3/11/21/2: Illegally parked Vehicle on Steel Street Car Park area. A vehicle has been parked for some time on the car park area, it has no tax or insurance. Advice will be sought on having the car removed.

Figures for October 2021 1 anti-social behaviour, neighbour issues regarding loud music; 1 assault, domestic related common assault; 2 criminal damage, damage to window at Hawthwaite House by resident, damage relating to neighbourly dispute; 0 drugs; 2 harassment both involve a neighbour dispute at 2 separate addresses, not connected; 0 hate incident; 1 public order, public order incident relating to issue with neighbours; 2 theft, theft of copper wire from solar farm and theft of 5 Jacobs sheep from Marton.
PCSO Perry informed the parish council that this would be the last time she would be representing the police at the parish council meeting. PCSO Perry will be taking up a new post with Cumbria Police and a new Officer would be taken over Dalton North. The parish council thanked PCSO Perry for her 13 years of service to our community and wished her every success in her new post.

National Trust Ranger Emily Williams made representation at the meeting and gave an overview of the application and what was intended by the National Trust for the area. Emily then answered questions from the parish council.
The parish council had no objections and supported this application.
A date had been booked for the planning training for all parish councillors. This would be Thursday 27th November at 6pm in Duddon Road Church.
8/10/25: ESK ACTIVE TRAVEL UPDATE
Cllr John McLean had been contacted by the action group regarding the parish council supporting this scheme. Questions were raised regarding the route and whether it would join up with the King Charles III footpath. Cllr McLean would contact the action group and report back to the parish council.

9/10/25: SANDY LANE AREA
Cllr Alan Mason had been approached by a member of our community regarding the sterling work being carried out by Mrs Fiona McMullen, who had been tidying up and clearing weeds from the area at the ginnel top of Sandy Lane, of unknown ownership. Councillor Mason said this is the sort of public-spirited gesture which should be applauded. The Clerk was asked to write a letter of thanks to Mrs McMullen.

10/10/25: SERVICE OF REMEMBRANCE
This years’ service of remembrance will take place of Sunday 9 November 2025 at 2.15pm in the Memorial Garden. Meet at the community centre at 2pm, refreshments will be served after the service in the community centre.
11/10/25: CHRISTMAS TREE LIGHT SWITCH ON
Arrangements are still to be finalised for the light switch on. The plan is that the Christmas tree lights will be switched on 6pm on Saturday 29 November.
12/10/25: UPDATE FROM WESTMORLAND AND FURNESS COUNCILLOR
Cllr Daniel Edwards had been in contact with Highways regarding the poor state of the Lots Road which had large potholes. Highways reported that this work will be carried out in the next few weeks. Cllr Edwards was still progressing the repair to the bus shelter on Duke Street with W&F. He has been in contact with Highways regarding adding Lots Road and Duke Street to their winter gritting schedule. In his role as a Foundation Governor at St Peters School, Ireleth Cllr Edwards reported that the school were still seeking to employ someone to man the crossing at the school. The school were also had a vacancy for a Foundation Governor. Anyone interesting in either of these positions should contact St Peters School, Ireleth.
Cllr John Shields asked Cllr Edwards for an update on the situation with the proposed downgrading of the level 3 Intensive Care Unit at Furness General Hospital. Cllr Shields had attended a meeting at Hawcoat Park with Michelle Scrogham MP, in attendance were retired surgeons and nurses, many from the ICU, along with residents. Cllr Shields said he was shocked and appalled at the way this proposed downgrade has been handled and asked if the parish council would consider sending a letter supporting keeping an ICU at Furness General.
The parish council agreed and asked if Cllr Shield would formulate a letter for the parish council, as he had attended this meeting.

