from the road gutters. 12/03/26: PARISH COUNCIL LANDSCAPE AND MAINTENANCE CONTRACT
Cllr Mike Cumming reported that Wayne Smith our landscaping contractor had given notice to the Parish Council. Wayne has done a fantastic job for the parish council for the last 9 years and the parish council asked the Clerk to thank Wayne for all his hard work in keeping our village tidy. A new contractor was approached, Mike Hool, who visited the village and quoted £13,200.00 for the yearly contractor. This was accepted by the parish council. Mike Hool will commence work on 1 April 2026.

14/03/26: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Daniel Edwards reported that an agreement had been reached between W&F and National Highways for litter to be removed from the A590 from Dalton roundabout to Park Road. W&F have written to all local skip hire and waste companies reminding them on the law to keep their wagons covered while on the roads. This week will be done in the next few weeks. Cllr Edwards reported that there was an issue with the streetlight on Lots Road which was being investigated by Highways. At the W&F cabinet meeting on Monday at Barrow Town Hall it had been agreed to demolish the Forum 28 and market hall in Barrow. As a Governor of Ireleth St Peter's School Cllr Edwards reported that there had again been issues with parking around the school and surrounding area.

Mark highlighted some of the works which will be taking place in Askam and Ireleth. There will be patching to Duke Street with a lead date of 26 February depending on the completion of the work by Network Rail to the railway crossing. Once the patching has been completed the plan is to surface dress Duke Street in year 26/27. Work will take place on Duddon Road to clear the drain near the entrance to Urofoam, this drain has been blocked for quite some time. Work will take place to drainage on Tippins Lane near Bankfield House in April/June time. The monies from the S106 planning condition from the new housing on Lots Road has now been located and Highways will be putting together a scheme to improve Lots Road, working with Highways Officers and the Active Travel Team. The parish council mentioned other issues in the parish, Mark said that it was important that any issue with regards to Highways is put on to HIAMS via the W&F Highways website. This is a quite a simple procedure and everyone including members of the public can report issues through this system. The Chairman thanked Mark for attending the meeting and giving such an informative update.
4/02/26/1: Access to private land: The parish council received concerns regarding people accessing private land, primarily to walk their dogs. When asked by the landowner to put their dog on a lead, the dog walker refused. The parish council reminded people that permission must be sought before accessing private land. And there are strict rules about walking dogs on leads in certain areas, especially near farmland and farm animals. It is coming up to lambing season and care must be taken around sheep and farm stock.
4/02/26/2: Grit/Salt Bins – Greenscoe: Contact from resident at Greenscoe regarding filling of grit/salt bins at Greenscoe. This was passed on to Cllr Ben Shirley who then spoke to Officers in charge of filling the grit/salt bins in the parish. The bin at Greenscoe does not appear to belong to W&F and the road up to the houses at Greenscoe is unadopted, which means the bins will not be filled by W&F.

6/02/25/1: Askam Youth Action. The parish council gave a cheque for £1,000.00 to Askam Youth Action. Cllr Daniel Edwards gave his W&F funding to the Youth Group, and it is believed they have received other funding, which means that the group can continue for at least another year. 6/02/26/5: Royal Mail: The Clerk had again written to Royal Mail regarding the issues in Askam and Ireleth regarding postal deliveries. No reply received. The parish councillors discussed the recent reports in the press and a documentary on the BBC which stated that priority is being given to parcel post and that delivery of letter post is not reaching the standard of delivery stated by the post office. The parish council believe this is happening in our area, as letter post is very ‘fit and miss’ and reports of letter post not arriving at all.
PCSO Charlie Tomlinson have the crime report for Askam and Ireleth. 2 public order offences, includes 1 boundary dispute, 2 concerns for welfare, missing person report, breach of bail conditions, 2 domestic incidents with 1 arrest, attempted burglary at a business property, report of drugs which were not located, but the police would be monitoring this, fire arms handed in, sheep and cattle on the A595 and highway closed at Elliscales. PCSO Tomlinson said there were still issues of 4 scramble bikes racing around the village. He asked that resident assist the police with any information as to who owns these bikes can they please contact PC Chloe Dixon on 101, option 2, ext. 42997 or PCSO Charlies Tomlinson on 101, option 2 ext 45455 or Crime Stoppers 0800 555 111. The Chairman thanked PCSO Tomlinson for the report and hoped he was settling into his role in our community.

