MINUTES OF THE 342nd MEETING OF ASKAM AND IRELETH PARISH COUNCIL, HELD TUESDAY 15 MARCH AT 7.15 PM IN THE RANKIN HALL, ASKAM IN FURNESS

Present : Members of the Parish Council Harry Barker, Chairman, Councillor Bill Wilson, Vice Chairman, Councillor Steve Smalley, Alan Mason, Sandra Hadwick and Trevor Hughes; Clerk Mrs Janice Cumming; Borough Councillor Daniel Edwards.

1/03/22: DISCLOSURE OF INTEREST

Councillor Trevor Hughes item 7/03/22 Scoping request and Councillor Steven Smalley item 7/03/22 Planning Ref PIP/2022/0111.

2/03/22: APOLOGIES FOR ABSENCE

Written apology received from Cllr Susan Orrell and Cllr Mike Cumming these were accepted. Apologies from Cllr Ben Shirley.

3/03/22: PUBLIC QUESTION TIME

There were no items from the public.

4/03/22: APPROVAL OF MINUTES OF MEETING HELD 15 FEBRUARY 2022

These were approved and agreed as a true and accurate record and will be signed and dated by the Chairman.

5/03/22: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETINGS

5/03/22/1: Steel Street/Sharp Street Park Area.

Cllr Mike Cumming has sent out requests for tender to companies to quote for the work highlighted from the report from the Arborist. He has received 2 responses. Cllr Trevor Hughes asked if perhaps the residents could be informed of what is happening in the area and maybe the children could be involved in the re-planting of trees. This was agreed by the parish council.

5/03/22/2: Memorial Garden.

After requests to Barrow BC to remove the remnants of the Christmas tree from the memorial, with no response, Stuart Hartley kindly removed it, thanks have been given to Stu.

5/03/22/3: Litter Pick.

Items for the litter pick requested by Mrs Currie have been delivered to her.

5/03/22/4: Community Speed Watch.

Cllr Steven Smalley and Cllr Bill Wilson will be carrying out risk assessment in the areas which have been designated as Speed Watch areas. It was asked if Steel Street/Sharp Street and Duke Street could be added to the list as requests have been made by residents who are concerning about speeding vehicles in these areas.

5/03/22/5: X7 Bus Service.

Thank you, letter received from the Friends of the X7 Bus Service. It is hoped that people in the village will continue to support this vital service. Timetables are posted at the bus stops in the village. NowCards can be used.

6/03/22: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS

Crime Figures for February 2022: 0 anti-social behaviour, 3 assault, 0 burglary, 2 criminal damage, 0 drugs, 1 harassment, 1 public order, 1 sexual offence, 2 theft.

7/03/22: TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR ALAN MASON

Reference Number : PIP/2022/0111 Location : Land adj to 18 High Duddon Close Ireleth Askam-in-Furness Cumbria. Proposal : Permission in principle to erect a single dwelling. Cllr Smalley expressed concerns that no-one living on Abbey Heights has been consulted regarding this application. They were concerns raised about the location and size of the plot. The Clerk was asked to respond.

Notification of a Request to the County Council for an EIA Scoping Opinion under the Town and County Planning (Environmental Impact Assessment) Regulations
Reference Number: SCO-6/22/06 Proposal: Waste to Energy Incineration Plant and Associated Development. Location: Land at JJC Hire Ltd, Sandscale Park, Park Road, Barrow-in-Furness. Concerns were raised regarding this development. The Clerk was asked to contact Cumbria County Council.

8/03/22: WALKING BROCHURE

Cllr Mason mentioned that the Dunnerholme walking brochure produced by the parish council some time ago was out of date and incorrect. It was agreed to remove these brochures from public areas.

9/03/22: CHANGE OF DATE OF APRIL MEETING

The Clerk asked if the date for April meeting could be reschedule for 12th April instead of 19th April. This was agreed.

10/03/22: LOCAL GOVERNMENT REORGANISATION

Cllr Alan Mason, Cllr Mike Cumming and the Clerk attended a meeting at Dalton Town Hall to discuss the local government reorganisation. A suggestion was put forward to form a sub-committee with Dalton & Newton Town Council and Lindal & Marton Parish Council. This was agreed by the parish council. Cllr Mike Cumming was attending a Teams presentation from the Executive Directors of Barrow Borough Council, Sam Plum and the Chief Executive of Allerdale Council this evening. A meeting for the sub-committee with Sam Plum will be held in Dalton on 23rd March organised by Cllr San Ronson who would be chairing the sub-committee.

11/03/22: UPDATE FROM BOROUGH & COUNTY COUNCILLORS

Cllr Daniel Edwards reported on Borough Council matters. Cllr Shirley would update on County matters on his return to Barrow.

12/03/22: REPORT FROM CLERK (INCLUDING FINANCES)

The monthly expenditure sheet was made available to the parish councillors. These were accepted.

13/02/22: CORRESPONDENCE

All correspondence sent prior to the meeting via email.

Message from Askam Pensioners informing increase in rent for Rankin Hall. This would now be £10.00 per hour due to increase in energy prices. This was accepted by the parish council.

Email from Parish Lengthsman, Archie Workman regarding work for the parish council from April 2022. It was agreed that Archie should continue working for the parish council. The Clerk would meet with Archie with a list of work.