3/10/20/1: Parking at Ireleth St Peter’s School. Headteacher Rachael McFarlane of
St Peter’s school, Ireleth and Rebecca Knagg of the Friends of Ireleth School addressed
the parish council regarding their concerns about parking at ISP. This is an ongoing
issue, and Mrs McFarlane was keen to update the parish council on actions that are
being taken by the school to try and alleviate the situation. County Councillor Ben
Shirley is visiting the area with Highways and Cumbria Local Committee members on
Thursday. The parish council assured Mrs McFarlane that they would do anything that
was within their power to help the school and Councillor Shirley to ensure the safety and
well being of the children, staff and parents.
3/10/20/2: Land at Rear of Sharp Street. An email has been received regarding
concerns about an allotment being extended on land at the rear of Sharp Street. This
land is privately owned, and the parish council did not feel it was appropriate for them to
get involved in this matter. The Borough Council are aware of the situation, as are the
landowners.
3/10/20/3: Bench on Duddon Road. The parish council have been contacted about a
broken bench on Duddon Road. The bench is the property of Barrow Borough Council
and the Clerk has contacted them and they are looking into replacing the it.

5/10/20/1: Speeding in the Village. Cllr Steve Smalley has received the Prolaser
Speed gun purchased by the parish council. Cllr Smalley will look at getting the team
together. If anyone would like to volunteer to join the team we would like to hear
from you. Following complaints regarding speeding vehicles, the SID has been
deployed on Ireleth Road and Dalton Road. Results will be sent to the Parish Council
when data available.
5/10/20/2: Service of Remembrance 8th November 2020. After looking at
guidelines and advice from Barrow Borough Council it was decided, with deep regret
that the parade, service, and wreath laying will not go ahead in the Memorial Garden.
The Chairman of the Parish Council will lay a wreath privately on behalf of the
community. Other organisations who normally lay a wreath can send one representative
do so privately from 11 am. On this occasion we would ask the community to observe
the silence at 11am on their own doorstep. Both churches within the parish are holding
services of remembrance.

regarding drop kerbs around the village, particularly on Duddon Road and Duke Street. These drop kerbs are not

felt that this was a matter that should be dealt with by Cumbria Highways and the Clerk was asked to forward the

5/09/19: PROGRESS REPORT FROM ACTION ITEMS
5/09/19/1: Nook Lane/ Low Lane, Ireleth. The Clerk and Cllr Hadwick had visited the area with the residents
who had brought this to the attention of the parish council. The residents and the footpath group who are
working on this footpath were advised to contact Cumbria CC Countryside Access team before they carried out
any more work. The Clerk emailed the Countryside Access Team, no response received. Closed
5/09/19/2: Resurfacing Work to Lots Road and A595. This work has been completed except for the cat’s eyes
needing to be replaced on the A595. Closed
5/09/19/3: Motorcycles using the footpath on the Headlands. No further reports. Closed
5/09/19/4: Speeding in Village. Complaints received about speeding on Duke Street. The Clerk has spoken to
Travellers Choice regarding the school buses which seem to be exceeding the speed limit on Duke Street and
Lots Road.
5/09/19/5: Sun Street/Hollowgate Road. An email from Neil Tyson says that a way forward has been reached
with Cumbria Highways regarding resurfacing work. The downside being that the work will not commence until
April 2020. Closed
5/09/19/6: Moor Road. Report from Keiron Tetchner – “I have chatted with the site engineer; United Utilities
have completed their diversion work. This has taken longer than anticipated due to a change in design.
Although there is no completion date, we are expecting the end of November for completion. But I will update
you as I am more certain”.
5/09/19/7: Illegal use of motorcycles on the beach and wood areas. This continues to be a problem.
5/09/19/8: Give Way Priority – Lots Road. Cllr Bill Wilson met with Martyn Taylor of Cumbria Highways to
discuss the suggestion by a resident to have a firm Give Way Priority on the corner near the Old Lots bridge. Cllr
Wilson said it was a productive meeting and Martyn Taylor was able to witness the problems at first hand.
Martyn said that a feasibility study was being carried out by Highways in response to the proposed housing
development on Lots Road. This study had now been completed and their findings would be discussed as part of
the planning application B07/2019/0576, an item on this agenda.
5/09/19/9: Parish Plan. Copies of the plan had been circulated around the village and details of where to collect
them would be displayed. An action item on the plan was to obtain details of what can and what cannot be
recycled in your household bins. Cllr Mike Cumming reported that these had now need received and a copy
would be delivered to each household as soon as this could be arranged.

