MINUTES OF THE 344 th MEETING OF ASKAM AND IRELETH PARISH COUNCIL,
HELD TUESDAY 17 MAY 2022 AT 7.15 PM IN THE RANKIN HALL, ASKAM IN
FURNESS

Present : Members of the Parish Council Councillor Bill Wilson, Vice Chairman,
Councillor Steve Smalley, Alan Mason, Sandra Hadwick, Trevor Hughes; Clerk Mrs
Janice Cumming; Borough and Unitary Government Councillor Daniel Edwards and
Borough, Unitary Government and County Councillor Ben Shirley

1/05/22: DISCLOSURE OF INTEREST
None

2/05/22: APOLOGIES FOR ABSENCE
Written apology from Councillor Susan Orrell, Councillor Mike Cumming and Councillor
Harry Barker these were accepted. Apology received from PCSO Joe Ward.

3/05/22: PUBLIC QUESTION TIME
There were no items from the public.

4/05/22: APPROVAL OF MINUTES OF MEETING HELD 19 APRIL 2022
These were approved and agreed as a true and accurate record and were signed by the
Vice Chairman.

5/05/22: PROGRESS REPORTS AND UPDATES FROM PREVIOUS MEETINGS

5/05/22/1: Community Speed Watch. Cllr Steve Smalley reported that 2 speed
watches had been carried out in the past week. One at Ireleth Brow and the second at
the junction of Saves Lane and Ireleth Road. Cllr Smalley would like to carry out more
speed watches but unfortunately there is a lack of volunteers. Cllr Smalley will
endeavour to secure more volunteers. Cllr Wilson asked if a monthly report could be
given to the parish council with details of the speed watch viz areas covered and
numbers of vehicles exceeding the speed limit. Cllr Ben Shirley said this would be
excellent information for him to take to Highways and the Police to reiterate the need for
something to be done in Askam and Ireleth regarding speeding vehicles. The Clerk has
contacted Highways regarding speed watch area signage.

5/05/22/2: Steel Street/Sharp Street Park Area. Cllr Mike Cumming met with the
contractor to discuss fencing and replanting privet hedging. The contractor has yet to
send in a quotation for the work. Cllr Cumming will progress this. While Cllr Cumming
was in the park a resident of Steel Street said that he had noticed people exercising their
dogs in the area and although most picked up others did not, which is not good when
children play in the area. He asked if the parish council could post some signs asking
people to pick up after their dogs.

6/05/22: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS
Awaiting report from Police.

7/05/22: TO REPORT AND DISCUSS PLANNING APPLICATIONS
The parish council had received no new planning applications.

8/05/22: PARKING AT NEW HOUSING ESTATE, LOTS ROAD
Councillor Trevor Hughes expressed his concerns regarding vehicles parking on the Lots
Road by residents of the 2 houses now occupied at Newfield Estate. Councillor Ben
Shirley said he would look into this matter. His understanding was that there was
parking at the rear of the houses.

9/05/22: EXTERNAL GRANT FUNDING
The parish council have received details of available grant funding and the Clerk asked if
there was any interest in applying for any of these grants for projects in the village. A
discussion took place regarding work to the Memorial Garden. Councillor Trevor
Hughes and Steven Smalley would work together on this.

10/05/22: RENEWAL OF PARISH COUNCIL INSURANCE
It was agreed to renew the parish council insurance with Zurich and take the 3-year
option. At a cost of £1350.72 per annum.

11/05/22: UPDATE FROM BOROUGH, WESTMORLAND AND FURNESS AND
CUMBRIA COUNTY
COUNCIL COUNCILLORS

The Vice Chairman Bill Wilson congratulated Councillor Daniel Edwards and Ben Shirley
for being
elected to the new Unitary Government of Westmorland and Furness for Dalton North
and said the parish council
looked forward to working with them. Councillor Ben Shirley reported that himself and
Councillor Edwards had
attended their first meeting of the Unitary Government and were both eager to start
work with the new
government. Councillor Shirley said he had concerns about the railway crossing in
particularly queuing traffic on
Dalton Road when the crossing is closed for arrival of trains. The parish council agreed
and fully support Cllr
Shirley in this matter. Councillor Shirley and Councillor Edwards would be holding
regular surgeries. It was
hoped that these surgeries would be supported by the Community Police, Highways and
our MP Simon Fell and
he asked if the parish council would like to be involved. Councillor Shirley thanked the
parish council their help
and support. Councillor Edwards was pleased to report that there had been success in
his bid to have the litter
collected on the A595. He hoped that this would be part of the Borough’s regular
cleaning regime and he would
be keeping a close eye on this.

12/05/22: REPORT FROM CLERK (INCLUDING FINANCES)
The monthly expenditure sheet was made available to the parish councillors. These were
accepted.
