MINUTES OF THE 348 th MEETING OF ASKAM AND IRELETH PARISH COUNCIL,
HELD TUESDAY 18 OCTOBER 2022 AT 7.15 PM IN THE RANKIN HALL, ASKAM
IN FURNESS

Present : Members of the Parish Council Councillor Harry Barker, Chairman, Bill Wilson,
Vice Chairman, Councillor Alan Mason, Sandra Hadwick, Mike Cumming; Clerk Mrs
Janice Cumming; Borough, Westmorland & Furness Councillor Daniel Edwards.

1/10/22: DISCLOSURE OF INTEREST None

2/10/22: APOLOGIES FOR ABSENCE

Councillor Susan Orrell and Trevor Hughes, Borough, Westmorland & Furness, County
Councillor Ben Shirley, PCSO Joe Ward.

3/10/22: RESIGNATION

Parish Councillor Steven Smalley has resigned from the parish council. The parish
council were saddened to received Councillor Smalley’s resignation, as Steven had been
an integral part of the parish council and would be missed. The Clerk was asked to
thank Councillor Smalley for his contribution. The vacancy will be advertised.

4/10/22: PUBLIC QUESTION TIME

There were no items from the public.

5/10/22: APPROVAL OF MINUTES OF MEETING HELD 20 SEPTEMBER 2022

These were approved and agreed as a true and accurate record and were signed by the
Chairman.

6/10/22: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETINGS

6/10/22/1: Memorial Wall. There was no update available at this meeting. This would
be discussed with Cllr Trevor Hughes.

7/10/22: REPORT FROM COMMUNITY POLICE TEAM

The Chairman read the report for September 2022 which had been submitted by PCSO
Joe Ward. 0 ASB, 13 Crimes 1 criminal damage – bin pushed over and set on fire at
Duddon Road Car Park, plus a number of gas canister found in the vicinity, 1 theft of a
parcel from a household, 1 public order/neighbour dispute, 3 violence again person, 5
concern for welfare, 1 missing from home, 8 road related offences/RTC/highway
disruption – 3 TRC, 1 broken down vehicle, 1 scrambler bikes being ridden by unknown
males, no helmet, 3 cows on the road.

8/10/22: TO REPORT AND DISCUSS PLANNING APPLICATIONS

Reference Number : B21/2022/0671 Location : 50 Parklands Drive Askam-in-Furness
Proposal : Demolish existing rear conservatory, new wrap round rear/side extension for
use a kitchen/diner/utility room and bedroom/en-suite.

Reference Number : B28/2022/0707 Location : Housing Development Site (south) Lots
Road Askam-in-Furness Proposal : Approval of details reserved by condition no. 6
(Provision of a footway along New Road) for planning permission B07/2019/0576
(Residential Development of 29 dwellings, comprising mix of 3 and 4 bedroom dwellings
(Bungalow and 2 storey) with associated roadways, parking and amenity space).

Reference Number : B21/2022/0728 Location : West View Alexander Place Askam-in-
Furness Proposal: Single storey side and rear extension forming kitchen, garden room,
garden store, utility and additional bedroom.

Reference Number : B21/2022/0732 Location : 6 Green Haume Cottages Askam Road
Dalton-in-Furness Proposal : Construction of a rear ground floor extended kitchen and
erection of a rear ground floor utility room, w.c. including shower.

Reference Number : B21/2022/0736 Location : 32 Abbey Heights Ireleth Askam-in-
Furness Proposal: front single storey extension to create porch; proposed rear single
storey extension and associated internal layout alterations to create open-plan
living/kitchen/diner.

There were no objections or comments raised. The Clerk was asked to respond.

9/10/22: GRANT FOR ASKAM AND IRELETH CHRISTMAS LIGHT SWITCH ON
EVENT

The parish council agreed to support this event was a very popular event and it really
brought the community together. A grant donation of £300.00 would be given.

10/10/22: POLICE POD

The POD is still leaking SN Engineering MD has had a look and will try and get a
community allocated
replacement from BAE or their contractors.

11/10/22: STEEL STREET/SHARP STREET PARK AREA

The recommendation was that the works should go ahead starting on the 21 November
and that it would take 2
days. Cllr Cumming to meet with the contractors and agree the scope of works.
Residents to be informed of the
proposed works intention is for 10 trees to be felled and replaced 6 further trees to be
crowned/pollard.

12/10/22: PREPARATION OF BUDGET AND PRECEPT 2023/24

There had been some discussions regarding the parish/town councillors having to make a
contingency in the
budget for the 2023 elections for Askam and Ireleth this would be in the region of £6,000
to £7,000 should
there be a contested election. The parish/town councillor had queried this with the new
authority, and this would
be discussed at the meeting by the new authority on 9th December 2022. The parish
council agreed that a finance
meeting to set the budget should still go ahead and could be adjusted, if necessary, when
a decision was made by
the new authority. Action Clerk

13/10/22: SERVICE OF REMEMBRANCE 2022

The Clerk reported that arrangements have been made, it will be held on Sunday 13th
November meeting at the Rankin Hall at 2pm. Refreshment will be served in the Rankin
Hall after the service.

14/10/22 UPDATE FROM BOROUGH, WESTMORLAND AND FURNESS AND
COUNTY COUNCILLOR

Councillor Edwards reported that at a meeting of the Borough Council it had been
confirmed that the refuge collection and street cleaning would be carried out in-house by
Barrow Borough Council. This would be in-line with the other local authorities within
Westmorland and Furness. The allocation of designated street cleaning operatives was
to be discussed. The parish council asked if Councillor Edwards could put forward a
case for Askam and Ireleth to have a designated street cleaner returned to the village.
Councillor Edwards would contact the Borough Council with this request.

Councillor Edwards had also raised the issue of election costs with the new authority.
Councillor Edwards and Councillor Shirley had met with Jonathan Brookes, Leader of
Westmorland and Furness.

15/10/22: REPORT FROM CLERK (INCLUDING FINANCES)

The monthly expenditure spreadsheet was made available to the parish councillors for
examination and comment. These were accepted.

16/10/22: CORRESPONDENCE – correspondence sent to the parish councillors prior
to the meeting.

17/10/22: SANCTIONS FOR PAYMENT

Aqua Projet monthly landscape £685.00, grant donation to Brownies £100.00, flowers of
Remembrance for HM Queen Elizabeth £10.00, plaque of Dunnerholme poem by Bernard
Chapman £36.00, 2nd class stamps £5.44, 100 x service of remembrance programmes
£100.00,
Archie Workman painting benches and cleaning signs £100.00.