7/09/19: TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR MIKE CUMMING
Reference No: B07/2019/0576 Location Housing Development Site, Lots Road, Askam in Furness Proposal
Residential Development of 29 dwellings, comprising mix of 2- and 3-bedroom dwellings (bungalow and 2
storey) with associated roadways, parking and amenity space. There was a lot of controversary regarding this
development particular concerns were the Lots Road which everyone believes is not fit for purpose and the report
my Cumbria Highways did not alleviate these concerns. Parking within the development, proximity to school,
risk of flooding and what impact this would have on Duke Street/Sharp Street. The Clerk was asked to send a
response to Barrow Borough Council Planning. Action Clerk
8/09/19: UPDATE FROM MEETING WITH MODLAR HOMES – CLLR BILL WILSON
Cllr Wilson gave comprehensive update from this meeting which had been instigated by Modlar to discuss their
proposed plans to develop the land in-between Sharp Street and Beach. Cllr Ben Shirley also attending the
meeting. Modlar own part of this land and have been approached by Barrow Borough to purchase the adjacent
land which they own. A frank discussion took place with Modlar. The parish council do not agree that this is
appropriate for the development of houses and present many worrying issues including extra traffic, access to the
site, the land, which is being offered to the resident, which will include an unadopted road. The parish council
agreed to support the residents and agreed that this area should be kept as a public greenspace. The parish council
advised Modlar to make contact with the residents committee and meet with them. A full copy of Cllr Wilson’s
will be sent to the residents committee for distribution. If any residents want to see this report, they can contact
Nicola Lacey or the Clerk to the parish council.
09/09/19: REQUEST FOR FUNDING FROM ASKAM COMMUNITY EVENTS
A request for funding had been received to support the Silver Sunday event on Sunday 6 October being organised
by the Askam Community Events Committee. The parish council were asked to pay for the entertainment, which
this year will be Askam Town Silver Band. This was agreed by the parish council and £50.00 will be given to the
committee.

10/09/19: SELLAFIELD PARKING STUDY
There will be a Stakeholder workshop (first phase study) on Thursday 19 September in Whitehaven regarding
parking along the Railway route to Sellafield. Cllr Mike Cumming who has been extensively involved in
this over the past few years is unable to attend, and Cllr Alan Mason will represent the parish council at this
meeting, together with our County Councillor Ben Shirley. This study is critical for our village.

The parish council agreed that the Clerk should organise this event as in previous years. Action Clerk
12/09/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLORS
Cllr Daniel Edwards reported that he had today attended a meeting of the planning committee, where the
application for extending the life of the Farm Old Park Farm windfarm had been on the agenda. The application
had been deferred until further information had been received. Cllr Edwards has been monitoring emptying of
litter bins within the parish. He has met with the Officers from Streetcare and explained that the bins are getting
being emptied regularly. Cllr Edwards will continue monitoring this and he asked members of the public
to report any bins which are not being emptied, with a photograph if possible.
Cllr Ben Shirley reported on County matters which included yellow line marking within the village which would
hopefully happen soon. Residents are concerned that vehicles are parking on double yellow lines throughout the
village and Cllr Shirley said the parking officers would be visiting the village. Cllr Shirley mentioned the sink
hole which had appeared and near the Rankin Hall. The road had been closed, but he was impressed with the
speed in which this was dealt with by Highways and United Utilities.

3/10/23/1: Caravan and Motorhome Club Certified Location Site. An application has been posted at the entrance to Roanhead Farm regarding a proposal for a CL at the ‘Rabbit Warren’ near Roanhead Crag. This was discussed and concerns were raised regarding the ecology and natural environment of this area and the damage such a development could have on the area and the habitats are species in that area. Access to the site was also discussed. With plans for other developments being submitted the parish council felt it needed to respond to this application. A response would be sent to the Caravan and Motorhome Club.

