A Governor of Ireleth St Peter’s school raised concerns about this planning application and asked if the parish council had an update on the application. The parish council confirmed that had no further information, the parish council had raised objections and comments to Barrow Borough Council. Concerns were also raised that Ireleth St Peter’s school had not been consulted on this application. Councillor David Knight suggested that they raise this matter with the Planning Office at the Town Hall. Councillor Knight suggested that the Governor complete the comments section on the Planning website for this application. It is important that all comments and objections on planning issues are directed to Barrow Borough Council who are the body who make the final decision on any planning applications within the Borough of Barrow in Furness, which includes Askam and Ireleth.
These were approved and agreed as a true and accurate record and signed and dated by the Chairman.

A response from Cumbria Highways advises that this issue has been passed on to their traffic team to investigate. County Councillor Ben Shirley will discuss this at the Highways Sub-Group meeting in June. addressing and the Clerk would contact Highways. Ongoing
Peter Burton, the Chairman of the group representing the residents of Sharp Street and Beach Street gave an update. Two meetings of the group have taken place and letters have been prepared to send to Modlar Limited. On Saturday there was a litter pick and general tidy of this land which was extremely successful with some 50 people over the course of the day coming along to help and lend their support. The parish council have written to Modlar and copied in Barrow Borough Council to express their support of retaining this land for the village and not developed it into housing. As yet the parish council have not received a response. Ongoing
This continues to be a problem, issues with young people racing up and down Duke Street and Duddon Road are causing concern. Councillor Steven Smalley and his Community Speed Watch team will be looking at these areas.
Keiron Tetchner is waiting for further information from the Infrastructure Recovery Programme Team. The parish council are hoping for some good news within the next few days.
Information sent to the parish council by Mr Neil Tyson resident of Sun Street tells us from his correspondence with Cumbria Highways that they will endeavour to complete works as soon as possible. There have been ongoing discussions around how they protect the site and these have caused delays, but will hopefully be resolved as quickly as possible.
There is still an issue of quads and motorcycles using the beach, but not so much a problem in the wood areas. The parish council ask if any resident knows who is responsible for illegal riding on the beach that they report them to either the police or the parish council. The parish council feel it is extremely important that we protect our beach, sand dunes and SSSI areas.
Belinda Artingsoll has been carrying out interviews in Askam and Ireleth which have been aired on Radio Cumbria. So far, Dave Keenan who lives on the boat on Askam beach, Ian Gilchrist our resident violist and fisherman, Askam Band. The Clerk is hoping that Brenda will present her with a copy of the interviews once the project is completed.

Correspondence from ABEI Energy and Infrastructure regarding a proposed development of a solar farm, an extension to the Roanhead development. They would like to know what the council thinks of their proposals and how they feel about renewal energy. The Clerk was asked to contact ABEI to ask them to meet with the parish council to discuss their proposals, as it was difficult from the photograph to see how large the solar farm would be and how it would affect the local environment.
B18/209/0188 Field at Nook Lane. Email of complaint received regarding the handling of this application by the parish council. A letter of complaint had also been received, but it was received too late to be included in this meeting, although the contents were read by the Chairman and members of the parish council. The complaint suggested that the parish council failed to object and ignored the existing un-approved development that has already occurred i.e. that change from agricultural use to recreational (horses are recreational), stable and other paraphernalia; was nodded through as a further development of the ‘protected’ band; ignored concerns raised by local resident; ignored a previous precedent set, when a former development for horse use was refused and back up by the Planning Inspectorate. Councillor David Knight responded by saying as the parish council’s planning adviser he did his very best to view and advise the parish council on all planning applications to the best of his ability. He had looked at this application and visited the area and did not believe it would cause an issue to residents of Saves Lane and the surrounding area. He explained that at the meeting when this application was discussed, there were over 40 people present and not one person raised an objection to this application. Apart from the email sent by the resident no other official objections had been sent to the parish council. Councillor Knight said that the parish council are ONLY a consultee and as such respond as a consultee and are not a decision making body. The residents who objected had, Councillor Knight believed, made their objections to Barrow Borough Council and these would be taken into consideration by the Borough Council, who ultimately made all decision on planning applications.
Cllr Cumming had met with Cllr Bill Wilson and they believe that the parish plan should be ready for printing by the middle of June. He thanked Cllr Alan Mason for the work he had done.
The speed watch team had been out on 4 occasions and caught 4 vehicles exceeding the speed limit and details have been sent to police co-ordinator. More checks will be carried out in the future.
The parish council were asked to review and approve this document and signed by the Chairman and RFO. This is a Certificate of Exemption for a smaller authority with gross income and gross expenditure which does not exceed £25,000. This was agreed and duly signed.

This form was reviewed by the parish council and representatives from the events committee made themselves available to answer questions. The parish council had a problem with the application as it did not meet the criteria for receiving a grant from the parish council. The parish council voted on the issue, there was one
abstention, the motion was carried to refuse the grant, but with a direction that if the committee were able to take on board the constructive comments made by the parish council they could apply again next year.
2 quotations had been received and it was decided to go with the lower cost, which was from our long term Insurance Company Zurich, whose services the parish council have been happy with.

Cllr Denise Wilson did not stand in the recent election for parish councillor which means there is a vacancy. The Clerk will advertise this vacancy.
Our recently elected Borough Councillors Daniel Edwards and Sam Ronson were welcomed to the meeting.
Cllr Ronson gave an update on County Council matters submitted by County Councillor Ben Shirley (Cllr Shirley was also elected the Borough Council). Cllr Daniel Edwards gave a report of activities within the Borough and said it was early days as they had only been elected on 2 May, but they all intended to do their very best for Dalton North, of which Askam and Ireleth are part of. Already they seemed to be making headways. The parish council look forward to working with our new Borough Councillors.
The Clerk reported that this year’s precept of £24,000 had been received from Barrow Borough Council.
The monthly financial spreadsheet was made available to all parish councillors and was accepted.
