Due to the Covid 19 Pandemic emergency the parish council were unable to hold a public
meeting. A meeting of the parish council was held via Zoom,

Residents had been invited to send in questions 3 days before the meeting to give their views and
question the Parish Council on issues on this Agenda or any other matters
regarding parish issue.
No correspondence from residents had been received for this meeting.
3/07/20/1 Community Field. Complaints have been received by Cllr Ben Shirley regarding youths in
community field late at night causing a noise nuisance and possibly using drugs.
It was asked if the
community field gates could be locked over-night. The parish council advised
that this is something
that needs to be taken up with the Community Centre as they are the owners of
the Community Field.

5/07/20: PROGRESS AND UPDATES FROM PREVIOUS MINUTES
5/07/20/1: Paving in Memorial Garden. Cllr Bill Wilson reported that Colin Roberts Landscapes had completed the work in the memorial garden, and everyone agreed it looked very good. Cllr Wilson reported that the gate at the Headlands Garden was broken. He had asked Colin Roberts to look at this and Colin advised that the wooden slates needed replacing, a new post was needed as well as new fittings. The cost of this work would be £200.00. The parish council agreed to fund this work. Cllr Wilson will contact Colin Roberts.

5/07/20/2: Police Pod. Cllr Trevor Hughes had again looked at the Pod roof and it looks like someone has been on the roof and caused more damage. It was suggested that the roof could be painted in vandal proof paint. Cllr Hughes said the Pod is in a pretty poor state inside and would need quite an amount of money spending on it to make it waterproof and damp free. Cllr Barker asked if the parish council could look at how much a new Pod would cost. The Clerk asked if it was worth such an expense when the community police could possibly use the library. Cllr Ben Shirley said this is something
he thought Cumbria County Council library services would agree to and he would
support this action if it was something the parish council and the police agreed too. The
parish council will speak to the Community Police and ask their views and
recommendations.
5/07/20/3: Doctors Surgery in Askam. A report from the Save our Surgery Group indicated that Duddon Valley Medical Practice has achieved agreement to provide services in Askam & Ireleth and are now fully resourced to meet the requirement. The purchase of the surgery is currently subject to agreements with the vendors solicitors. It is hoped that by the end of August medical services will resume in Askam & Ireleth.
5/07/20/4: Beach Safety. Cllr Trevor Hughes had been in contact with Duddon Inshore Rescue who are in the process of putting together a video on beach safety. Cllr Hughes was impressed with the work DIR are producing to get the message out regarding safety on Askam beach.
6/07/20: REPORT FROM POLICE AND ROAD TRAFFIC MATTERS
Crime figures for June 2020 – 10 anti-social behaviour includes 5 x breach of Covid 19 all attended by patrols and advice given. Youths on Duke Street, Youths in Lots Woods, Group of 15 people at Duddon Road car park and 10 on the beach at Dunnerholme, group of youths on beach. 2 incidents of youths at Burlington ponds, 1 ongoing neighbourhood dispute, 1 footballer on Duddon Sports Club field. 0 assaults, 0 burglary, 3 criminal damage includes 2 damage to a gate on Saves Lane, reparation has been made by the offending youths, 1 damage inside a residential property on Parklands Drive domestic related. 0 drugs, 0 theft.
7/07/20 TO REPORT ON AND DISCUSS ANY PLANNING ISSUES – CLLR SUSAN ORRELL
Cllr Orrell had visited Armadale Bungalow with Cllr Ben Shirley to meet with the neighbouring properties who she felt had valid concerns regarding the development planned for this area. The residents had sent their responses to Barrow Borough Council.

No adverse comments or objections.

Proposal : The erection of a hobby workshop for motor cycle restorer with subsequent use as a light industrial building Use Class B1(c). A member of the parish council was concerned about noise from this development and how it might affect the neighbours.

Proposal : First floor extension above garage to form bedroom with en-suite. Conversion of garage forming lounge and utility room. Ground floor rear extension forming sun room. No adverse comments or objections.

Proposal : Demolition of existing house and construction of a replacement dwelling and detached garage (Re-submission of B13/2020/0216 in a revised form). No comments.
8/07/20: INCREASED ILLEGAL USE OF MOTOR VEHICLES ON ASKAM BEACH
Cllr Susan Orrell expressed concerns about the increased number of motorised vehicles using Askam beach. The parish council advised that these incidents should be reported to 101 or email by email to 101emails@cumbria.police.uk. This issue had been reported to the Police & Crime Commissioner.
9/07/20: REPORT FROM BOROUGH AND COUNTY COUNCILLOR
Cllr Daniel Edwards is in communications with Peter Buckley of Barrow BC Streetcare regarding bin collections, fly tipping and public bin emptying. Cllr Edwards reported that the outlying planning permission for the Urofoam site had been granted with a number of conditions. Cllr Edwards had raised concerns with the planning committee about access to the site and safety of residents when/if the factory is taken down.
Cllr Ben Shirley had spoken to David Joyce, Estates Manager for Barrow BC regarding the land between Sharp Street and Beach Street. It would seem that Modlar Homes has pulled out of the purchase of this land from Barrow BC and hence their plans to build houses on this land has been cancelled. A meeting would be held with the residents to produce a way forward, the suggestion was to have a G14 agreement on the land which would hand the land over to the residents. There is a Central Government incentive called ‘Pocket Parks’ and this could be something the residents could consider applying for the ‘spruce up’ the area.
The report regarding the Sellafield commuters parking in Askam has been released and Cllr Shirley expressed his disappointment with the report. He will forward the report to the parish council, who may wish to respond.
Cllr Shirley is setting up a working group to look at Highways and cycle paths in Dalton North. Cllr Bill Wilson, Vice Chairman will represent the parish council on this group.
Cllr Shirley was pleased to announce that safety priorities had been agreed by Cumbria Highways for Askam Village following the RTC. These included a pedestrian guard rail to protect the entrance/exit points to stop children spilling out onto the road, undertaking traffic monitoring to inform other measures, renewing some signage including the School Keep Clear and school flashing lights raising an unrequired drop kerb.

The monthly expenditure spreadsheet was sent to the parish councillors prior to the meeting. This was reviewed and accepted.