5/10/23/1: Parking in Askam. The planned walk around with parking, highways officers, Cllr Ben Shirley and Cllr Bill Wilson had been cancelled, due to unforeseen circumstances, but would be re-arranged.
5/10/23/3: Statue for Memorial Garden. The latest from W&F council is that an agreement to site the statue in the memorial is that a lease is being prepared.
5/10/23/4: Steel Street/Sharp Street Park. Work has been carried out at the park. The hedges have been lowered and some trees have been crowned, wooded fences have been repaired. This work is on-going, and funds will need to be put into the budget for next year for more work to be carried out to the trees.
5/10/23/5: Police Pod. ENWL put back the date for removing the electrical supply to the Pod. It should be started on 18 October. Removal of the Pod is being looked into and quotes are being sought to have it removed.
5/10/23/6: Parish Council Website.
The Chairman welcomed Sergeant Paul Holmes to the meeting. Sergeant Holmes gave an update of the current neighbour police team covering the area and said that new officers were due in December to help police our area. The police are currently recruiting PCSOs for the area and anyone interest should contact Cumbria Police.
Reported crimes for the period 19/9 to 17/10 – 1 Report of RTC on Ireleth Road on the 26th September 2023, 3 vehicles damaged and HGV. No injuries reported. 3 assaults against emergency workers, 3 malicious communications, 1 assault ABH, 2 harassment offences, 1 sec 4A.
Representatives from Furness Cars and Commercial attending the meeting to discuss at recently planning application they had submitted to Westmorland and Furness Planning. According to the response from the planning department the parish council were a statutory consultee. The parish council had not been contacted regarding the application. The parish council apologised for this oversight and thanked FCC for attending the meeting. The Clerk was asked to contact Planning.
Reference Number : BSS/2023/0585 Location : Land at Hawthwaite Lane, Barrow in Furness. The Town and Country Planning (Environmental Impact Assessment) Regulations 2017 – Request for Screening Opinion pursuant to Regulation 6(1): Comprising a holiday park for 40 touring caravan/motorhome/camper pitches, accommodation for reception facilities, small shop and visitor amenities (toilets/showers), 62 carbon neutral eco lodges and a car park with capacity for approximately 50 vehicles. Lodged with Westmorland and Furness Council by Queensland Developments.
This request was discussed, and a response will be sent to planning.
All the necessary forms and documents have been completed and submitted. Permission has been granted for the use of the memorial garden. The temporary road closure has been granted. Meet at the Rankin Hall at 2pm for the march to the memorial garden. The service will commence at approximately 2.15pm. Return to the Rankin Hall for refreshments.
Cllr Daniel Edwards reported that he had attended a full meeting of W&F council. Discussed had taken place regarding the closure and reduced hours at some railway station which would cause problems to rail traveller, particularly disabled travellers at stations such as Ulverston. A letter would be sent to the Government from W&F council. The issue with the bus service through Askam and Ireleth had also been on the agenda. The clash the new service from Stagecoach and the service provided by Blueworks. Chief Executive of W&F council, Sam Plum had requested a visit to the area which would take place in the future.
Cllr Edwards mentioned, in his role as Governor for Ireleth St Peter’s school, that the school are looking for a road crossing attendant. Anyone interested should contact the school.

