3/06/19: PUBLIC QUESTION TIME
3/06/19/1: A member of the public spoke of the excellent work which had been carried out by the Parish Lengthsman, Archie Workman to the seats at the jubilee fountain area. He said that Archie had made a very professional job and that the seats looked much better. Another member of the public thanked the parish council for the grass cutting on Fallowfield Road. It was also mentioned that Clayton Noble of FCC is coming to Askam and Ireleth every Wednesday to street clean and is doing a fantastic job and making such a difference. Everyone agreed that the bedding plants are looking splendid and brightening up the village.

5/06/19: PROGRESS REPORT FROM ACTION ITEMS
5/06/19/1: Lots Road – Give Way Priority. A response from Cumbria Highways suggests that a member of the parish council meet with Highways to look at the area and discuss the issues involved. This was agreed, Councillor Bill Wilson said he would be happy to attend. Action Clerk/Cllr Wilson
5/06/19/2: Land between Sharp Street and Beach Street. Report from the Peter Burton to say that work is continuing, and the group are carrying out an environmental study of the area, Cllr Ben Shirley believes that letters have been handed in to Modlar Home.
5/06/19/3: Speeding in the Village and Parking in the Village. Cllr Steven Smalley reported that the speed gun is with Lindal and Marton now, should be back in Askam and Ireleth in approximately 3 to 4 weeks. Once it is back in the village Cllr Smalley will organise more speed watch sessions.
5/06/19/4: Moor Road. Cllr Ben Shirley reported that Cumbria Highways had awarded the contract for work to be carried out on Moor Road. It was hoped that work would have been started, but there were problems in getting 3rd party organisations to come together and agree on a strategy. It was hoped these problems would be overcome soon.
5/06/19/5: Sun Street/Hollowgate Road. No work has been carried out to this area by Highways, which is disappointing. This will continue to be progress with Highways by the Clerk and Cllr Ben Shirley.
5/06/19/6: Illegal use of motorcycles on the beach and wood areas. There are still issues with motorcycles using the beach and now it seems cars are using the track to access the wood area on the Lots. This is a private road and is not open to vehicles, unless they have permission from the farmer. An incident this evening was reported of 3 youths on motorcycles riding around the village with no helmets. This was of great concern to the parish council and would be reported to the police. Residents were also asked to report this kind of dangerous activity to the police.
5/06/19/7: Radio Cumbria in Askam. The interviews by Belinda Artingsoll have now been downloaded and will be played at the history group meeting in August and kept in the history group archives.
5/06/19/8: Civic Sunday. Cllr Alan Mason had attended the Dalton Civic Sunday and Cllr Mike Cumming had attended the Barrow Civic Sunday. Both said they had enjoyed the events and the Clerk was asked to thank the respective Mayors for the invitations.
6/0619: TO REPORT ON POLICE AND ROAD TRAFFIC MATTERS
Cllr Bill Wilson read out the report for May: 2 anti-social behaviour, youths banging on windows in Victoria Street, fire set on Nook Lane; 2 burglaries, John Street and Beach Street; 3 criminal damage 1 domestic, 1 headstone damaged in the cemetery, 1 fire in the sand dunes; 3 assaults 2 domestic, 1 at Hawthwaite House, 1 theft of work tools from a van in Sharp Street.
7/06/19: TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR DAVID KNIGHT
Reference Number : B21/2019/0412. Location : 77 Saves Lane Ireleth Askam-in-Furness Cumbria LA16 7HL. Proposal : Removal of roof structure and raising to provide first floor living accommodation by 900mm. Construction of two storey side and front extension to provide ground floor garage, boot room, utility room and wc with bedroom at first floor and installation of a first floor balcony - re-submission of 2018/0216.
Reference Number : B21/2019/0454. Location : Seefeld Saves Lane Ireleth Askam-in-Furness Cumbria LA16 7DY. Proposal : Front single storey garage extension, rear ground floor extension and first floor dormer extension. All the applications were viewed and discussed there were no comments to be made to the Planning Officer.
8/06/19: PARISH PLAN – CLLR BILL WILSON
Cllr Wilson was pleased to report that the plan had been completed and was ready to send out the parish councillors for their comments, which would be done in the next few days. Once this was approved it would be ready to take to the printers. Cllr Wilson thanked Cllr Alan Mason and Cllr Mike Cumming for their help. He was pleased that the plan had been completed to schedule.
9/06/19: COMPLETION OF ANNUAL ACCOUNTS 2018/2019
The accounts have been accepted by the external auditor and are now available to view on the website.
10/06/19: CHANGE OF DATE FOR THE SEPTEMBER PARISH COUNCIL MEETING
The Clerk asked if the September meeting could be changed from the 17th to the 10th September. It was agreed.
11/06/19: VACANCY FOR PARISH COUNCIL
The vacancy had been advertised with a closing date of 9 July 2019.
12/06/19: UPDATE FROM BOROUGH AND COUNTY COUNCILLOR
Borough Councillor Sam Ronson reported that a resident had asked about repairs to pot-holes in Dale Street. He had contacted Cumbria Highways who had visited the area, but did not feel they was a need to carry out any work to the area. Borough Councillor Daniel Edwards reported that the street sign for Dale Street was being repaired and would be in place soon. Councillor Ben Shirley reported that Cumbria CC had made repairs an improvements to the exterior of Askam library, which had made a vast improvement. Working with Darren the Manager of Askam Co-op, Cllr Shirley helped organise the ‘Every Life Matters’ sessions at Askam Rugby Club. This was an incentive to help people who suffer from depression. Approximately 20 people attended this session and it is hoped that more will be organised. A litter bin had been installed at Greenhaume on a trail basis, if it is well used it will remain in place. It costs the Borough Council £300.00 per year to have one bin emptied, this does not include the cost of purchasing the bin. Cllr Shirley had asked the Borough Council to cut back the hedges at High Duddon Close/Abbey Heights area, which had been done, but not very successfully. Cllr Shirley will speak to the Borough.

The monthly spread sheet of expenditure was made available to all parish councillors. This was viewed and accepted.

14/06/19/1: Adoption of the Barrow Borough Local Plan 2016 -2031. Cllr Mike Cumming reported that the Plan had now been adopted www.barrowbc.gov.uk/residents/planning/planning-policy/local-plan/ where it can be viewed on-line or there is a copy in Askam library.