Cllr John McLean asked if the charges for the garden waste collections by W&F would cover the whole of the Westmorland and Furness and not just the Furness Area. Cllr Edwards said that this would be discussed at the Council’s budget meeting to be held next week in Kendal. The inference is that the charges would be £60.00 per household and it would be the whole of W&F, but until it was brought to full council it could not be agreed. Cllr McLean felt it was grossly unfair and perhaps even illegal to make this charge just to the Furness Area and he would like to be kept updated on the decision by W&F Council.

Cllr Bill Wilson had carried out a report regarding the condition of the benches belonging to the parish council. He flagged up the benches on Duddon Road. It was agreed to replace the bench near Duddon Sports Club Fields. Cllr Mike Cumming had received quotations from 2 companies, and it was agreed to order a bench from Solway Direct at a cost of £410.00 plus VAT.

Cllr Daniel Edwards reported on the situation with the litter on the A590. Litter picking on the A590 cannot to be undertaken without National Highways permission, as they must provide the Traffic Management, which W&F must pay for. There has been a quotation from National Highways for £150K to litter pick the length of the A590, which W&F do not sufficient budget for. A revised quotation is to be sent from Keir their contractors for the section between the section of the A590 between Dalton Roundabout and Park Road Roundabout. Cllr Edwards was still progressing the replacement of the litter bins removed from Askam. At the request of the Clerk, he had contacted W&F officers regarding cutting back the brambles at Saves Lane Play Park Area. Cllr Edwards reported that there was a full council meeting in Kendal next week to discuss budgets. This would be a long meeting with some difficult decision having to be made because of cuts in funding.

Representatives from Askam Youth Action attended the meeting to discuss the future of the Youth Club, which has been active in the village for many years. The group meet on Thursday evenings and has over 100 members with each session having between 55 and 60 children in 2 age groups. The group are struggling to secure grant funding to support the club over the next few months. Councillor Shirley has asked Officers from W&F to help the group apply for the funding and the Parish Council have also supplied details of local funders. The parish council suggested the group apply to the parish council for a grant and provided a grant request form for them to complete and return to the parish council. Everyone agreed that this club is extremely important to the village and needs all our support to keep it going for the young people. The parish council thanked the group for all they do for our young people.