5/10/24/1: Memorial Garden Statue. A 7-year lease has been signed. The parish council are waiting for a copy of the signed lease.
5/10/24/2: Drop Kerbs in the village. Cllr Ben Shirley will be having a walk around the village with a resident to look at drop kerbs and will be meeting to Highways to discuss.
5/10/24/3: Path at Sandy Lane. Cllr Edwards is looking into this, but the main issue is ownership of the path.
Update received for period 18/9 to 14/10. 1 assault police assault following finding a drunk male on Steel Street, 17 calls for service with police log 1 x alarm, 11 road related incidents, 3 concern for welfare and 2 crime/miscellaneous. There will be an opportunity to meet Community Police Beat Officer Chloe Dixon in Askam Library at 1500 hours. It was with regret that the parish council accepted the resignation of parish councillor Rebecca Knagg. Becky explained that her workload has increased, and she felt she was unable to give the commitment needed to be a parish councillor. The parish council thanked Becky for her involved and support and wished her well.
Cllr Alan Mason had represented the parish council at this event at Carlisle Cathedral. He said it had been a wonderful which he had enjoyed and gave the parish council a full update. Unfortunately, due to his train times he missed out on the champagne and canapes!
The Chairman and Councillor Mike Cumming had interviewed two very good candidates for the co-opted position of Parish Councillor.
This years’ service of remembrance will take place on Sunday 10 November. With the closure of the Rankin Hall we will meet at the Community Centre, Duke Street at 2pm and walk over to the memorial garden for the service which will commence at 2.15pm. A road closure will be in place from Park Avenue to School Street will be in place during from 2.15 pm until 2.45 pm.
Sadly, the Askam and Ireleth Events Committee will not be organising a Christmas Tree Light Switch on this year. Working with Councillor Ben Shirley and our very own Platform One Café we will be working on an event around the Christmas Tree Light Switch. In the early stages at the moment. The plan is to have an event at Platform One at 4.30 pm with food, drinks, Askam Town Silver Band, the Clerk will write to Father Christmas to see if he can attend. The Christmas Tree lights will be switched on at 6pm in the Memorial Garden. The parish council spoke of the work and commitment given over the years by the Events Committee and thanked them for all their hard work in the village. It was agreed that a Christmas type banner would be purchased.
Cllr Edwards gave an update from the locality board meeting, which Councillor Cumming also attended. Cllr Edwards had asked questions regarding the litter on the A590. One of the main topics was the bin collections which was being reviewed by Westmorland and Furness. A motion had been proposed and agreed by W&F to write to the government regarding the removal the winter fuel allowance for pensioners. Councillor Edwards and Councillor Shirley had met with our MP Michelle Scrogham in Askam and Ireleth, they had discussed issues which affected our community and asked for her support. Councillor Edwards said it had been a useful meeting. Councillor Edwards has contacted Highways regarding refreshing of road markings at Askam railway crossing.

3/10/21/1: Vehicles Parking on Pavements. A resident contacted the parish council
regarding vehicles parking
on pavements in the village and leaving little room for pedestrians to walk on the
pavement, particularly
wheelchairs and pushchairs. In some cases, pedestrians are having to walk on the road
to get passed. This is a
police matter as it is obstruction, and any incidents should be reported to 101 or
101emails@cumbria.police.uk.
The parish council ask that people are aware of this situation and park safely without
causing an obstruction.
3/10/21/2: Over-hanging trees and hedges. An older resident contacted the parish
council with concerns when
she is walking in the village, but particularly on Saves Lane. The parish council will
speak to our County
Councillor regarding this, as the County Council can enforce people to cut back their
hedges and trees if they are
over-hanging pavements or the highways. The parish council ask residents to check
their properties to see if their
hedges or trees are causing a problem to pedestrians etc.

5/10/21: PROGRESS AND UPDATES FROM PREVIOUS MINUTES
5/10/21/1: Wrecked Boats on Askam Beach. Cllr Trevor Hughes and his son had
removed these boats from the beach, and they are now near Duddon Road Car Park
awaiting collection by the Borough Council. The parish council thanked Cllr Hughes and
his son for their help and expertise in what was not an easy job. They also thanked Cllr
Ben Shirley for arranging them to removed by the Borough Council. This work had been
done at no cost to the parish council.
5/10/21/2: Public Toilets. Cllr Mike Cumming had met with Mr Gavin Southward of
Southward’s Farm Foods, Station Yard, Askam regarding residents using the toilet being
build by Southward’s Farm Foods for their customers. An agreement had been reached
that resident of Askam and Ireleth could use the toilet, during opening hours, when
completed. The parish council agreed to help with funding for this toilet. The parish
council expressed their sincere thanks to Southward’s farm shop for providing this much
needed facility in the village.
5/10/21/3: Weekly Market in Askam. A full planning application is required for this,
Councillor Mike Cumming will look at what is needed to complete this form.
5/10/21/4: Memorial Plaque. The Clerk contacted the Barnes family, and they will be
arranging for a plaque to be fitted on the bench.
5/10/21/5: Service of Remembrance. Arrangements have been made for the service,
meet at the Rankin Hall at 2pm on Sunday 14 November 2021.
5/10/21/5: Open Evening Ireleth House. The Clerk and Cllr Cumming attending the
open evening and were very impressed with the work that had been carried out. hey are
still awaiting written confirmation from Ofsted before they can welcome their first
children to the home.

