MINUTES OF THE ANNUAL ASSEMBLY OF ASKAM AND IRELETH PARISH COUNCIL, HELD TUESDAY 16 MAY 2023 IN THE RANKIN HALL, DUKE STREET, ASKAM

Present : Parish Councillor Harry Barker, Bill Wilson, Alan Mason, Mike Cumming, Rebecca Knagg and Sandra Hadwick; Clerk Mrs Janice Cumming; Westmorland and Furness Councillor Ben Shirley and Daniel Edwards, PC Lydia Howard.

ITEM 3: CHAIRMAN’S REPORT FOR YEAR 2022/2023

This year the parish council said goodbye to Councillor Stephen Smalley, who played an active role in the parish council. We welcomed Rebecca Knagg to the parish council and with Rebecca’s experience we are sure she will be an asset to the parish council.

A major change this year was moving into Westmorland and Furness Council, being early days, it is difficult to see how this will affect the day-to-day workings of the parish council.

The parish council continue to support groups the youth groups in the village and donations were given to Scouts, Cubs and Beavers, Drop Zone Youth Group, Brownies and Rainbows and Askam Youth Action.

The parish council supported the Summer Gala and Christmas light switch-on organised by Askam and Ireleth Events committee, which was well attended. The parish council organised the Service of Remembrance and were supported by village groups, Askam Band, and the Royal British Legion. Again, there was a good attendance from the residents of the village, and we were able to invite everyone back to refreshments at the Rankin Hall.

The parish council have continued to work with the community police with regards to speeding in the village and anti-social behaviour. Sadly, the police pod has been closed because it is not fit for purpose, but we have permission from the Library Services for the police to use Askam library.

We have recently seen the return of the dedicated street cleaner which will make a huge difference to the village.

The parish council have continued to fund the landscaping maintenance contract in the village. Keeping areas within the village looking tidy. Thanks to Wayne Smith and his team at Aqua ProJet and Archie Workman who has been busy fixing and painting seats and he will continue with this work. Work was carried out at Steel Street/Sharp Street Park which involved taking out damaged trees as recommended by an Arborist and planting new trees in their place. This year we will continue with work to the hedging and fencing in the park.

These were agreed as a true and accurate record and duly signed and dated.

ITEM 5: ACCEPT AND ADOPT UPDATED MODEL STANDING ORDERS AND REVIEWED FINANCIAL REGULATIONS FOR 2023

These were previously circulated, and it was proposed and accepted that they be adopted for the coming year.

ITEM 6: CONFIRMATION OF PARISH COUNCIL INSURANCE

Zurich Insurance Policy was confirmed and accepted.

ITEM 7: APPOINTMENT OF CHAIRMAN & ACCEPTANCE OF OFFICE

Councillor Harry Barker was proposed and seconded. Councillor Barker made and signed his declaration of office and agreed to comply with the code of conduct.

ITEM 8: APPOINTMENT OF VICE CHAIRMAN & ACCEPTANCE OF OFFICE

Councillor Bill Wilson was proposed and seconded. Councillor Wilson made and signed his declaration of office and agreed to comply with the code of conduct.

ITEM 9: DECLARATIONS OF ALL PARISH COUNCILLORS

All the parish councillors then made and signed their declaration of acceptance and office and agreement to comply with the code of conduct.
