3/09/19: PUBLIC QUESTION TIME
3/09/19/1: Correspondence received from a resident was read out at to the meeting. This letter raised concerns
regarding drop kerbs around the village, particularly on Duddon Road and Duke Street. These drop kerbs are not
easily accessible for people with disabilities because of people parking over the drop kerb. The parish council
felt that this was a matter that should be dealt with by Cumbria Highways and the Clerk was asked to forward the
letter to County Councillor Ben Shirley. Action Clerk/Cllr Shirley

5/09/19: PROGRESS REPORT FROM ACTION ITEMS
5/09/19/1: Nook Lane/ Low Lane, Ireleth. The Clerk and Cllr Hadwick had visited the area with the residents
who had brought this to the attention of the parish council. The residents and the footpath group who are
working on this footpath were advised to contact Cumbria CC Countryside Access team before they carried out
any more work. The Clerk emailed the Countryside Access Team, no response received. Closed
5/09/19/2: Resurfacing Work to Lots Road and A595. This work has been completed except for the cat’s eyes
needing to be replaced on the A595. Closed
5/09/19/3: Motorcycles using the footpath on the Headlands. No further reports. Closed
5/09/19/4: Speeding in Village. Complaints received about speeding on Duke Street. The Clerk has spoken to
Travellers Choice regarding the school buses which seem to be exceeding the speed limit on Duke Street and
Lots Road.
5/09/19/5: Sun Street/Hollowgate Road. An email from Neil Tyson says that a way forward has been reached
with Cumbria Highways regarding resurfacing work. The downside being that the work will not commence until
April 2020. Closed
5/09/19/6: Moor Road. Report from Keiron Tetchner – “I have chatted with the site engineer; United Utilities
have completed their diversion work. This has taken longer than anticipated due to a change in design.
Although there is no completion date, we are expecting the end of November for completion. But I will update
you as I am more certain”.
5/09/19/7: Illegal use of motorcycles on the beach and wood areas. This continues to be a problem.
5/09/19/8: Give Way Priority – Lots Road. Cllr Bill Wilson met with Martyn Taylor of Cumbria Highways to
discuss the suggestion by a resident to have a firm Give Way Priority on the corner near the Old Lots bridge. Cllr
Wilson said it was a productive meeting and Martyn Taylor was able to witness the problems at first hand.
Martyn said that a feasibility study was being carried out by Highways in response to the proposed housing
development on Lots Road. This study had now been completed and their findings would be discussed as part of
the planning application B07/2019/0576, an item on this agenda.
5/09/19/9: Parish Plan. Copies of the plan had been circulated around the village and details of where to collect
them would be displayed. An action item on the plan was to obtain details of what can and what cannot be
recycled in your household bins. Cllr Mike Cumming reported that these had now need received and a copy
would be delivered to each household as soon as this could be arranged.
5/09/19/10: Environmental Signs. Cllr Bill Wilson said that this item would be put on hold for the present time
and revisited next year. Closed
6/09/19: TO REPORT ON POLICE AND ROAD TRAFFIC MATTERS
Cllr Mike Cumming read out the report sent in by PCSO Louise Johns. Figures for August 2019 – anti-social
behaviour 1, burglary 0, criminal damage 3, tyres slashed on Ireleth Road, motorbike and garden ornaments
damaged on Whitecombe Way, drugs 0, theft 1 bottle of gin from Co-Op, assault 0.
7/09/19: TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR MIKE CUMMING
Reference No: B07/2019/0576 Location Housing Development Site, Lots Road, Askam in Furness Proposal
Residential Development of 29 dwellings, comprising mix of 2- and 3-bedroom dwellings (bungalow and 2
storey) with associated roadways, parking and amenity space. There was a lot of controversary regarding this
development particular concerns were the Lots Road which everyone believes is not fit for purpose and the report
my Cumbria Highways did not alleviate these concerns. Parking within the development, proximity to school,
risk of flooding and what impact this would have on Duke Street/Sharp Street. The Clerk was asked to send a
response to Barrow Borough Council Planning. Action Clerk
8/09/19: UPDATE FROM MEETING WITH MODLAR HOMES – CLLR BILL WILSON
Cllr Wilson gave comprehensive update from this meeting which had been instigated by Modlar to discuss their
proposed plans to develop the land in-between Sharp Street and Beach. Cllr Ben Shirley also attending the
meeting. Modlar own part of this land and have been approached by Barrow Borough to purchase the adjacent
land which they own. A frank discussion took place with Modlar. The parish council do not agree that this is
appropriate for the development of houses and present many worrying issues including extra traffic, access to the
site, the land, which is being offered to the resident, which will include an unadopted road. The parish council
agreed to support the residents and agreed that this area should be kept as a public greenspace. The parish council
advised Modlar to make contact with the residents committee and meet with them. A full copy of Cllr Wilson’s
will be sent to the residents committee for distribution. If any residents want to see this report, they can contact
Nicola Lacey or the Clerk to the parish council.
09/09/19: REQUEST FOR FUNDING FROM ASKAM COMMUNITY EVENTS
A request for funding had been received to support the Silver Sunday event on Sunday 6 October being organised
by the Askam Community Events Committee. The parish council were asked to pay for the entertainment, which
this year will be Askam Town Silver Band. This was agreed by the parish council and £50.00 will be given to the
committee.

10/09/19: SELLAFIELD PARKING STUDY
There will be a Stakeholder workshop (first phase study) on Thursday 19 September in Whitehaven regarding
parking along the Railway route to Sellafield. Cllr Mike Cumming who has been extensively involved in
this over the past few years is unable to attend, and Cllr Alan Mason will represent the parish council at this
meeting, together with our County Councillor Ben Shirley. This study is critical for our village.
11/09/19: SERVICE OF REMEMBRANCE – SUNDAY 10 NOVEMBER 2019
The parish council agreed that the Clerk should organise this event as in previous years. Action Clerk
12/09/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLORS
Cllr Daniel Edwards reported that he had today attended a meeting of the planning committee, where the
application for extending the life of the Farm Old Park Farm windfarm had been on the agenda. The application
had been deferred until further information had been received. Cllr Edwards has been monitoring emptying of
litter bins within the parish. He has met with the Officers from Streetcare and explained that the bins are getting
being emptied regularly. Cllr Edwards will continue monitoring this and he asked members of the public
to report any bins which are not being emptied, with a photograph if possible.
Cllr Ben Shirley reported on County matters which included yellow line marking within the village which would
hopefully happen soon. Residents are concerned that vehicles are parking on double yellow lines throughout the
village and Cllr Shirley said the parking officers would be visiting the village. Cllr Shirley mentioned the sink
hole which had appeared and near the Rankin Hall. The road had been closed, but he was impressed with the
speed in which this was dealt with by Highways and United Utilities.
13/09/19: REPORT FROM CLERK (including finances)
The monthly spread sheet of expenditure was made available to all parish councillors. This was viewed and
accepted.