8/10/21 PARKING ON DOUBLE YELLOW LINES
Cllr Trevor Hughes expressed concerns regarding vehicles parking on the double yellow
lines and blocking people’s driveways on Duke Street opposite the take-away outlets.
Cllr Susan Orrell said it was also a problem on the junction of Duke Street and Duddon,
where parking on the double yellow lines caused visibility issues for drivers. Cllr Ben
Shirley said he would ask the Parking Enforcement Officers to attend. This was
appreciated, but the incidents at the take-away outlets were mostly in the evenings and
the parish council were not sure if Parking Enforcement Officers worked into the
evenings. It was suggested that a meeting with Cllr Shirley would be advantageous. The
Clerk will contact Cllr Shirley. Action Clerk
9/10/21: UNITARY GOVERNMENT
Cllr Cumming reported on the changes that will happen in 2022/23 describing potential
scenarios that may happen during the transfer to a new unitary authority e.g., transfer of
Barrow Borough Council assets to the Parish Council. Cumbria County Council has
started a legal challenge to the proposed changes.
10/10/21: UNSOLITICED LETTERS FROM NEXTDOOR.COM
Cllr Alan Mason brought to the attention of the parish council letters which had been
delivered to homes in Estuary Park. The Clerk contact Trading Statements and the
following response was that this is an American app that you can download onto your
phone. The reviews show that you can be plagued by constant e mails every time that
somebody posts something on the app. It could also be another way of getting personal
details. Although it is up to the individual, it is not something the parish council would
recommend.
11/10/21: LGA CODE OF CONDUCT REVISION, BARROW BOROUGH COUNCIL
The parish council agreed with the revision and its’ contents, and the Clerk was asked to

12/10/21: SPEED GUN USAGE
Cllr Smalley to contact the Police Officer responsible for training seeking his advice on
some further training.
13/10/21: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Ben Shirley sent in a written report. Patching work has been completed on
Alexander Place, a section of Duke Street, and on James Street. Further works are
planned throughout the year to improve the state of the roads in Askam and Ireleth, with
further focus on High Duddon Close, Beach Street, and Duke Street. I am urging
people to use the online reporting system wherever possible (HIAMS), and I will
happily chase anything up as always. Ireleth St Peters / Ireleth Road: Simon Fell MP
has sent out letters to residents of Ireleth Road and the surrounding area. I am working
together with Simon on this campaign. We are joining forces with the school to have the
warning signs repositioned, and I understand from Karl Melville at CCC that this will
done soon.

3/11/22: PUBLIC QUESTION TIME
3/11/22/1: Blea Beck. A call was received from resident of Waterside regarding rising flood water at Blea
Beck. Although there had been an excessive amount of rain fall throughout the day the problem was made worse
with debris blocking the metal grid. This was mostly caused by Environment Agency (EA) contractors not
removing the grass clippings and they had washed into the beck. Duddon Inshore rescue attended and cleared the
grid and a team from EA also came to site. The situation was alleviated, but only in the nick of time. The Clerk
contacted Andy Knipe, area officer for the Environment Agency, with whom she has a good relationship and
Andy said that unfortunately on that very day the camera which monitors Blea Beck had stopped working and no
images were being sent to their control; it is now working. He agreed the contractors had not completed the work
to their satisfaction and this work would now be carried out by EA themselves. The Clerk will keep in touch with
the residents of Waterside, as well as with Andy Knipe. The Clerk has thanked Duddon Inshore Rescue for their
help and managed to obtain 2 special rakes from the Environment Agency for DIR to use.
3/11/22/2: Parking on Ireleth Brow. An email received from a resident of Ireleth regarding No parking bollards
on Ireleth Brow. The Clerk has raised this with Cllr Ben Shirley as this was not something the parish council
were involved in and believe it was a police and Cumbria Highways liaising with the residents of Ireleth Brow.
Cllr Shirley has responded to the resident.

