3/04/19: PUBLIC QUESTION TIME
3/04/19/1: Lots Road. A member of the public expressed his concerns regarding the Lots Road the slope between the bend and New Rd. Most regular, local, users of the Road tend to stop at the top to allow priority to oncoming vehicles coming up the hill. Unfortunately, there are a small number of individuals who still come around the bend too quickly and proceed into the oncoming traffic. Recently we have seen another accident where a vehicle has gone through the fence and landed in the field. I would like to propose that this section of the land is appropriately marked and signed such that vehicles at the top of the hill gives way to prioritised traffic coming up. The parish council agreed that this was something that needed addressing and the Clerk would contact Highways. Action Clerk
3/04/19/2: Land between Sharp Street and Beach Street. The parish council welcomed many residents who were extremely concerned and upset about a letter received from Modlar Limited in which they stated their intentions to apply for planning permission for houses on this land. The parish council listened carefully to the concerns of the residents and agreed that they would support them in any way they could to prevent this land being developed and keep it as a green space for the community to enjoy, as they have for generations. The Clerk was asked to write to Modlar Limited and Barrow Borough Council. Action Clerk
3/04/19/3: Speeding in the Village and Parking in the Village. Two members of the public expressed their concerns. They mentioned that vehicles are speeding along Fallowfield Lane and Sandy Lane. Hollowgate Road area of Ireleth Road was also a concerned. Cllr Steve Smalley said that he would add these areas to his list of ‘speeding hot spots’ to carrying out a community speed watch campaign. Parking in the village as we all know is an issue. Cllr Ben Shirley told the meeting of a Study being carried out by Sellafield regarding their workers parking in certain areas in Cumbria, Askam being one that has been highlighted. The study group will come to Askam and Cllr Shirley asked that as many people as possible attend this meeting and expressed their views. Cllr Shirley said that double yellow lines were being installed at the junction of School Street and Duke Street to aid with access from School Street.

5/04/19: PROGRESS REPORT FROM ACTION ITEMS
5/04/1 Moor Road – Update from Keiron Tetchner. The road is still closed I think it is users of the road who are removing the closure signs and barriers. I will ask our lads to look up and reinstate. Unfortunately, everything we do up there has been removed pushed aside or smashed down which is a problem. Regarding the work currently I am aware a price is back and is being checked internally. We have asked our flood team if we can work in or close to water before the in water working window opens and they have in principle agreed. I am hopeful we will undertake this work spring into summer this year but cannot confirm yet as soon as I know I will let you know.
5/04/2 Sun Street/Hollowgate Road – road markings have been completed. Closed
5/04/3 Motorcycles using the beach and SSSI area. Police have been informed regarding on a couple of occasions regarding illegal use of motorcycles in both these areas. Cllr Cumming gave an update on a meeting held with Natural England and Lakes Estates A member of the public reported that the farmer had withdrawn permission to use the track which belongs to Lake District Estates.
6/04/19: TO REPORT ON POLICE AND ROAD TRAFFIC MATTERS – PCSO JOHN MCVEA
Report for March; 4 Anti-social behaviour – parking issue, motorbikes on beach, verbal argument and youths playing ball, 0 Assaults, 0 Burglaries , 0 criminal damage, 0 drugs. PCSO McVea gave the results of the SID which had been located on Saves Lane. From 3/3 – 18/3 location High Duddon Close/Saves Lane 10,045 vehicles recorded; 85 percentile 15.5 pm; 1 vehicle recorded at 3.30 pm travelling at 35mph. Location upper end of Saves Lane 18/3 – 10/4 1,642 vehicles recorded 85 percentile 20.4 mph and again 1 vehicle recorded at 3.30pm travelling at 20.4 mph.

Reference Number : B18/2019/0225 Location : Dalemount Filling Station Ireleth Road Ireleth Askam-in-Furness Cumbria LA16 7JD Proposal : Refurbishment of existing shop to include a single storey extension to increase footprint by 20 m2 and alterations to roof and elevations. No objections received it was noted that it was good to see a business expanding and investing in the village.
Reference Number : B20/2019/0238 Location : 252 Ireleth Road Ireleth Askam-in-Furness Cumbria LA16 7DS Proposal : Change of use from residential (Use Class C3) to private residential children's home (Use Class C2). Many objections have been received, both written and at the meeting with the Parish Council agreed to support these objections and would respond to Barrow BC.
Reference Number : B13/2019/0253 Location : Barn at Cliffways Tippins Lane Ireleth Askam-in-Furness Cumbria LA16 7EY Proposal : Barn Conversion to a residential dwelling and garden (Re-submission of B13/2018/0287). Concerns were raised regarding access to the development. The parish council responded that this would be a matter for Cumbria Highways.

Proposal : Proposed rear ground floor extension forming a sun room, incorporating a pitched roof (resubmission of 21/2018/0285 in a revised form). No objections or issues.

08/04/19: PARISH PLAN – CLLR BILL WILSON
Cllr Bill Wilson reported that the plan was coming together and that it should be still possible to produce the plan by June and that the final version could be ready for the next meeting. A meeting would be arranged.
09/04/19; NHS LONG TERM PLAN – REBECCA KNAGG, ENGAGEMENT OFFICER
Rebecca gave an overview of the NHS plans and how it impacts our area. There is an opportunity to engage with the NHS and help formulate their 10-year plan and what services should be prioritised specific to this area. Rebecca would keep in contact with the parish council.

Email from Belinda Artingsoll from BBC Radio Cumbria - I’m hoping you may be able to help with a project I’m starting soon which will very much fly the flag for your area – Askam and Ireleth plus Kirkby and Broughton – basically the coastal Furnesses. If anyone would like to come along and talk to Belinda, she will be in Askam library on Wednesday 17 April at 2pm. All invited to attend.
13/04/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Ann Thurlow stated that this would her last meeting as she would not be standing for re-election to the Borough Council, the Vice Chairman offered his thanks for the last 4 years.
County Cllr Ben Shirley reported on issues with parking at Greenhaume, double yellow lines, refreshing the lines near CJS car sales and progress on parking issues with Sellafield and Northern Rail.

Cllr Bill Wilson presented the quotation from Colin Roberts Landscapes for work to the jubilee fountain area wall and the wall at Headlands Garden. The costs to repair these walls was £450.00.