PC Dixon introduced PCSO Charlie Tomlinson, the new PCSO for Dalton North. PCSO Tomlinson will be a regular visitor to Askam and Ireleth and is already taking an active role.
Report from PC Chloe Dixon. Dates from 15/12 - 20/01 4 RTC 2 caused by bad weather conditions, no serious injuries, 2 verbal, 2 arrest stolen vehicle, 2 concern for welfare, safeguarding put in place, border dispute which was deemed a civil matter, harassment, sudden death, railway crossing barrier fault, 2 vehicles reported with no tax or MOT, 1 in Duddon Road and 1 in Steel Street these have been reported and action will be taken. Reports of 2 E-bikes driving dangerously around the village, this is an ongoing problem, and the police are acting across the Furness area and now have extra powers to remove these bikes. If anyone has any information as to who owns these bikes can they please contact PC Chloe Dixon on 101, option 2, ext. 42997 or through Crime Stoppers 0800 555 111. Construction of a detached, single storey building forming a storeroom. The parish council were pleased to see that the planning officer met with the needs of this property being in a conservation area.
Councillor Mason reported that the application for a replacement Wind turbine at Greenhaume had been refused by Planning, one of the main concerns was that this much larger turbine could seriously compromising aircraft accessing Walney Airport.
8/01/26: WASTE AND RECYCLE BIN COLLECTIONS
Cllr John McLean stated that the emptying (or lack of emptying) of waste and recycle bin collections over the Christmas and New Year period had been appalling and that W&F had failed to adequately communicate the situation to the residents. There was a lengthy discussion regarding the poor service which is being provided by W&F regarding waste collection and recycling which seems to be fair worse in the Furness area compared to other areas in W&F. This was raised at the W&F Barrow Local Committee meeting, and a very strong letter of complaint has been written to the Chief Executive of W&F. Councillor Shirley and Councillor Edwards agreed this situation was unacceptable and they would be continuing to ask for explanations and answers from W&F councillors and officers.
09/01/26: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Cllr Shirley reported that repair work to the fence at Askam Railway station will be carried out before April 2026. Cllr Shirley raised the matter of the deep concerns and disappointment expressed by Westmorland and Furness to the changes to services funding by the Government. The council have submitted a robust formal response to the government’s consultation and await the outcome of its final financial statement in early February. If this proposal goes ahead, it will mean cuts to vital services. Cllr Shirley reported that funded had been allocated to extra bus services and both Cllr Shirley and Cllr Edwards would be lobbying for additional services through Askam and Ireleth for the no 7 bus service.
Cllr Edwards reported that he had been in contact with W&F for a very long time regarding the terrible state of the A590 as you drive into Barrow. No-one wants to take full responsibility for picking up the litter on this road, which is in a terrible state. Barrow Local Committee have written a strong letter to the W&F and asked that something is done about this litter as soon as possible. Cllr Edwards spoke of the meeting held at Barrow Town Hall with Morecambe Bay Health Authority, although it was an open and honest meeting there was not too much good news for Furness General Hospital. At the moment the CT scan is not working but will hopefully be replaced as soon as possible. There is a programme of cutting beds on all wards at FGH and waiting times at A&E and allocation of beds is still not good, but not as bad as Lancaster Royal Infirmary, which doesn’t fill anyone with confidence as we were told that patients from Barrow could be sent to Lancaster.

8/12/19: RESIGNATION LETTER FROM PARISH COUNCILLOR DAVID KNIGHT
Parish Councillor David Knight read out his letter of resignation. The parish council are sad to lose Councillor Knight who had proved to be a great asset to the parish council over the 9 years he had been a member of the parish council. The parish council gave a vote of thanks to Councillor Knight and wished him all the very best for the future.
9/12/19: BUDGET & PRECEPT FOR YEAR 2020/21
Cllr Mike Cumming reported that following on from the excellent meeting held after the last parish council and the ideas put forward both from the parish council and from items within the parish plan a budget was agreed and the precept set at £24,000. Cllr Cumming thanked the Councillors who had put forward proposals and costings for the Projects. The Clerk was asked to contact Barrow Borough Council to confirm the precept.

10/12/19: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Daniel Edwards reported that the steps at Duddon Road park car had been repaired by the Borough Council. The street signs at Alexander Place and Ireleth Brow are still to be fixed in place. Cllr Edwards will continue to press Streetscene to install at litter bin on the lay-bye at Ireleth Brow.
County Councillor Ben Shirley reported on County Council matters and asked that both parish councillors and residents report any highway issues such as blocked drains, streetlight faults via the County Council website. Cllr Shirley spoke about the accident which occur on the Lots Road near the pensioners bungalows. Cllr Shirley said that the lady involved in the accident was still in hospital and both the parish council and Cllr Shirley expressed concerns for the lady and her family and hope that she makes a full and speedy recovery. Cllr Shirley praised the efforts of the emergency services, Cumbria Highways and Askam Village School. Cllr Shirley is in close contact with the school and Paul Milburn of the Fire Service regarding the accident. The parish council said that they were keen to help in any way they could.

Response received that these bins are past their serviceable lifetime and will be replaced. Councillor Susan Orrell asked that the one removed from Marsh Street be replaced as soon as possible as this was a well-used bin, particularly for dog walkers using the coastal path. Councillor Daniel Edwards said he would contact the team at W&F.