5/11/22/1: Memorial Wall. Cllr Trevor Hughes is in the process of contacting companies to ask for quotations for this work. The grant Steven Smalley secured from BAE will be carried out into next year.
5/11/22/2: Community Speed Watch. Steven Smalley has returned all the equipment related to the speed watch back to the parish council. Putting up the signs is something the parish council would like to do. PCSO Ward will liaise with the new Officer for CRASH as to where the signs can be fixed. Cllr Bill Wilson said the proposed areas were on the risk assessment forms he did with PC Greg Howard. The Clerk would forward these to PCSO Ward.
5/11/22/3: Police Pod. Cllr Cumming had received no further update from SN Group regarding a replacement Pod. Discussions took place and ideas were expressed. These would be investigated. Action Cllr Barker
5/11/22/4: Preparation of Budget. The parish council agreed to stay after this meeting and discussed a budget for 2022/23, from which the precept would be set.
5/11/22/5: Service of Remembrance. For once we had a beautiful day for the service, which was very well attended. It was particularly good to see so many young people and families. Letters of thanks will be sent to all the organisations and groups who attended and whose help was much appreciated. The parish council thanked Cllr Daniel Edwards for the poppy display at the memorial garden and Cllr Mason asked if a letter of thanks could be sent to Rev David Jackson. It was agreed donations of £50.00 each would be sent to Askam band and the Royal British Legions.

PCSO Ward read out the crime figures for October. 1 ASB ongoing issue between neighbours, 1 public order offence, 2 domestic – 1 historical, 1 message from ex-partner, 1 theft of a motor vehicle from outside property, 1 fraud – victim paid money for return of a lost dog.1 vehicle RTC involving motorbike and van, 1 involving 2 cars, 1 person airlifted to hospital, 1 male arrested, 1 fail to stop after RTC car drove off after minor scrape with a wagon. 1 vehicle uplifted driving with no insurance.

Proposal : Application for removal of condition no. 8 of planning permission 2019/0888 (Erection of a detached dwelling) Due to ground conditions, it is not possible to drain the hardstanding within the site via infiltration. The application requests permission for the surface water to be drained via the on-site combined foul sewer.

9/11/22: STEEL STREET/SHARP STREET PARK AREA
South Lakes Tree Felling will commence work on the trees within the park area on Monday 21 November. The
Work should take 2 days. Cllr Cumming will meet with the contractor on Monday to discuss other work agreed
in the park area, cutting back the privet and replanting areas which have been damaged and fixing the wooden
fencing. Cllr Trevor Hughes asked if the parish council would assess the area after this work is completed to
see if we can enhance the area and make it an area more pleasant for people to use.
10/11/22 UPDATE FROM BOROUGH, WESTMORLAND AND FURNESS AND COUNTY COUNCILLOR
Councillor Edwards reported that he was in communication with Barrow Borough Council regarding the trees in the memorial garden and hoped that work would be carried out soon. The parish council asked if an assessment could be made of all the trees within the memorial garden and the trees near the Doctors surgery on Wakefield Street. Cllr Edwards has asked the Borough if Askam and Ireleth can have a street cleaner to cover the village for one day per week, this is being considered by the Borough Council. He is also liaising with them regarding the clearing of litter on the A590 through Lindal into Barrow. He mentioned that Cllr Shirley is working with Cumbria Highways with regards to road safety proposals near Ireleth St Peter’s school. Cllr Shirley has contacted Highways regarding flooding on Saves Lane and this will be dealt with by Highways, it may mean a road closure when the work is carried out.

5/09/20/1: Youths on Community Field. There are problems with anti-social behaviour, intimidation and use of BB guns in the Community park area. There are also issues with late night use of the park. The Community Police have been contacted and Cllr Ben Shirley has requested a meeting with them to ask for a greater police presence in the village. Negotiations are taking place to have the gates locked in the evening.

