3/12/19/1: Litter on Lay-Bye, Ireleth Brow. Complaints received about the amount of litter being left on this lay-bye. The parish council have asked Borough Councillor Daniel Edwards to highlight this problem to the Barrow Borough Council. The parish council have offered to purchase and re-instate a litter bin on this lay-bye (which was removed by the Borough Council) if the Borough Council will agree to empty the bin. Cllr Edwards has spoken to the Borough Council who are going to look into the matter. Action Cllr Edwards
3/12/19/2: Parking in the village. Email received from a resident regarding parking in Askam, particularly near the Co-Op area. This was discussed at length with County Councillor Ben Shirley. Both Cllr Shirley and members of the parish council have attended meetings with agencies regarding this problem. They will continue to highly the problems we have both in Askam and Ireleth and feel that we now have a voice with these agencies i.e.. Sellafield, Network Rail, Cumbria County Council and Cumbria Rail Partnership. Cllr Shirley will respond to the resident. Action Cllr Shirley

5/12/19: PROGRESS REORT FROM ACTION ITEMS
5/12/19/1: Moor Road. It was with great pleasure that the parish council can report that Moor Road is now open to traffic and all diversion signs have been removed. The parish council asked the Clerk to send thanks to Cumbria Highways and the IRP team. Closed
5/12/19/2: Withdrawal of College Bus Service. There had been no further communications from residents regarding this service. Cllr Shirley had met with Stagecoach and said that it was highly unlikely that this service would be re-instated in the near future. Closed
5/12/19/3: Drop Kerb. Cllr Shirley had brought this to the attention of Cumbria Highways and work would be undertaken before end of March 2020. Closed
5/12/19/4: Saturday Openings, Askam Library. Cllr Shirley reported that a check-in machine would be installed as soon as possible. Once the machine has been installed then training of Volunteers can take place.
5/12/19/5: Christmas Story Time in Askam Library. Cllr Smalley reported that all was arrange for the Christmas Story time which will take place at 6.30pm on Friday 20th December.
5/12/19/6: Children’s Home, Ireleth Road. The Clerk would contact North West Leaving Care in the New Year to arrange a meeting in the village with the Parish Council.
6/12/19: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS – PCSO LOUISE PERRY
Crime figures for November 2019. 3 anti-social behaviour, 2 males kicking at door on Steel Street, Youths on scooters at Askam Rugby Club, neighbourly dispute over boundary issue on the Headlands. 0 assaults, 1 burglary on Saves Lane, 2 criminal damage, 1 vehicle covered in white substance on Caspian Road, labour party placards damaged on Ireleth Road, 1 drugs possession of cannabis after road traffic collision on Ireleth Road 0 thefts.

8/12/19: RESIGNATION LETTER FROM PARISH COUNCILLOR DAVID KNIGHT
Parish Councillor David Knight read out his letter of resignation. The parish council are sad to lose Councillor Knight who had proved to be a great asset to the parish council over the 9 years he had been a member of the parish council. The parish council gave a vote of thanks to Councillor Knight and wished him all the very best for the future.
9/12/19: BUDGET & PRECEPT FOR YEAR 2020/21
Cllr Mike Cumming reported that following on from the excellent meeting held after the last parish council and the ideas put forward both from the parish council and from items within the parish plan a budget was agreed and the precept set at £24,000. Cllr Cumming thanked the Councillors who had put forward proposals and costings for the Projects. The Clerk was asked to contact Barrow Borough Council to confirm the precept.

10/12/19: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Daniel Edwards reported that the steps at Duddon Road park car had been repaired by the Borough Council. The street signs at Alexander Place and Ireleth Brow are still to be fixed in place. Cllr Edwards will continue to press Streetscene to install at litter bin on the lay-bye at Ireleth Brow.
County Councillor Ben Shirley reported on County Council matters and asked that both parish councillors and residents report any highway issues such as blocked drains, streetlight faults via the County Council website. Cllr Shirley spoke about the accident which occur on the Lots Road near the pensioners bungalows. Cllr Shirley said that the lady involved in the accident was still in hospital and both the parish council and Cllr Shirley expressed concerns for the lady and her family and hope that she makes a full and speedy recovery. Cllr Shirley praised the efforts of the emergency services, Cumbria Highways and Askam Village School. Cllr Shirley is in close contact with the school and Paul Milburn of the Fire Service regarding the accident. The parish council said that they were keen to help in any way they could.
11/12/19: REPORT FROM CLERK INCLUDING FINANCES
The monthly spreadsheet of expenditure was made available to all parish councillors. This was viewed and accepted.

12/12/19: CORRESPONDENCE – to check the appendix of items all of which will be made available at the meeting for inspection.
12/12/19/1: Letter received from Cadent regarding the gas pipeline running through a piece of land on Dalton Road. Cadent seem to be under the impression that this land belongs to the parish council. The Clerk can find no record of this and no members of the parish council are aware of the parish council owning this land, which is occupied by a resident of Dalton Road. The Clerk will contact Cadent. Action Clerk
12/12/19/2: The Clerk reported that our Parish Lengthsman Archie Workman has again won ‘Anorak of the Year’ Award and appeared on BBC North West News. The parish council asked the Clerk to send congratulations to Archie.