5/12/25: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETING
5/12/25/1: Parking at Furness General Hospital. The Clerk had contacted Patient Services at Morecambe Bay Health Authority regarding Cllr Donachie’s query about changes to parking arrangements at FGH. The response received was a little confusing as according to them the parking arrangements for clinics running late had not changed and staff would inform the parking team of an issue. It was stated that the trust would be moving to ANPR (Automatic Number Plate Recognition) in 2026, which will record actual timing of parking and provide multiple options for payment on departure. Councillor Shirley said he understood that this was the policy at other hospitals within the Trust but was concerned that special arrangements made for certain departments within hospital were carried over to the new system. The Clerk would contact Patient Services and the ask the question.

6/12/25: REPORT FROM NEIGHBOURHOOD POLICE TEAM
Report from PC Chloe Dixon. Dates from 15/11 - 15/12 1 hate incident which was dealt with by NPT, male arrested, 1 robbery taking a vehicle without consent and driving under the influence of drug (all one linked incident, suspect arrested. Investigation ongoing), 1 child neglect – person arrested and investigation ongoing,1 item in the highway, 2 missing persons, found safe and well, 1 harassment (multiple calls to service) linked to antisocial behaviour, kids planning knock a door run. PC Dixon has attended each child’s address, made parents aware. The children have all apologised and will be getting a detention and education at school with PC Dixon regarding their behaviour, 1 harassment under investigation, 1 criminal damage closed by control room at time reported, 1 road traffic collision, minor injuries, 1 broken down vehicle, 1 accidental call, 1 theft, 4 domestic incidents/concerns for welfare at same address which were dealt with alongside ambulance service, 1 antisocial behaviour, linked to the other logs these have been dealt with by PC 2997. Recently joining the team for Dalton North is PCSO Charlie Tomlinson, it is hoped we will see Charlie around the village soon.
7/12/25: REPORT AND DISCUSS PLANNING
There were no new planning applications to discuss.
Councillor Ben Shirley reported that Westmorland and Furness Planning were expecting to receive a challenge to their decision to refuse the Roanhead Lodge Development. They were expected a complaint to the monitoring officer. Councillor Shirley also reported he was expecting to be contacted by the Noventum, regarding their application for a solar farm off Lots Road. Councillor Shirley has objected to this application, as have the parish council.

9/12/25: COMMUNITY EMERGENCY HUB
The parish council have been contacted by Westmorland and Furness Council regarding setting up community emergency hubs in a dedicated building in the village. As the parish council do not own any property it is difficult to respond to this request. There are community buildings in the village which maybe willing to provide this facility. Councillor Ben Shirley will speak to the officer and discuss with her.
10/12/25: WESTMORLAND AND FURNESS NATURE RECOVERY
Westmorland and Furness have grants to provide wildflower and pollinators for land/areas around the county. A list of areas within the village were supplied by Councillor Ben Shirley. The area on the Lots was suggested, unfortunately the land was not a chosen because the soil was too rich. Other areas were tested; we are unsure of the results. The Clerk was asked to contact the Officer in charge ask the question and arrange to meet for a walk around the village and look at potential areas.

11/12/25: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLORS
Councillor Shirley and Councillor Edwards reported. Saves Lane – Highways had carried out a survey and agreed that work needs doing to the road surface. In the first instance they will fill in the potholes and later look at resurfacing the road. Contact with Network Rail regarding the fencing near Askam Railway crossing which was damaged after a vehicle crashed into it. Work would commence shortly. Councillor Shirley has spoken to the police and crime commissioners regarding serious concerns about traffic and accidents on Ireleth Road. There is a major concern that this will worsen when the Grizebeck by-pass is completed with more traffic using Dalton Road/Ireleth Road, particularly more HGVs. Councillor Shirley has contacted Highways with a joint request from himself and Councillor Edwards. He asked that measures be put in place to reduce speed throughout Ireleth and into Askam on Dalton Road. Ultimately, we would like speed cameras on this route, or at least fixed speed indicator devices. Further, we want to continue to press for the 40-mph speed limit along the A595 to be extended to up by Askam brickworks so that it makes the Lots Road/A595 junction safer. Next, I wish to request a traffic management and parking strategy for Dalton with Newton, and for Askam and Ireleth. Finally, making Lots Road safer is another key priority for residents and motorists in Askam. As part of the traffic management survey I am requesting, it may prove that making Lots Road and, therefore, Askam a one-way route is a possibility. Whilst I’m on, please may you expedite repair of the road signs at Askam Railway Crossing ASAP. Both councillors reported on the budget consultation by Westmorland and Furness Council. There is a possibility that W&F council will need to make between £10 and £20 million cuts to their budget. This could have a devastating effect to services, particularly in rural communities.