8/09/20: SPEEDING IN THE VILLAGE
Reports had been sent into the parish council and to Cllr Ben Shirley regarding speeding within the village. Speeding seemed to be an issue in many areas. Duke Street especially in the evenings when it seemed to be used as a race-track according to residents. Dalton Road had reports of speeding traffic and concerns had been raised regarding Ireleth Road by parents taking their children to school. Cllr Steven Smalley reported that he was in communications with Police Officer Kevin Jackson regarding speed watch for the village. The Prolaser III speed gun had been ordered and should be delivered this week. Once this had been delivered Steve would contact PO Jackson and he would come to the village to carry out training with the team. If anyone would like to volunteer for the Speed Watch Team, they should contact the parish council.
9/09/20: CYCLE PATH ASKAM TO DALTON
The poor and overgrown condition of this cycle path had been reported to Cumbria Highways after complaints from members other public. The Chairman reported that work was being carried out today on this path. The Clerk will visit the area.

10/09/20: SERVICE OF REMEMBRANCE 2020
The Clerk reported that she was in communications with Barrow BC, who were in contact with the Royal British Legion regarding this year’s Services of Remembrance. It was difficult to make any firm plans at the present time and this would be discussed at the meeting in October. Action Clerk

A report was given by a member of the Save the Surgery Group. Although matters are proceeding there has been some legal issues and these are in the hands of the solicitors.

This application was discussed. Concerns were raised regarding the lack information, on the application form, provided on the planning portal. Cllr Shirley will contact the National Trust.
Friends of the Lake District have made an offer to the Parish Council to carry out training with regards to changes to planning regulations, how to respond to planning and planning in relationship to local plans. The parish council agreed this was a good idea and asked the Clerk to respond. Cllr Elisabeth Donachie had attended an online training session on planning with CALC. Cllr Donachie thought the first part of the training was useful, but the second part was taken over by complaints about the planning department, which she did not find useful or productive.
The village service of remembrance will take place on Sunday 9th November at 2.15pm in the Memorial Garden. The Chairman has received an invitation to attend Barrow’s Service of Remembrance. It was agreed Cllr Cumming should attend and lay a wreath on behalf of Askam and Ireleth Parish Council. The Clerk will respond.
The parish council agreed to fund the Christmas Tree Light Switch On. It was agreed to purchase some new lights as there were some dark areas on the tree last year. A date for the switch would be agreed. Cllr Cumming would order the Christmas Tree and contact Optech who decorate the tree and switch on the lights.
The gazebo/bandstand in the memorial is in a poor state of repair. If this work is not carried out we may have a situation where the structure is beyond repair. Cllr Cumming has a quotation from a contractor to do the work at a cost of £3,200. The work needed and cost was discussed and it was agreed to ask the contractor to carry out this work.

Cllr Daniel Edwards reported that weed spraying had been carried out in Askam and Ireleth. Missing street sign for John Street had been reported and the broken side panel on the bus shelter near the pensioners bungalows. Potholes on the Lots Road had also been reported to Highways. Cllr Edwards spoke of the meeting which will be held at Barrow Town Hall regarding the Critical Care Unit at Furness General Hospital which will be held on 24th September. Members of the public are welcome to attend this meeting.
Cllr Edwards together with Cllr Shirley reported on the work which had been carried out on the road side drainage system on Duddon Road. The drainage system had been cleaned, which had made some improvements, but it was felt that an upgrade to the system was needed, and this would be carried out by Highways. Cllr Shirley had been contacted by a resident regarding parking in the village, particularly on Duke Street and around Askam school, also speeding traffic in the village. Cllr Shirley explained that there had been an initiative regarding parking around the school in 2019, but this had been rejected by the school PTA. Parking officers were visited the village and there would be more patrols, as they have recruited more staff. The issue with Sellafield parking is and has been an issue for many years. Sellafield apparently pay a small contribution to Askam Rugby Club for parking and encourage their staff to use this facility. It would seem that this is not being taken up by their staff, Cllr Shirley is in the process of contacting Sellafield to discuss this. As for speeding in the village, Cllr Shirley has contacted the Neighbourhood Police Team who are aware of this and are actively working to have patrols and speed guns will be deployed. There has been reports of Surran type bikes speeding around the village and the police are deploying drones to apprehend anyone speeding on these bikes. The police would appreciate any information regarding speeding traffic, especially if you have details, CCTV, camera or registration numbers. PLEASE THINK BEFORE YOU SPEED IN OUR VILLAGE.