5/12/20/1: Coastal Erosion, Marsh Street. Cllr Susan Orrell reported that Barrow
Borough Council had visited the area of the sea defence, but had stated that this was not
a priority, which was not acceptable to residents living near this area. United Utilities
had also visited the area to look at the sewer pipe, no update from them. The Clerk
would contact Cllr Ben Shirley to ask if there had been any update.

5/12/20/2: Parking Issues at Ireleth St Peter’s School. Since the last meeting there
had been a near miss at the school involving a vehicle running the red light. The
Community Speed Watch Team had been in the area on Friday 11 December and had a
chance to the view the area. The Clerk who is also a Governor at Ireleth School would
make a report of the observations and send to the School and the Governors for their
comments before sending to the relevant authorities.
5/12/20/3: Land at the rear of Sharp Street. This will be covered under item 11.
5/12/20/4: Community Speed Watch. The group had carried out a speed watch on
Friday 11 December with the new speed gun. The Chairman and Vice Chairman were
concerned that these activities were not being carried out in a proper manner, no Risk
Assessment and not using the correct PPE. Cllr Smalley said that he was using the
guidance from the Police, Cllr Smalley would make further enquiries with his contact
within Cumbria Police. Because of the concerns Cllr Smalley would halt any further
sessions, which was disappointing to the Speed Watch Team.

Ireleth St Peter’s school after report of near miss on crossing. From 2/12/2020 to
15/12/20 this is a 30mph speed limit area. 85th percentile speed 21.9 mph; maximum
speed 50 mph at 820 hours 14/12/2020; total vehicle count 21,364.

A separate meeting had taken place on 23 November 2020 to discuss the budget for
2021/22 and set the precept. The precept was to be set at £17,500 for the year. This
was unanimously agreed and the Clerk was asked to respond, when contacted by the

It was hoped that the sale of the surgery would be completed on Thursday 17 December
and Duddon Valley Medical Practice will be able to access the surgery and make the
changes necessary to commence business by early January 2021. Cllr Ben Shirley said
that without the Buyer coming forward and purchasing the surgery Askam and Ireleth
would have lost this vital service in the village and together with the parish council he
expressed grateful thanks to the Buyer. He also thanked the parish council for their
support and the members of the Save the Surgery Group who had worked tirelessly to
bring this project to a successful conclusion.
Cllr Bill Wilson spoke of the work Jane and Tom Graham do in the village to provide a
wonderful Christmas display at their home for everyone to enjoy. Their chosen charity
for donations is the very worthy North West Air Ambulance who provide emergency
services in this area. It was agreed that the parish council would donate £100.00 to the
charity and thank Jane and Tom for their efforts, which are very much appreciated.

An email had been received from Modlar Limited regarding illegal structures being built
on their land at the rear of Sharp Street. Modlar asked if the parish council might feel
able to offer them some support by way of a formal letter/notice regarding these illegal
activities. The parish council did sympathise with Modlar, but felt they were not able to
write such a document as this was private land. The Clerk would respond to Modlar.
Cllr Ben Shirley had received correspondence regarding concerns from residents
regarding the new structure which had appeared at the rear of Sharp Street, Cllr Shirley
has contacted the Borough Council Enforcement Officer and Modlar Limited.
Cllr Ben Shirley gave an update on the problems with flooding on the A595 near Moor
Road. Highways Officers have been investigating the problems and will be carrying out
further investigations. Some of the issues involve the BT underground junction box near
the junction of Moor Road and Tippins Lane which has become blocked and is causing
flooding and also a spring of water coming up through the pavement near the traffic
lights. This will be cleaned as a priority. The build up from the road surfacing work has
also caused problems with flooding and raising of the kerbs is being looked into by the
County Council.
Cllr Daniel Edwards gave an update on the planning committee meeting held this
afternoon.
